What are the prizes for the competition "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh"?

On December 6, 2024, the Ministry of Education and Training issued Decision 3891/QD-BGDDT...Download to promulgate the regulations of the online competition "Youth Learning and Following Ho Chi Minh's Ideology, Morality, and Style" for the school year 2024 - 2025.

Details of the prize structure of the online competition "Youth Learning and Following Ho Chi Minh's Ideology, Morality, and Style" for the year 2024 - 2025 are as follows:

*Prize Structure:

(1) Individual Prizes:

- Table A: 01 first prize, 03 second prizes, 06 third prizes, and 20 encouragement prizes (each province, city selects only 01 contestant).

- Table B: 01 first prize, 03 second prizes, 06 third prizes, and 20 encouragement prizes (each training institution selects only 01 contestant).

- Table C: 01 first prize, 03 second prizes, 06 third prizes, and 20 encouragement prizes (each province, city selects only 01 contestant).

(2) Collective Prizes:

- Quantity: 10 prizes for 10 Departments of Education and Training and 20 prizes for 20 training institutions.

- Criteria for awarding collective prizes:

+ For Departments of Education and Training with the highest rate of students participating in the test (number of contestants/the total number of students in the province, city) and having many students achieve high results in the preliminary, semifinal, and final rounds.

+ For training institutions with the highest rate of students participating in the test (number of contestants/the total number of students in the institution) and having many students achieving high results in the preliminary, semifinal, and final rounds.

*Awards

(1) Individual Prizes

- First and Second Prizes: Each prize receives a Certificate of Merit from the Minister of Education and Training and a cash prize according to regulations.

- Third Prize: Each prize receives a Certificate of Merit from the Central Committee of the Ho Chi Minh Communist Youth Union and a cash prize from the Competition Organizing Committee.

- Encouragement Prize: Each receives a Certificate and a cash prize from the Competition Organizing Committee.

(2) Collective Prizes

- Collective prizes receive a Certificate of Merit from the Minister of Education and Training and a cash prize according to regulations.

Are the cash prizes accompanied by certificates of merit from the competition "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh" taxable?

e.1.1) Bonuses accompanying emulation titles such as National Emulation Soldier; Emulation Soldier at the Ministry, sector, central union, province, centrally-run city; Basic Emulation Soldier, Advanced Labor, Advanced Soldier.

e.1.2) Bonuses accompanying forms of commendation.

e.1.3) Bonuses accompanying titles awarded by the State.

e.1.4) Bonuses accompanying awards from organizations belonging to central and local political organizations, political-social organizations, social organizations, socio-occupational organizations that comply with the organization's regulations and the Law on Emulation and Commendation.

e.1.5) Bonuses accompanying the Ho Chi Minh Award, the State Award.

e.1.6) Bonuses accompanying Commemorative Medals, Badges.

e.1.7) Bonuses accompanying Certificates of Merit, Commendation Certificates.

The authority to issue commendation decisions, prize amounts accompanying emulation titles, forms of commendation must comply with the Law on Emulation and Commendation.

e.2) Bonuses accompanying national and international awards recognized by the Vietnamese State.

e.3) Bonuses for technical improvement, invention, innovation recognized by state competent authorities.

e.4) Bonuses for discovering and reporting violations of the law to competent state agencies.

Thus, according to the provisions of Article 74 of the Law on Emulation, Commendation 2022, if a contestant receives a cash prize accompanied by a Certificate of Merit from the Minister of Education and Training from the competition "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh," this cash prize will not be subject to personal income tax.
