On December 6, 2024, the Ministry of Education and Training issued Decision 3891/QD-BGDDT...Download issuing the Rules for the online contest "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh, Lifestyle" for the academic year 2024 - 2025.
Details of the prize structure for the online contest "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh, Lifestyle" for the academic year 2024 - 2025 are as follows:
Prize Structure:
(1) Individual Prizes:
- Group A: 01 first prize, 03 second prizes, 06 third prizes and 20 consolation prizes (each province or city selects 01 contestant).
- Group B: 01 first prize, 03 second prizes, 06 third prizes and 20 consolation prizes (each educational institution selects 01 contestant).
- Group C: 01 first prize, 03 second prizes, 06 third prizes and 20 consolation prizes (each province or city selects 01 contestant).
(2) Collective Prizes:
- Quantity: 10 prizes for 10 departments of education and training and 20 prizes for 20 educational institutions.
- Criteria for collective prizes:
+ For education and training departments having the highest rate of students participating in the exam (number of contestants/total number of students of the province or city) and many students achieving high results in the preliminary, semi-final, and final rounds.
+ For educational institutions having the highest rate of students participating in the exam (number of contestants/total number of students of the institution) and many students achieving high results in the preliminary, semi-final, and final rounds.
Commendation:
(1) Individual Prizes:
- First and Second Prizes: Each will receive a Certificate of Merit from the Minister of Education and Training and a cash bonus according to regulations.
- Third Prize: Each will receive a Certificate of Merit from the Central Committee of the Ho Chi Minh Communist Youth Union and a cash bonus from the contest Organizing Committee.
- Consolation Prize: Each will receive a Certificate and a cash bonus from the contest Organizing Committee.
(2) Collective Prizes:
Collective prizes will receive a Certificate of Merit from the Minister of Education and Training and a cash bonus according to regulations.

Tax basis for income from winnings
The tax basis for income from winnings is the taxable income and tax rate.

Taxable income from winnings is the prize value exceeding 10 million VND that the taxpayer receives per each winning event, regardless of the number of payouts.
In case one prize but multiple winners, the taxable income is allocated to each prize recipient. The winner must present legal proof. Without legal proof, the prize income is calculated for one individual. If an individual wins multiple prizes in one game, the taxable income is based on the total prize value.
Taxable income for certain rewarding games. Specifically:

d) The winning from games, contest prizes are calculated per each payout. The prize value exceeds 10 million VND received is subject to taxation without any deductions.

Thus, prizes accompanying the contest "Youth Learning and Following the Ideology, Morality, and Style of Ho Chi Minh" received from the Ministry of Education and Training are subject to tax if the entire prize value exceeds 10 million VND.
