Form 02A-HD KD.DG 2023 is the model for the 2024 year-end self-assessment of members of Communist Party of Vietnam who do not hold leadership or management positions. It was issued together with Guideline 25-HD/BTCTW of 2023.

Below is the Guide on Writing Form 2A for the self-assessment of members of Communist Party of Vietnam:

(1) Detailed Information on the CPV member:

Full name; date, month, year of birth; position in the Communist Party and official function if any, along with the working unit and name of the cell unit.

(2) Advantages and Achievements Attained

- Regarding political qualities, ethics, lifestyle; discipline consciousness; working style and manner:

+ Evaluate according to the levels:

+ Absolutely loyal to Marxism-Leninism, Ho Chi Minh's ideology, and Communist Party's renovation policy; adhere to, propagate, and mobilize family to follow the Party's guidelines, policies, and laws of the State...

+ Comply with organizational assignments; strictly adhere to the dos and don'ts for members of Communist Party of Vietnam; participate in activities and pay membership fees fully; exemplify civic duties and maintain regular contact with the cell or party committee where residing...

- Task performance, rights, and the outcome of assigned targets and tasks throughout the year.

+ Evaluate according to the levels

The execution results of assigned targets and tasks in the year are quantified by products. For members of Communist Party of Vietnam who are officials and public employees, it is essential to clarify the volume, quality, progress, and effectiveness in executing the assigned targets and tasks within the year; the spirit of innovation, creativity, personal accountability; attitudes and sense of serving the people...

(3) Limitations, Shortcomings, and Causes

- Limitations, shortcomings:

+ Not proactive in expressing personal opinions during meetings.

+ Not astutely handling social relationships.

+ Hesitant in self-criticism and evaluation.

+ Lack of courage to confront.

- Measures to Overcome Shortcomings:

+ I will continually learn, enrich knowledge to improve awareness, especially regarding the Party’s principles.

+ Personal effort was lacking in learning about the platform and regulations of the Communist Party, the state's policies, and laws.

- Causes of limitations and shortcomings:

+ Lack of effective instructional organization for Party training.

+ Lack of modernity and flexibility in personnel management.

+ Lack of personal motivation and self-awareness of one's importance in personal development.

(4) Results in Overcoming Limitations Previously Concluded or Indicated by Competent Authorities in Prior Self-Assessments

Evaluation by levels:

+ Actively participate in personal capacity development and training according to Directive 05-CT/TW of 2015 on strengthening the study and application of Ho Chi Minh's ideology and ethics in daily life and apply these efficiently to increase proficiency in one's role and work;

+ Changed thinking, applying newly learned knowledge and skills into work, creating innovative ideas and problem-solving solutions.

(5) Explanation of Issues Suggested for Review (if any)

Over the past year, I neglected self-learning and enhancing professional competence, leading to difficulties in adopting and applying new technology at work.

Due to focusing too much on current work and lacking a specific self-learning plan, I did not dedicate enough time to knowledge updates. I also struggled with utilizing new materials and learning resources.

I have set up a weekly self-learning plan and enrolled in online courses related to my field. Additionally, I sought guidance from experienced colleagues to enhance my skills. I am committed to continuous learning and professional growth.

I am fully aware of my limitations and am committed to correcting them soon. I humbly seek assistance and feedback from my colleagues to improve my capabilities and fulfill my duties.

(6) Clarify Individual Responsibility for Collective Limitations and Shortcomings (if any)

In the past year, the collective was not well-coordinated and supportive among individuals, leading to some tasks not meeting progress or quality requirements.

As a team member, I have not proactively suggested information exchange meetings or assisted colleagues in difficulty. I have also lacked coordinated sharing of materials and knowledge related to shared tasks.

I am committed to becoming more proactive in proposing regular internal meetings for information exchange, promptly supporting colleagues in difficulty, and sharing crucial materials for collective reference.

I am fully aware of my responsibility in this shortcoming and pledge to strive to improve for better collaboration within the collective.

(7) Orientation and Measures to Overcome Limitations and Shortcomings

+ Hesitant to express personal opinions in meetings.

+ Not sensitive to social relationships.

+ Not assertive in self-criticism and criticism. Lack of decisiveness.

(8) Self-Proposed Quality Classification Level

This is one of the crucial aspects of the self-assessment form. The classification levels include excellently fulfilling tasks; satisfactorily completing tasks; accomplishing tasks; not completing tasks.

(10) Opinions from the Head of the Agency, Cell Committee, Party Committee (Cell Committee)

After the CPV member self-evaluates, based on the information stated in the end-of-year self-assessment form, various levels including the head of the agency, unit; the cell committee; and the Communist Party committee will evaluate that CPV member.

- Head of the agency or unit where the CPV member works: Review, evaluate, and provide quality classification level (for officials and public employees).

- Cell committee: Gather the self-classification levels of the CPV members, and the opinions of competent authorities where the CPV member resides to propose a classification level.

- Party committee: Compiling, appraising based on the proposals from the cell committee to issue a CPV member’s quality classification level.

How much is the membership fee for members of Communist Party of Vietnam in the Public Security of Vietnam?

Based on subsection 1, Section 1, Part B of the Regulations on membership fee Policies issued with Decision 342-QD/TW of 2010, stipulating the subjects and monthly membership fee contributions of CPV members as follows:

Monthly income of CPV members for calculating membership fees includes: salary, certain allowances; wages; living expenses; other incomes. CPV members with regular income contribute membership fees based on a percentage (%) of the monthly income (excluding personal income tax); CPV members who have difficulty determining income are specified a fixed monthly contribution for each type of subject.

1- CPV members in administrative agencies, political organizations, socio-political organizations, armed forces units: contribute monthly membership fees equivalent to 1% of salary, allowances; wages; living expenses.

Thus, members of Communist Party of Vietnam who are public security officers contribute monthly membership fees equivalent to 1% of salary, allowances; wages; and living expenses.

What incomes are bases for determining membership fees for members of Communist Party of Vietnam?

Based on Section 1, Part B of the Regulations on membership fee Policies issued with Decision 342/QD-TW of 2010, CPV members are to pay membership fees based on the following incomes:
