Decree 26 2025 on the Function, Duties, Powers, and Organizational Structure of the State Bank of Vietnam issued?
On February 24, 2025, the Government of Vietnam issued Decree 26/2025/ND-CP stipulating the function, duties, powers, and organizational structure of the State Bank of Vietnam.

The State Bank of Vietnam (hereinafter referred to as the State Bank) is a ministry-level body of the Government of Vietnam, the central bank of the Socialist Republic of Vietnam; performs state management functions on currency, banking activities, and foreign exchange (hereinafter referred to as currency and banking) and public services under the management scope of the State Bank; performs the central bank's function of issuing currency, providing banking services to credit institutions, and monetary services to the Government of Vietnam.
Additionally, Article 3 of Decree 26/2025/ND-CP states the organizational structure of the State Bank of Vietnam as follows:

Among these, the units specified from 1 to 18 are administrative organizations assisting the Governor of the State Bank in implementing state management functions and central banking functions; the units specified in 19 and 20 are public service providers serving the state management function of the State Bank.
The Department of Monetary Policy and the Department of Forecasting and Statistics - Monetary and Financial Stability have six divisions. The Department of Credit for Economic Sectors, the Department of International Cooperation, the Department of Finance and Accounting, and the Department of Personnel Organization have five divisions. The Department of Payment has four divisions. The Department of Legal Affairs has three divisions.
The Governor of the State Bank submits to the Prime Minister of the Government of Vietnam to issue a list of other public service providers under the State Bank of Vietnam.
The Governor of the State Bank issues decisions prescribing the functions, duties, powers, and organizational structure of the organizations, units under the State Bank according to legal regulations.
Note: Decree 26 2025 takes effect from March 01, 2025.

What is the annual fee through the State Bank of Vietnam?
Based on Section II of the Schedule of Fees for Payment Services through the State Bank of Vietnam issued with Circular 26/2013/TT-NHNN, the annual fee for payments through the State Bank of Vietnam is stipulated as follows:

Note:
The annual fee is calculated and collected in December every year; in cases where the participation period of the member (or member unit) is less than a year, the fee is collected based on the actual months of participation within the year. The number of participating months is calculated as follows: if the member (or member unit) joins before the 15th of the month, the fee is charged starting from the joining month onward and vice versa; if the member (or member unit) joins from the 15th onward of the month, the fee is charged from the following month onward.
