HCMC Department of Transportation announces suspension of reissuing, renewing driver licenses from February 19, 2025

On February 15, 2025, the HCMC Department of Transportation issued Notification 1621/TB-SGTVT of 2025 concerning the suspension of receiving procedures for the reissuance and renewal of driver licenses.

The HCMC Department of Transportation announces as follows:

(1) Suspension of receiving application dossiers for the renewal and reissuance of driver licenses starting from February 19, 2025, to facilitate the handover of functions as prescribed.

(2) Only accepting application dossiers for the renewal and reissuance of car driver licenses that are valid from 1 day to less than 10 days compared to the expiration date stated on the front of the driver license.

What is the fee for reissuing, renewing driver licenses in Vietnam?

Based on Clause 2, Article 3 of Circular 37/2023/TT-BTC (amended by Article 8 of Circular 63/2023/TT-BTC), the fee rates for driver licenses are stipulated as follows:

Fee and Charge Rates

  1. The fee rates for driving tests, license issuance, and registration fees for specialized machines are specified in the Schedule of Fees and Charges issued with this Circular.
  1. In cases where organizations or individuals submit online applications for new, reissued, or renewed (national and international) driver licenses:

a) From December 01, 2023, to December 31, 2025, the fee rate is 115,000 VND per issuance.

b) From January 01, 2026, onward, the fee rates are as prescribed in the Schedule of Fees and Charges issued with this Circular.

Therefore, the fees for reissuing, renewing motorbike driver licenses are as follows:

- From December 01, 2023, to December 31, 2025: the fee for renewing and reissuing a driver license is 115,000 VND per issuance.

- From January 01, 2026, onward, the fees for renewing and reissuing a driver license are stipulated in the Schedule of Fees and Charges issued with Circular 37/2023/TT-BTC. To be specific:

What is the penalty for not having a driver license in 2025?

Based on Point a, Clause 5 and Point b, Clause 7, Article 18 of Decree 168/2024/ND-CP, the provisions are as follows:

Penalties and license point deductions for violations regarding conditions for vehicle operators

  1. Fines ranging from 2,000,000 VND to 4,000,000 VND for operators of two-wheeled motorcycles with engine displacement up to 125 cm3 or electric motor power up to 11 kW and similar types of motorcycles for the following violations:

a) Not having a driver license or using a driver license that has been wholly deducted points, using a driver license not issued by a competent authority, tampered driver license, expired driver license, or inappropriate driver license for the vehicle being driven;

  1. Fines ranging from 6,000,000 VND to 8,000,000 VND for operators of two-wheeled motorcycles with engine displacements over 125 cm3 or electric motor power over 11 kW, three-wheeled motorcycles for the following violations:

a) Having a driver license that is not suitable for the vehicle being operated;

b) Not having a driver license or using a driver license that has been wholly deducted points, using a driver license not issued by a competent authority, tampered driver license, expired driver license;

Therefore, according to the above-mentioned regulations, the fine for not having a motorcycle license in 2025 is stipulated as follows:

- Fines range from 2,000,000 VND to 4,000,000 VND for operators of two-wheeled motorcycles with engine displacements up to 125 cm3 or electric motor power up to 11 kW and similar types of motorcycles.

- Fines range from 6,000,000 VND to 8,000,000 VND for operators of two-wheeled motorcycles with engine displacements over 125 cm3 or electric motor power over 11 kW, three-wheeled motorcycles.

Who is responsible for paying the fee, charge for issuing driver licenses in Vietnam?

According to Clause 1, Article 2 of Circular 37/2023/TT-BTC, the person responsible for paying the fee for issuing motorcycle driver licenses is defined as follows:

The person responsible for paying the fees and charges is the organization or individual who submits an application to the authorities specified in Clause 2, Article 2 of Circular 37/2023/TT-BTC for services that include the following fee, charge collections:

+ Issuing registration certificates, plates for specialized machines.

+ Issuing licenses, certificates for operating on various vehicles.

+ Passing a driving test for a road motor vehicle driver license.
