To be specific, according to Resolution 126 regarding the task of continuing to assemble and perfect the organizational structure of the political system in 2025 and for the 2025-2030 term, the Political Bureau and Secretariat require party committees and organizations at all levels to focus on effectively implementing, ensuring the progress of several key contents and tasks as follows:
(1) Assign the Communist Party committee of the National Assembly, Communist Party committee of the Government of Vietnam, Communist Party committee of the Vietnam Fatherland Front, central mass organizations, central party committees, and local party committees and organizations to urgently study and propose amendments and supplements to the Communist Party's regulations, state laws, mechanisms, and related policies to provide a legal basis for implementing and perfecting the overall model of the political system in the coming period, ensuring synchronization in the process of downsizing the organizational apparatus.
(2) Assign the Communist Party committee of the Government of Vietnam:
Direct the Communist Party committee of Inspectorate the Government of Vietnam and relevant agencies and units to urgently complete a plan to reorganize the inspection system, reporting to the Political Bureau at the meeting on February 18, 2025.
Lead, direct the review, assessment, and reorganization of the activities of party organizations in state-owned corporations, general companies, and commercial banks by transferring grassroots party units (enterprises) under the corporations' party committee to belong to the local authority appropriate to the area of business operations (report to the Secretariat by the end of the second quarter of 2025).
- Preside, cooperate with the Central Organization Commission, Communist Party committee of the National Assembly, relevant party committees, and organizations to research orientation for continuing to abolish intermediary administrative levels (district level); develop plans for continuing to reorganize the commune level in accordance with the new organizational model, propose organizational structure, functions, tasks, authority, and responsibilities of the commune level; orient the merger of several provincial administrative units; propose policies for amending and supplementing laws, Communist Party regulations, reporting to the Political Bureau in the third quarter of 2025.
(3) Assign the Communist Party committee of the Central Public Security to lead and cooperate with relevant agencies and provincial party committees, city committees to lead, direct the implementation of the 3-tier Public Security Organization Scheme without district-level police, ensuring objectives, requirements, and progress as proposed.
(4) Assign the Communist Party committee of Central Party agencies to lead and direct the Communist Party committee of the Supreme People's Court, Communist Party committee of the Supreme People's Procuracy to study and advise on the model of agencies (courts and procuracies) with the orientation of abolishing the intermediate level (district level) and propose amendments and supplements to the Communist Party's regulations, state policies related; continue to innovate the organization, improve the quality of operation of the people's courts and procuracies to meet the requirements of judicial reform in the new situation; report to the Political Bureau in the second quarter of 2025.
(5) Assign the Central Propaganda and Mobilization Commission to preside, cooperate with the Central Organization Commission, Communist Party committee of the Government of Vietnam, local party committees, and organizations to research orientations for reorganizing local press agencies to merge radio and television agencies under provincial people's committees into the provincial party's press agency in cities under the central government.
(6) Assign the Central Military Commission to lead, cooperate with the Central Organization Commission, Communist Party committee of the Government of Vietnam, Communist Party committee of the National Assembly, related party committees, and organizations to research the orientation for continuing to reorganize the Army (including the organization of military agencies at the district level); propose amendments and supplements to the Communist Party's regulations, state laws, reporting to the Political Bureau in the third quarter of 2025.
(7) Assign the Communist Party committee of the Vietnam Fatherland Front, central mass organizations to cooperate with the Central Organization Commission, Communist Party committee of the Government of Vietnam, Communist Party committee of the National Assembly, and party committee of political and social organizations, public societies at the central level entrusted by the Communist Party and the State:
- Lead, direct a comprehensive review of the functions, tasks, and organizational structure of its subsidiary bodies and organization, especially press agencies to ensure unified management, efficient operation in a streamlined direction, maintaining only genuinely necessary units, report to the Political Bureau in the second quarter of 2025.
- Research orientation for continuing to rearrange political and social organizations, public societies entrusted by the Communist Party and the State under the Central Committee of the Vietnam Fatherland Front (in line with the current party organizational structure) and propose policy for amending and supplementing relevant legal regulations, Communist Party regulations, report to the Political Bureau in the third quarter of 2025.

Vietnam increases the number of Deputy Ministers of Finance in the reorganization process
In Article 1 of Resolution 1402/NQ-UBTVQH15, it was resolved to increase the number of Deputy Ministers or Deputy Heads of equivalent agencies of the following ministries and agencies to meet the requirements for arranging and deploying personnel in the state apparatus during the reorganization process:
(1) Increase by 01 Deputy Minister to a total of 07 Deputy Ministers for the Ministry of Foreign Affairs;
(2) Increase by 04 Deputy Ministers to a total of 09 Deputy Ministers for the Ministry of Finance;
(3) Increase by 04 Deputy Ministers to a total of 09 Deputy Ministers for the Ministry of Construction;
(4) Increase by 02 Deputy Ministers to a total of 07 Deputy Ministers for the Ministry of Home Affairs;
(5) Increase by 01 Deputy Governor to a total of 06 Deputy Governors for the State Bank of Vietnam.
As such, in the upcoming state apparatus reorganization, the number of Deputy Ministers for the Ministry of Finance will be increased by 04, to a total not exceeding 09.

The organizations as stipulated from clauses 1 to 24 of Article 3 Decree 14/2023/ND-CP are administrative organizations that assist the Minister in fulfilling their state management functions; the organizations stipulated from clauses 25 to 28 of Article 3 Decree 14/2023/ND-CP are public service organizations contributing to state management within the ministry.
The Department of State Budget has 4 divisions, the Department of Public Administration Finance has 4 divisions, the Department of Investment has 4 divisions, the Department of Financial Banking and Financial Institutions has 4 divisions, the Department of Legal Affairs has 5 divisions, the Department of Personnel Organization has 7 divisions, and the Department of International Cooperation has 4 divisions.
The Minister of Finance shall propose to the Prime Minister of the Government of Vietnam to issue regulations defining the functions, duties, powers, and organizational structures of the General Department of Taxation, General Department of Customs, General Department of State Reserves, State Treasury, State Securities Commission, and the list of other public service providers under the ministry.
