What are the signs of degradation in ideology, ethics, lifestyle, self-evolution, and self-transformation among party members in Vietnam? "Duc Minh - Ha Nam"

Regarding this matter, LawNet would like to answer as follows: 

The Fourth Conference of the Central Committee of Communist Party of Vietnam of the 12th tenure clearly stated 27 signs of degradation in ideology, ethics, lifestyle, self-evolution, and self-transformation among party members in Vietnam in Part II of Resolution 04-NQ/TW in 2016 as follows:

1. Signs of degradation in ideology Vietnam

The signs of degradation in ideology is demonstrated through the following nine signs: 

(1) No longer being passionate about revolutionary ideals; wavering and declining faith in the goals of national independence and socialism; doubting and lacking trust in Marxism-Leninism, Ho Chi Minh's ideology.

(2) Departing from the Party's principles and purposes; not adhering to the path towards socialism; following distorted perceptions and erroneous viewpoints.

(3) Having distorted perceptions of the significance and importance of political theory and studying political theory; being lazy in studying Marxism-Leninism, Ho Chi Minh's ideology, the Party's directives, policies, and laws of the State.

(4) Not strictly following the Party's organizational principles; lacking the will to strive, not being exemplary in work; evading responsibility, lacking responsibility, being mediocre, working perfunctorily, roughly, and ineffectively; no longer having a whole-hearted consciousness for the country and the people, not fulfilling assigned duties and tasks.

(5) In self-criticism, concealing shortcomings and not daring to admit them; when having shortcomings, lacking sincerity and not voluntarily accepting discipline. In criticism, being deferential, evasive, hesitant to confront, not defending what is right and not struggling against what is wrong; exploiting criticism to flatter, gain favor, fabricate, slander, or criticize others with personal motives that are not righteous.

(6) Speaking and writing not in line with the Party's viewpoints, guidelines, policies, and laws of the State. Speaking without actions; making many promises but doing little; saying one thing and doing another; saying differently in different meetings; inconsistency between words and deeds while in office and after retirement.

(7) Stubbornness, imposition, conservatism, only following one's own opinions; unwillingness to learn, listen, and accept reasonable opinions from others.

(8) Ambition for power, not obeying organizational assignments; being picky when selecting job titles, positions; choosing places with more benefits, choosing easy tasks, abandoning difficult ones; not being willing to accept tasks in remote places or places with difficulties. Even seeking every possible way to campaign, influence, take advantage of voting, and trust ballots for personal gain in an unhealthy manner.

(9) Trapped in "self-interest thinking," only focusing on solving short-term issues that benefit oneself; taking advantage of appointing relatives, acquaintances, and family members to leadership or arranging and organizing them into positions with more benefits, even when they do not meet the standards and qualifications.

Therefore, signs of ideological degradation involve the degeneration of ideology, departing from the Party's viewpoints, guidelines, policies, and laws of the State. At the same time, it is necessary to openly acknowledge and thoroughly rectify these issues for the Party's leadership to be effective.

2. Signs of degradation in ethics and lifestyle in Vietnam

Signs of degradation in ethics and lifestyle is demonstrated through the following nine signs:

(1) Individualism, selfishness, pragmatism, opportunism, and personal gain; focusing only on personal interests without considering the collective benefits; harboring envy, jealousy, comparisons, and stinginess, and not wanting others to surpass oneself.

(2) Violating the principles of democratic centralism, causing internal disunity; promoting superficial unity and formal democracy; engaging in factionalism, favoritism, clinging to positions, competing for power and authority; exhibiting autocracy, nepotism, and a lack of democracy in direction and management.

(3) Being dishonest in declaring assets and income.

(4) Having "achievement syndrome," craving for fame, showing off, concealing shortcomings, exaggerating achievements, polishing one's reputation; desiring to be praised and admired; pursuing "achievement hunting," "reward hunting," and "title hunting."

