Law No. 53/2024/QH15 on Human Trafficking Prevention and Combat promulgated in Vietnam?
On November 28, 2024, the National Assembly officially passed the Law No. 53/2024/QH15 on Human Trafficking Prevention and Combat.
The Law on Human Trafficking Prevention and Combat 2024 consists of 8 chapters and 63 articles (an increase of 5 articles compared to the current Law) and will take effect from July 1, 2025.

The Law on Human Trafficking Prevention and Combat 2024 introduces several new provisions such as:
- Expanding the scope of protection to include: victims, individuals in the process of being identified as victims, individuals under 18 years of age accompanied by a victim, close relatives of victims, individuals in the process of being identified as victims, and individuals participating in the human trafficking prevention and combat or supporting victims (Article 34);
- Broadening support policies for victims, individuals in the process of being identified as victims, and individuals under 18 years of age accompanied by a victim, such as: legal assistance, vocational training support, employment counseling, initial hardship allowance, loan support, and health insurance coverage support in the first year if the victim does not have health insurance (Article 37);
Stricter prohibitions are stipulated, including the prohibition of "negotiating the sale of a person while still in the womb" and various other acts to prevent and effectively address human trafficking-related behaviors early and from a distance (Clause 2, Article 3)...

What is the information, communication, and education about the human trafficking prevention and combat in Vietnam?
Pursuant to Article 7 of the Law on Human Trafficking Prevention and Combat 2024, there are regulations on information, communication, and education about the human trafficking prevention and combat.
(1) Information, communication, and education about the human trafficking prevention and combat aim to raise awareness and responsibility among agencies, organizations, enterprises, communities, families, and individuals in preventing and combating human trafficking, enhancing vigilance, and actively participating against human trafficking.
(2) The content of information, communication, and education includes:
- Policies and laws on the human trafficking prevention and combat and related legal statutes;
- The purpose, tactics, and acts of human trafficking and other prohibited acts as prescribed by this Law;
- Skills for dealing with suspected human trafficking situations;
- Measures and experiences in preventing and combating human trafficking;
- The responsibility of agencies, organizations, enterprises, families, and individuals in preventing and combating human trafficking;
- Preventing offenses, stigmatization, and discrimination against victims and individuals in the process of being identified as victims;
- Protective measures and support policies for victims and individuals in the process of being identified as victims; outcomes of handling human trafficking cases in accordance with the law;
- Other matters related to the human trafficking prevention and combat.
(3) Information, communication, and education are conducted through the following methods:
- Direct meetings and discussions;
- Providing materials;
- Through mass media and grassroots information activities;
- Through extracurricular activities at educational institutions and vocational training centers;
- Through literary, artistic activities, community activities, and other cultural forms;
- Using telecommunications networks, the Internet, computer networks;
- Through conferences, seminars, training sessions, specialized talks; direct dissemination and education of the law;
- Through organizing contests and communication campaigns;
- Other appropriate forms.
(4) Building a grassroots network of propagandists, actively engaging political and social organizations, and encouraging the participation of victims in the information, communication, and education regarding the human trafficking prevention and combat.
(5) Information, communication, and education efforts need to be enhanced for women, youth, children, students, people with disabilities, workers in industrial zones, individuals working at casino businesses, karaoke, dance halls, massage services, and people residing in border areas, islands, ethnic minority regions, regions with socio-economic difficulties, regions with many citizens marrying foreigners, working abroad, and localities with complex human trafficking situations.
How is travel expenses for victims provided in Vietnam?
Pursuant to Article 42 of the Law on Human Trafficking Prevention and Combat 2024, travel expenses for victims is stipulated as follows:

Victims, individuals in the process of being identified as victims, and individuals under 18 years of age accompanied by a victim wishing to return to their residence are entitled to support for domestic travel expenses and meal costs during their journey.

How is Loan Support for Victims provided?
Pursuant to Article 45 of the Law on Human Trafficking Prevention and Combat 2024, loan support for victims is stipulated as follows:

Victims returning to their place of residence are provided a one-time initial hardship allowance.
Victims returning to their place of residence who need to borrow capital for production and business are considered for loans from the Social Policy Bank with preferential credit policies under the provisions of the law.
