From January 1, 2025, which cars are exempt from the initial registration in Vietnam?
Pursuant to Clause 3, Article 4 of Circular 47/2024/TT-BGTVT (document effective from January 1, 2025) regulating the location of registration implementation, the subjects exempt from the initial registration are as follows:
Location of registration implementation, subjects exempt from the initial registration
- The registration and exemption of initial registration for motor vehicles and specialized vehicles is conducted at any registration center nationwide. The registration location can be either at a registration center or outside of a registration center; if it is conducted outside, it must comply with the provisions of Clause 2 of this Article.

a) Cases eligible for registration outside the registration center include: specialized vehicles; motor vehicles operating on islands without a registration center; motor vehicles operating in security, defense, or safety zones; motor vehicles operated only within ports, mines, construction sites; motor vehicles on emergency duties for disaster or epidemic prevention; four-wheeled passenger vehicles with engines and four-wheeled cargo vehicles with engines that, within the permitted operation area, do not have a registration center; oversized or overweight motor vehicles exceeding the capacity of registration lines' space, equipment at the registration center.

3. The subjects exempt from initial registration are unused vehicles with a manufacturing date up to less than 2 years from the year of application for the registration certificate (manufacturing year plus 1 year) and do not include: modified vehicles; vehicles not in the production, assembly, and importation database of the Vietnam Register.
Thus, from January 1, 2025, a car exempt from the initial registration is an unused vehicle with a production year up to less than 2 years from the year of application for the registration certificate (production year plus 1 year) and does not include:
- Modified vehicles;
- Vehicles not in the production, assembly, and importation database of the Vietnam Register.

Vietnam: What does the application for an exemption from the initial registration include?
Based on Article 5 of Circular 47/2024/TT-BGTVT the application for an exemption from the initial registration for cars includes the following documents to be submitted and presented:
(1) Documents to be submitted
- Engine and chassis number etching of the vehicle;
- A copy of the quality registration certificate from the manufacturer (for domestically produced or assembled vehicles).
(2) Documents to be presented
- Vehicle registration documents including one of the following: the original vehicle registration certificate; a certified copy or an electronic copy certified from the original vehicle registration certificate; the original appointment paper for vehicle registration certificate issuance.
- A valid registration result certificate (original or certified copy or an electronic copy certified from the original) for: lifting equipment with a designed lifting capacity of 1,000 kg or more; lifting equipment for people with a maximum lifting height greater than 2.0 m; tanks transporting liquefied gas, liquefied petroleum gas, compressed natural gas, or liquids with a working pressure higher than 0.7 bar, or liquid or solid powders not under pressure but discharged using air with a pressure higher than 0.7 bar in accordance with Decree No. 44/2016/ND-CP dated May 15, 2016, of the Government of Vietnam detailing a number of articles of the 2015 Law on Occupational Safety and Health.
What are regulations on current registration fee in Vietnam?
Based on Section 1 of the Table of Service Prices for registration of Technical Safety and Environmental Protection for Motor Vehicles, Equipment, and Specialized Vehicles in circulation, evaluation, calibration of motor vehicle registration equipment issued along with Circular 55/2022/TT-BGTVT, the current registration fees are calculated as follows:
(1) Trucks with a cargo load allowed to participate in traffic over 20 tons, tow trucks with a towing capacity allowed to participate in traffic over 20 tons, and specialized vehicles: VND 570,000.
(2) Trucks with a cargo load allowed to participate in traffic from over 7 tons to 20 tons, tow trucks with a towing capacity allowed to participate in traffic up to 20 tons, and tractors: VND 360,000.
(3) Trucks with a cargo load allowed to participate in traffic from over 2 tons to 7 tons: VND 330,000.
(4) Trucks with a cargo load allowed to participate in traffic up to 2 tons: VND 290,000.
(5) Tractors, four-wheeled cargo vehicles with engines, four-wheeled passenger vehicles with engines, and similar vehicles: VND 190,000.
(6) Trailers, semi-trailers: VND 190,000.
(7) Passenger cars with more than 40 seats (including driver), buses: VND 360,000.
(8) Passenger cars with 25 to 40 seats (including driver): VND 330,000.
(9) Passenger cars with 10 to 24 seats (including driver): VND 290,000.
(10) Passenger cars with less than 10 seats, ambulances: VND 250,000.
(11) Three-wheeled vehicles and similar means of transport: VND 110,000.