(5) Harboring "red tape"; being detached from the masses, lacking in-depth understanding of the grassroots, neglecting inspection and supervision, not grasping the local situation, the situation within one's own organization or unit; being indifferent, apathetic, and irresponsible in the face of the difficulties, grievances, and legitimate demands of the people.

(6) Making or organizing the implementation of wasteful practices, financial and asset losses, misappropriation of state budgets, land, resources, etc.; engaging in excessive public investment with low or no efficiency; exceeding regulations in procurement and use of public assets; discretionary spending of public funds, without principles. Wasting human resources and labor time.

(7) Embezzlement, corruption, and collusion with businesses and other entities to seek personal gain. Exploiting and abusing positions and powers, using them to cover up, condone, and facilitate corruption and misconduct.

(8) Manipulating personnel work; seeking promotions, power, transfers, promotions based on degrees, committing crimes to advance... Using the delegated powers to serve personal interests or allowing relatives and acquaintances to exploit their positions and powers for personal gain.

(9) Engaging in gambling, indulging in alcohol and vices, practicing superstitious and deviant beliefs, or supporting or participating in illegal religious organizations. Falling into social vices, violating the purity of customs, moral traditions, and the fine cultural values of the nation, as well as the ethical norms of family and society.

Thus, these signs of moral and lifestyle degradation demonstrate a decline in the awareness and behavior of a segment of party members who have strayed from ethical principles, lacking ideals and good values in life.

3. Signs of degradation in "self-transformation" and "self-evolution" within the internal dynamics in Vietnam 

The degradation in "self-transformation" and "self-evolution" within the internal dynamics is demonstrated through the following nine signs:

(1) Rejecting and denying Marxist-Leninist ideology, Ho Chi Minh's thoughts, and the organizational principles of the Party, especially the principle of democratic centralism. Advocating for the implementation of "multiple ideologies, multiple parties."

(2) Rejecting and denying the socialist democratic regime and the socialist rule of law state. Calling for the establishment of a "tripartite separation" system and the development of a "civil society." Denying the orientation of a socialist-oriented market economy and the state's ownership of land.

(3) Speaking, writing, and acting against the viewpoints, policies, and laws of the Party and the state. Undermining and denying the revolutionary achievements; exaggerating the shortcomings of the Party and the state. Distorting history, fabricating, and accusing previous leaders and Party officials.

(4) Inciting dissenting thoughts, opposition within the internal ranks. Exploiting and using media, communication channels, and social networks to defame, discredit, and undermine the credibility and leadership role of the Party, causing internal divisions and doubts among cadres, party members, and the people.

(5) Denying the absolute and direct leadership role of the Party in all aspects of the armed forces. Advocating for the "depoliticization" of the military and police; distorting the people's defense and national security strategy; creating divisions between the military and the police, and between the people and the military and police.

(6) Establishing connections, colluding with hostile forces, reactionary elements, and dissatisfied political elements to disseminate opposing ideas and viewpoints; mobilizing, organizing, and gathering forces to sabotage the Party and the state.

(7) Spreading distorted information, distorting the Party and the state's foreign policy and orientation; disseminating biased and one-sided information about the international situation, causing disadvantages in Vietnam's relations with other countries.

(8) Denying the Party's leadership role in the press, literature, and art. Influencing, attracting, and manipulating public opinion that does not align with the Party's line; promoting extreme democratic ideas; exaggerating the negative aspects of society. Creating and promoting cultural and artistic works that deviate, distort history, and undermine the Party's credibility.

(9) Embracing narrow-minded nationalism, religious extremism. Exploiting issues related to "democracy," "human rights," ethnicity, and religion to create internal divisions, divisions among ethnic groups, religious groups, between ethnic groups/religions and the Party and the state.

Therefore, the manifestations of "self-transformation" and "self-evolution" within the internal dynamics are seen in some individuals within the Party and the political system who have spontaneously developed and spread erroneous ideas and thoughts that go against Marxist-Leninist ideology, Ho Chi Minh's thoughts, and the Party and the state's line and policies.
