Resolution 1402/NQ-UBTVQH15 Download was adopted by the Standing Committee of the National Assembly of the Socialist Republic of Vietnam, 15th tenure, at its 42nd session, on February 6, 2025.

Resolution 1402/NQ-UBTVQH15 resolved to increase the number of Deputy Ministers and Deputy Heads of agencies equivalent to ministries in the following ministries and ministry-level bodies to meet the needs of staff arrangement and organization when downsizing and restructuring the state apparatus:

(1) Increase by 1 Deputy Minister to ensure the Ministry of Foreign Affairs has no more than 7 Deputy Ministers;

(2) Increase by 4 Deputy Ministers to ensure the Ministry of Finance has no more than 9 Deputy Ministers;

(3) Increase by 4 Deputy Ministers to ensure the Ministry of Construction has no more than 9 Deputy Ministers;

(4) Increase by 2 Deputy Ministers to ensure the Ministry of Home Affairs has no more than 7 Deputy Ministers;

(5) Increase by 1 Deputy Governor to ensure the State Bank of Vietnam has no more than 6 Deputy Governors.

Thus, in the upcoming restructuring and downsizing of the state apparatus, the number of Deputy Ministers in the Ministry of Finance will be increased by 4, bringing the total number to not exceed 9.

According to Article 3 Decree 14/2023/ND-CP, the organizational structure of the Ministry of Finance is as follows:

- Department of Public Asset Management.

- Department of Debt and External Finance Management.

- Department of Insurance Supervision.

- Department of Accounting and Auditing Supervision.

- Department of Enterprise Finance.

- Department of Planning and Finance.

- General Department of Taxation.

- General Department of Customs.- General Department of State Reserves.

Organizations specified from clauses 1 to 24 in Article 3 Decree 14/2023/ND-CP are administrative entities assisting the Minister in executing state management functions; those specified from clauses 25 to 28 in Article 3 Decree 14/2023/ND-CP are public service entities serving the ministry's state management.

The Department of State Budget has 4 divisions, the Department of Administrative and Non-business Finance has 4 divisions, the Department of Investment has 4 divisions, the Department of Banking and Financial Institutions has 4 divisions, the Department of Legal Affairs has 5 divisions, the Department of Organization and Personnel has 7 divisions, and the Department of International Cooperation has 4 divisions.

The Minister of Finance presents to the Prime Minister of the Government of Vietnam decisions regarding the functions, tasks, powers, and organizational structure of the General Department of Taxation, General Department of Customs, General Department of State Reserves, State Treasury, State Securities Commission, and other public service providers belonging to the ministry.

Report 219 What are regulations on organization of the downsizing of the Ministry of Finance's apparatus?

In subsection 1 of Section 3 of Report 219/BC-BNV in 2025, it is clearly stated that based on the Politburo's conclusion, the Ministry of Finance, along with some other ministries and ministry-level agencies, is to continue restructuring and downsizing according to the following approach:

- Reorganize the General Department of Taxation into a Department of Taxation (with 12 divisions/offices) and restructure the tax departments of 63 provinces and cities into 20 regional tax branches; restructure 420 district and regional tax offices into 350 inter-district tax teams. Post-restructuring, it's projected to reduce by about 1,005 of 4,141 units (24.27%).

- Reorganize the General Department of Customs into a Department of Customs (with 12 divisions/offices), restructure 35 regional customs departments into 20 regional customs branches; restructure 181 customs branches into 165 border/non-border customs offices, forming team-level organizations. Post-restructuring, it's projected to reduce by about 485 of 902 units (53.77%).

- Transform the State Treasury (general department level) into a State Treasury, equivalent to a department-level organization (10 divisions/offices), restructure 63 provincial state treasuries into 20 regional state treasuries, forming district-level organizations. Post-restructuring, it's projected to reduce by about 431 of 1,049 units (41.09%).

- Convert the General Department of State Reserves into a Department of State Reserves (with 7 divisions), restructure 22 regional state reserves into 15 regional state reserve branches.

- Reorganize the General Department of Statistics into a Department of Statistics (with 14 units) and restructure 63 provincial statistics departments into 63 provincial statistics branches; restructure 565 district statistics offices into 480 inter-district teams, reducing unit numbers by 15%.

- Restructure Vietnam Social Security into a public service provider, consisting of 14 divisions (reducing 7 units); streamline internal units of 63 provincial social security offices into 35 regional social security offices; restructure 640 district social security offices to 350 inter-district social security units, dismiss 147 professional groups (reducing 651 of 1,465 units, equivalent to 44.4%).
