Resolution 176 on the organizational structure of the Government of Vietnam with 14 ministries and 3 ministerial-level agencies promulgated?
On February 18, 2025, the National Assembly voted to pass Resolution 176/2025/QH15 concerning the organizational structure of the Government of Vietnam for the term of the 15th National Assembly, with 465 delegates in favor out of a total of 467 participating delegates.
Accordingly, Resolution 176/2025/QH15 has been officially adopted, effective from the time it was approved by the National Assembly and replaces Resolution 08/2021/QH15 of the National Assembly regarding the organizational structure of the Government of Vietnam for the 15th National Assembly term.
Furthermore, the Ministries and ministerial-level agencies specified in Article 1 of Resolution 176/2025/QH15 will officially commence operations from March 1, 2025.

Does the Ministry of Finance of Vietnam belong to the Government of Vietnam according to Resolution 176?
Based on Article 1 of Resolution 176/2025/QH15, the organizational structure of the Government of Vietnam for the 15th National Assembly term includes 14 Ministries and 3 ministerial-level agencies. To be specific:
- The 14 Ministries include the following:
+ Ministry of National Defense;
+ Ministry of Public Security;
+ Ministry of Foreign Affairs;
+ Ministry of Home Affairs;
+ Ministry of Justice;
+ Ministry of Finance;
+ Ministry of Industry and Trade;
+ Ministry of Agriculture and Environment;
+ Ministry of Construction;
+ Ministry of Culture, Sports, and Tourism;
+ Ministry of Science and Technology;
+ Ministry of Education and Training;
+ Ministry of Health;
+ Ministry of Ethnic and Religious Affairs.
- The 3 ministerial-level agencies include the following agencies:
+ State Bank of Vietnam;
+ Government Inspectorate of Vietnam;
+ Office of the Government of Vietnam.
Therefore, the Ministry of Finance is an agency of the Government of Vietnam.
What is the current organizational structure of the Ministry of Finance of Vietnam?
According to Article 3 of Decree 14/2023/ND-CP, the organizational structure of the Ministry of Finance is stipulated as follows:

(3) Department of Finance for Defense, Security, Special Purposes (Department I).
(4) Department of Finance for Administrative and Non-Business Units.
(5) Department of Finance for Banks and Financial Institutions.
(6) Department of International Cooperation.

(8) Department of Personnel Organization.
(9) Inspectorate.
(10) Secretariat.
(11) Department of Management and Supervision of Tax, Fees, and Charges Policies.
(12) Department of Public Asset Management.
(13) Department of Debt Management and External Finance.
(14) Department of Management and Supervision of Insurance.
(15) Department of Management and Supervision of Accounting and Auditing.
(16) Department of Price Management.
(17) Department of Financial Informatics and Statistics.

The organizations designated from (1) to (24) are administrative bodies assisting the Minister in performing state management functions; the organizations from (25) to (28) are public service units serving state management under the ministry.
The Department of State Budget has 4 divisions, the Department of Finance for Administrative and Non-Business Units has 4 divisions, the Department of Investment has 4 divisions, the Department of Finance for Banks and Financial Institutions has 4 divisions, the Legal Department has 5 divisions, the Department of Personnel Organization has 7 divisions, and the Department of International Cooperation has 4 divisions.
The Minister of Finance shall submit to the Prime Minister of the Government of Vietnam the issuance of decisions defining the functions, tasks, powers, and organizational structure of the General Department of Taxation, General Department of Customs, General Department of State Reserves, State Treasury, State Securities Commission, and the list of other public service providers under the ministry.
Does the Ministry of Finance of Vietnam have the authority to issue Circulars within the scope of state management of the ministry?
According to Clause 3, Article 3 of Decree 14/2023/ND-CP, the tasks and powers of the Ministry of Finance are stipulated as follows:
Tasks and Powers
The Ministry of Finance performs the tasks and powers stipulated in Decree No. 123/2016/ND-CP dated September 1, 2016, of the Government of Vietnam stipulating the functions, tasks, powers, and organizational structure of ministries and ministerial-level agencies; Decree No. 101/2020/ND-CP dated August 28, 2020, of the Government of Vietnam amending and supplementing several articles of Decree No. 123/2016/ND-CP and the following specific tasks and powers:
- Submit to the Government of Vietnam draft laws, draft resolutions of the National Assembly, draft ordinances, draft resolutions of the Standing Committee of the National Assembly; draft decrees of the Government of Vietnam according to the annual legislative program, plan approved by the ministry, and projects, proposals assigned by the Government of Vietnam and the Prime Minister of the Government of Vietnam.
- Submit to the Government of Vietnam and the Prime Minister of the Government of Vietnam strategies, plans, medium-term, long-term, and annual development plans for the fields under the ministry’s state management; draft decisions, directives, and other documents of the Prime Minister of the Government of Vietnam as stipulated by law.
3. Issue circulars, decisions, directives, and other documents within the scope of state management of the ministry.
- Direct, guide, inspect, and organize the implementation of legal documents, policies, strategies, plans, and programs after being issued, approved and other legal documents under the state management of the ministry; provide information, announce, propagate, and educate laws about the fields under the state management of the ministry.
