Under the provisions of Article 39 of the Regulation promulgated together with Circular 15/2020/TT-BGDDT (amended by Clause 18 Article 1 of Circular 06/2023/TT-BGDDT and Clause 19 Article 1 of Circular 06/2023/TT-BGDDT), candidates eligible for priority points are specified as follows:

- Continuing education candidates who are war invalids, sick soldiers, those receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81%;

- Children of war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment under 81% , Hero of the People’s Armed Force, Hero of Labor; children of Vietnamese Heroic Mother, Hero of the People’s Armed Force, Hero of Labor;

- Ethnic minority candidates;

- Kinh ethnic people and foreigners with a permanent residence during high school for at least 3 years in extremely disadvantaged communes, border communes, former revolution bases under Program 135 according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister of Vietnam (from when these communes completed Program 135 to earlier); extremely disadvantaged communes in coastal areas and islands; communes in Zones I, II, III, communes with extremely disadvantaged villages in ethnic minority areas and mountainous areas according to current regulations of the Prime Minister of Vietnam or the Minister, Head of the Committee for Ethnic Minority Affairs and have attended high schools not located in districts of centrally affiliated cities for at least two-thirds of their high school time

- Those who are infected with dioxin, children of those infected with dioxin, children of revolutionary activists infected with chemical toxins, those who have deformities, malformations, working capacity loss as a result of exposing to chemical toxins certified by competent authorities;

- Continuing education candidates whose age is 35 and above at the time of the exam.

- Ethnic minorities with a permanent residence during high school for at least 3 years in extremely disadvantaged communes, border communes, former revolution bases under Program 135 according to Decision No. 135/QD-TTg dated July 31, 1998 of the Prime Minister of Vietnam (from when these communes completed Program 135 to earlier); extremely disadvantaged communes in coastal areas and islands; communes in Zones I, II, III, communes with extremely disadvantaged villages in ethnic minority areas and mountainous areas according to current regulations of the Prime Minister of Vietnam or the Minister, Head of the Committee for Ethnic Minority Affairs and have attended boarding ethnic general schools or general schools not located in districts of centrally affiliated cities;

- Continuing education candidates who are war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment from 81% and above;

- Children of war invalids, sick soldiers; those who are receiving the same benefits as war invalids, sick soldiers with the degree of impairment from 81% and above.

Thus, candidates in Category 2 and Category 3 shall be eligible for priority points in the 2024 High School Graduation Exam with respective extra points of 0.25 and 0.5 points.

What does the registration application for taking the 2024 High School Graduation Exam in Vietnam include?

Under the Administrative Procedures issued with Decision 1187/QD-BGDDT in 2024, the registration application for taking the 2024 High School Graduation Exam in Vietnam includes:

(1) Students who have finished the high school program in the year of exam:

- 02 identical registration forms for the exam;

- Original, authenticated copy from original, or certified copy extracted from the master register or certified copy extracted from master register, or copy enclosed with original for comparison (hereinafter referred to as certified copy) of high school academic transcript or continuing education academic transcript at high school level or evaluation report of continuing education candidate in self-study mode granted by the headmaster;

- Documents supporting the candidate’s eligibility for incentives or privileges (if any);

+ Photo files (or 2 4x6 photos in case of online registration), taken within 6 months before submitting the application

(2) Those who had finished the high school program but have yet taken or did not pass the high school graduation exams of previous years

- 02 identical registration forms for the exam;

- Original, authenticated copy from original, or certified copy extracted from the master register or certified copy extracted from master register, or copy enclosed with original for comparison (hereinafter referred to as certified copy) of high school academic transcript or continuing education academic transcript at the high school level or evaluation report of continuing education candidate in self-study mode granted by the headmaster;

- The confirmation of poor academic performance, as mentioned in Point b Clause 2 Article 12 in the Exam Regulation attached to Circular 15/2020/TT-BGDDT amended and supplemented by Clause 4, Article 1 of Circular 05/2021/TT-BGDDT, provided by the high school where the candidate studied for 12th grade or by the exam registration place

+ A copy of lower secondary graduation diploma;

+ A confirmation of retention scores (if any) from the headmaster of the high school where the candidate took the exam in the previous year or from the Department of Education and Training where the candidate took the exam in case the candidate took the exam in another province;

(3) Those who obtain high school graduation diplomas

- 2 identical registration forms for the exam;

- A copy of a high school graduation diploma;

- 2 4x6cm photos;

(4) Post-secondary school graduates:

- 2 identical registration forms for the exam;

- 2 4x6cm photos;

- A copy of the lower secondary school graduation diploma, a copy of the learning record or academic transcript of high school academic subjects as required in the Law on Education and its guiding documents of the MOET.

Upon expiry of the deadline for submitting the registration applications, if any mistake or error is detected, the candidate must promptly notify the headmaster of the high school or the head of the exam registration place or notify the head of the exam place on the date of carrying out the procedures for taking the exam for correction and supplement.
