At the meeting on February 14, 2025, considering the proposal of the Central Inspection Committee to review the Party-related regulations on handling violations of population policy (Official Dispatch No. 5187-CV/UBKTTW, dated October 29, 2024) and the report from the Party Affairs Committee of the Ministry of Health on the preliminary review of 7 years implementing Resolution No. 21-NQ/TW, dated October 25, 2017, of the 12th Central Committee of the Communist Party (Proposal No. 33-TTr/BCSĐ, dated December 25, 2024); the opinions of relevant agencies, the Politburo suggested as follows:

Entrust the Central Inspection Committee to advise and amend the Regulations of the Central Executive Committee, the Politburo, and the Secretariat related to handling violations of population policy, and proactively amend Guidance No. 05-HD/TW, dated November 22, 2022, of the Central Inspection Committee towards not disciplining cases of having a third child or more, in line with the amendment of legal regulations (no retroactive penalties for cases that have been disciplined).
- Assign the Party Committee of the Government of Vietnam, the Party Committee of the Central Public Security to urgently complete the construction and synchronous connection of data on humans (based on the national database on population) to accurately assess changes in the population (in terms of both quantity and quality), serving accurate, prompt, and effective policy planning and implementation in population policy in the future.
Thus, according to Official Dispatch 13421, it was agreed not to discipline CPV members who have a third child or more and not to retroactively punish cases that have already been disciplined.
Previously, according to Regulation 69-QD/TW in 2022, party members having a third child or more were considered in violation of population policy and could be reprimanded, except for certain special cases.

What is the monthly CPV membership fee for CPV members who are tax officials?
According to sub-item 1 Section 1 Part B Regulations on CPV membership fee policies issued with Decision 342/QD-TW in 2010 on subjects and the monthly CPV membership fee payment rate for party members as follows:

The monthly income of party members used for calculating CPV membership fee payments includes salaries, certain allowances; wages; living expenses; other income. CPV members who can determine regular income shall pay CPV membership fees at a percentage (%) of their monthly income (excluding personal income tax); party members who cannot determine their income will have a specific monthly payment regulated for each type of subject.
1- CPV members in administrative agencies, political organizations, socio-political organizations, armed forces units: pay monthly CPV membership fees equal to 1% of salaries, allowances; wages; living expenses.
2- CPV members receiving social insurance pensions: pay monthly CPV membership fees equal to 0.5% of social insurance salary.
3- CPV members working in enterprises, public service providers, economic organizations: pay monthly CPV membership fees equal to 1% of salaries, wages, and other income from the unit’s salary fund.
4- Other CPV members in the country (including agricultural, rural, and student party members...): pay CPV membership fees from 2,000 to 30,000 VND/month. For out-of-working-age party members, the fee is 50% of that for working-age members.
5- CPV members living, studying, working abroad
5.1- CPV members working at Vietnamese representative agencies abroad; party members studying under international agreements or funded by the state budget shall pay 1% of monthly living expenses as CPV membership fees.
5.2- CPV members studying abroad at their own expense; labor export party members; family members, party members engaging in free business and living, pay a monthly amount of 2 to 5 USD.
5.3- CPV members owning or co-owning businesses, commercial zones, service shops, the minimum monthly fee is 10 USD.
