Based on Article 3 of Circular 33/2024/TT-BGTVT (effective from January 1, 2025) which stipulates the subjects exempted from ferry service fees, including:

(1) Ambulances and vehicles transporting accident victims to emergency locations.

(2) Fire trucks of the Fire Prevention and Control Police and Rescue Force and fire trucks of other forces mobilized for firefighting tasks with priority signals as prescribed by law.

(3) Agricultural and forestry machinery, including tractors, plows, rotary tillers, weeding machines, and rice threshers.

(4) Dike-protection vehicles; vehicles performing urgent storm and flood prevention tasks under the command of competent authorities.

(5) Special-purpose vehicles serving national defense, including vehicles with red background plates, white embossed letters and numbers equipped with devices for national defense purposes (including tankers, cranes, military transport vehicles carrying armed forces with over 12 seats or covered trucks with seating inside, control vehicles, military inspection vehicles, prisoner transport specialized vehicles, rescue vehicles, satellite communication vehicles, and other specialized vehicles serving national defense), vehicles on emergency duty using one of the priority signals as prescribed by law in urgent cases.

(6) Specialized vehicles of units within the organizational system of the People's Police Force.

(7) Defense force vehicles participating in exercises, troop movements, transporting weapons, equipment accompanied by military special-purpose vehicles guiding.

(8) Funeral service vehicles.

(9) Convoys led by Traffic Police vehicles.

(10) Vehicles performing tasks of transporting medicine, machinery, equipment, materials, goods to disaster-stricken areas or epidemic zones in accordance with legal provisions on emergencies during major disasters or dangerous epidemics.

(11) War invalids, sick soldiers, people with disabilities, students, and children under 10 years old (including riding bicycles, motorcycles). When using ferry services in this case, necessary documents (original or certified copies, certified electronic copies from originals, or electronic copies issued from master records) like war invalid or disabled soldier cards; certificates for war invalids and sick soldiers accompanied by citizen identification; student cards, citizen IDs, or school certification for students must be presented.

(12) Persons and vehicles using ferry services at the Kenh Tat and Lang Sat ferry terminals on National Highway 53, Kenh Sau ferry terminal on National Highway 53B.

How does the ferry service provider display the price list for ferry services in Vietnam?

Based on Article 8 of Circular 33/2024/TT-BGTVT regarding the price display for ferry services as follows:

Price Display

The unit providing ferry services shall display the price of ferry services in accordance with Article 29 of the Price Law.

According to Article 29 of the Price Law 2023, the price display is specified as follows:

- Price display is a form of public pricing. The listed price is the purchase, and sale price of goods and services, including all taxes, fees, and charges (if any), decided by the production or businessman in Vietnamese Dong, except for cases implemented according to foreign exchange legal provisions. The listed price is attached to the quantity or volume of goods or services appropriate, and other information (if any) such as basic technical characteristics, origin, method of purchase, sale.

- Organizations and individuals dealing in goods and services shall display prices clearly and not confuse customers regarding purchase and sale prices through methods like printing, attaching, writing information on boards, papers, or directly on packaging of goods or in forms suited to actual selling conditions, providing services, or on electronic information sites to facilitate observation and recognition by customers and authorized state bodies.

- Organizations and individuals are not allowed to sell higher than the listed price; for goods or services priced by the state, the organization or individual dealing in goods or services must display and sell at the exact price determined by the competent state authority; for those goods or services for which a minimum price, maximum price, price frame has been issued by the state, they must display and sell at a price in line with the minimum price, maximum price, or price frame.

Organizations and individuals dealing in goods or services shall adjust the listed price immediately when there are changes in the price of goods or services.

Which agency is responsible for receiving price declarations for ferry services from the state budget in Vietnam?

Based on Article 7 of Circular 33/2024/TT-BGTVT regarding price declaration for ferry services as follows:

Price Declaration

1. The Vietnam Road Administration is responsible for receiving price declarations, organizing information updates in the national database of price declarations for ferry services.

2. The method and receipt of price declaration shall adhere to the legal regulations on pricing.

Thus, according to the above regulations, the Vietnam Road Administration is responsible for receiving price declarations, organizing updates into the national price database regarding ferry services.

What are the responsibilities of the unit providing ferry services from the state budget?

Based on Clause 2, Article 10 of Circular 33/2024/TT-BGTVT which stipulates the responsibilities of units providing ferry services from the state budget as follows:

- Based on the price frame issued by the state authority, decide on specific ferry service fee.

- Declare, publicly disclose, and display information on service fee levels, and subjects exempted from ferry service fees as per legal pricing regulations.

- Comply with regulations regarding inspection and audit under legal management of pricing.

- Organize ticket sales points convenient for vehicle owners and avoid traffic congestion.

- Sell promptly, and adequately, all types of tickets for all subjects in need of services.
