Vietnam: How much is the license plate issuance fee for motorcycles on VNeID?
According to Article 5 of Circular 60/2023/TT-BTC, the license plate issuance fees for motorcycles are prescribed as follows:
For motorcycles valued at 15,000,000 VND or less:
- Zone 1 is 1,000,000 VND/time/vehicle.- Zone 2 is 200,000 VND/time/vehicle.- Zone 3 is 150,000 VND/time/vehicle.
For motorcycles valued from 15,000,000 VND to 40,000,000 VND:
- Zone 1 is 2,000,000 VND/time/vehicle.- Zone 2 is 400,000 VND/time/vehicle.- Zone 3 is 150,000 VND/time/vehicle.
For motorcycles valued above 40,000,000 VND:
- Zone 1 is 4,000,000 VND/time/vehicle.- Zone 2 is 800,000 VND/time/vehicle.- Zone 3 is 150,000 VND/time/vehicle.

Which cases are exempt from license plate issuance fees in Vietnam?
Pursuant to Article 6 of Circular 60/2023/TT-BTC, the exemptions from license plate issuance fees are specified as follows:
[1] Diplomatic representative agencies, consular offices, representative offices of international organizations within the United Nations system.
[2] Diplomatic officials, consular staff, administrative and technical staff of diplomatic missions and foreign consular offices, members of international organizations within the United Nations system, and their family members who are not Vietnamese citizens or not residing in Vietnam, certified with a diplomatic or consular identification card issued by the Ministry of Foreign Affairs of Vietnam or a local foreign affairs department (authorized by the Ministry of Foreign Affairs).
In such cases, when registering for vehicle certification and license plates, the applicant must present the diplomatic or consular identification card to the registration authority as prescribed by the Ministry of Foreign Affairs.
[3] Other foreign organizations and individuals (representative offices of intergovernmental international organizations outside the United Nations system, non-governmental organizations, delegations of international organizations, members of other agencies and organizations) not under the categories specified in clauses 1 and 2 of this Article but are exempt from or not required to pay registration certificate and license plate issuance fees according to international commitments or treaties to which the Socialist Republic of Vietnam is a member or international agreements between the Vietnamese party and a foreign signatory. In such cases, the organization or individual must provide the registration authority with a copy of the international commitment, treaty, or international agreement.

According to Article 8 of Circular 24/2023/TT-BCA, the documents required for first-time vehicle registration include:

[1] Vehicle Registration Declaration as stipulated in Article 9 of Circular 24/2023/TT-BCA amended by Clause 5 Article 2 of Circular 28/2024/TT-BCA
- Declarations on the public service portal (except for cases where Vietnamese citizens register the vehicle for the first time through the full online public service for domestically manufactured and assembled vehicles): The vehicle owner logs into the public service portal and accurately, fully, and truthfully fills out the content required in the vehicle registration declaration, and signs it electronically. If there is no electronic signature, the vehicle owner prints the registration declaration from the public service portal, signs, states their full name, and stamps (if an agency or organization).
- After successful declaration, the vehicle owner receives an online vehicle registration code and schedule notification via phone message or email to handle vehicle registration procedures; provide the vehicle registration code to the vehicle registration authority to execute the vehicle registration procedures as per regulations.
- Declarations on the public service portal or on the National Identity Application for cases where Vietnamese citizens execute first-time vehicle registration through the full online public service for domestically manufactured and assembled vehicles: The vehicle owner logs into the public service portal or the National Identity Application and accurately, fully, and truthfully fills out the content required in the vehicle registration declaration form.
- Direct declaration, submission at the vehicle registration authority: The vehicle owner accurately, fully fills out the content required in the vehicle registration declaration form.
[2] Documents of the Vehicle Owner.
If the vehicle owner is Vietnamese:
- Use a level 2 electronic identification account to execute vehicle registration procedures on the public service portal or present a personal identification card, passport.
- For armed forces: present the People's Public Security identification card or the People's Army certificate or confirmation from the head of the agency, unit at the regimental level, or higher (if the armed forces' identification card is yet to be issued).
If the vehicle owner is a foreigner:
- If the vehicle owner is a member of a diplomatic representative agency, consular office, or an international organization in Vietnam: Present a diplomatic, public service, consular, honorary consular identification card or a personal identification card, still valid, and submit a referral from the State Protocol Department or Department of Foreign Affairs;
- If the vehicle owner is a foreigner living and working in Vietnam (except those specified in point a of this clause): Present a permanent residence card or temporary residence card (valid for at least 6 months in Vietnam).
If the vehicle owner is an organization:
- If the vehicle owner is an organization (except those specified in point b clause 3 of this Article): Use a level 2 electronic identification account to perform vehicle registration procedures on the public service portal; if the organization has not been issued a level 2 electronic identification account, present a tax code notification or establishment decision.
- In case of military enterprise vehicles, an additional referral from the Vehicles and Machinery Department, General Department of Technology, Ministry of Defense is required;
- In case of vehicles used for commercial passenger transport, an additional copy of the transport business license issued by the Department of Transport accompanied by the original for comparison is required; for vehicles owned by other organizations or individuals, a rental contract or business cooperation or service agreement is required;
- If the vehicle owner is a diplomatic representative agency, consular office and international organization representative office in Vietnam: Use a level 2 electronic identification account to perform vehicle registration procedures on the public service portal; if the organization has not been issued a level 2 electronic identification account, present a tax code notification and submit a referral from the State Protocol Department or Department of Foreign Affairs;
- Individuals being introduced by the agency or organization to perform the procedures must submit the vehicle owner's documents as prescribed and present identification in accordance with clause 1, clause 2 of this Article.
[3] Vehicle Documents.
Proof of vehicle origin:
- For imported vehicles:
+ Electronic data of imported vehicle information is received by the vehicle registration and management system from the public service portal or the database of customs authorities;
+ For vehicles without electronic customs data or imported before December 1, 2020, the origin proof is: Import origin declaration of motor vehicles as prescribed (for vehicles imported under commercial contracts), temporary import vehicle declaration as regulated (for vehicles imported under the temporary import and re-export policy for entities enjoying diplomatic privileges as per legal provisions or international treaties to which Vietnam is a member);
- For domestically manufactured and assembled vehicles:
+ Electronic data of the factory quality inspection sheet is received by the vehicle registration and management system from the public service portal or the database of inspection authorities;
+ If there is no electronic data of the factory quality inspection sheet, the vehicle origin proof for domestically manufactured and assembled vehicles is the Road Motor Vehicle Factory Quality Inspection Sheet (paper version);
- For seized vehicles according to the law:
+ Seizure decision or decision establishing state ownership for seized vehicles as per legal provisions or an extract of the verdict contents on vehicle seizure (hereinafter referred to as seizure decision) must be the original issued for each vehicle, documenting all basic characteristics of the vehicle: brand, type, model, engine number, frame number, cylinder capacity; the vehicle must be complete, with entire machine parts, frame, and technical specifications.
