Preparation for the Exam

1. Establish an audit delegation in preparation for the Exam

2. Duties: audit the direction and preparation for the Exam by the Department of Education and Training, Exam Council, and the preparation for printing-copying of question papers.

3. Quantity: Establish 10 audit delegations in 20 Departments (excluding delegations of the National Steering Committee and leaders of ministries) to audit in 3 Northern, Central and Southern regions.

4. Form/method:

- audit directly in the localities.

- The Ministry of Education and Training promulgates the Decision on the establishment of the audit delegation.

5. Composition: Inspectorate of the Ministry of Education and Training and Departments or Authorities under the Ministry of Education and Training: 03 persons/ delegation

6. Inspection time: 02 days/Department of Education and Training

- Establish an inspection or audit delegation.

- Duties: Inspect or audit preparation for the Exam and area of printing-copying of question papers.

- Quantity, the composition of delegations, time, contents, and inspected subjects: Follow advice by the Departmental Inspectorate

Invigilation

1. Establishment of an audit delegation for invigilation

2. Duties: audit the direction and organization of invigilation and inspection of the invigilation by the Department of Education and Training and the organization of invigilation of Exam Councils and Exam places.

3. Quantity: Establish 63 audit delegations at 63 Departments of Education and Training. The minimum number of officials participating in the audit delegation performing direct inspection duties at an Exam place shall be determined according to the principle: Under 20 exam rooms: 02 people; from 20 to 40 exam rooms: 03 people; from 41 exam rooms or more: 04 people. For Exam places with scattered exam rooms or different floors, the number of inspectors/each exam place may be larger depending on the actual situation decided by the head of the audit delegation.

4. Form/method:

- Work with the Department of Education and Training and the Exam Council.

- Audit directly at Exam places.

- The Ministry of Education and Training promulgates the Decision on the establishment of the audit delegation; and assigns the head of the education and training institution with contractual officials and lecturers to be the head of the audit delegation of the Ministry of Education and Training to sign and approve the inspection plan.

5. Composition: contractual officials and lecturers of education and training institutions

6. Inspection time: Follow the invigilation schedule of the Exam.

- Establish an inspection delegation for invigilation by the Exam Council and Exam places.

- Duties: Inspect the invigilation of the Exam Council, and organize the invigilation at the Exam places.

- The number of officials participating in the inspection delegation performing direct inspection duties at an Exam place shall be determined according to the principle: Under 20 exam rooms: 02 people; from 20 to 30 exam rooms: 3 people; from 31 to 40 exam halls: 4 people; from 41 exam rooms or more 5 people. For Exam places with scattered exam rooms or different floors, the number of inspectors/each exam place may be larger depending on the actual situation decided by the Chief Inspector of the Department or the head of the inspection delegation.

- Coordinate to create conditions for audit delegations for invigilation of the Ministry of Education and Training to perform their tasks in the locality.

- Select contractual officials and lecturers to participate in the audit delegation for invigilation of the Ministry of Education and Training; organize professional training on the audit of invigilation for contractual officials and lecturers of the education and training institution.

- The head of the education and training institution whose contractual officials and lecturers are appointed as the head of the audit delegation shall approve the inspection plan after agreeing with the coordinating education and training institution whose contractual officials and lecturers are members of the audit delegation.

- Audit the direction, organization of invigilation, and inspection of invigilation by the Department, Exam Council, directly at the Exam place under the instruction of the Ministry of Education and Training.

Marking

1. Establish an audit delegation

2. Duties: audit the direction, organization of marking, and inspection of marking by the Department of Education and Training, Exam Council and other departments related to marking.

3. Quantity: Establish 63 audit delegations; each delegation has from 03 to 05 people.

4. Form/method:

- The person of the Department of Education and Training will be on inspection duty at another Department of Education and Training (without crossing).

- The Ministry of Education and Training promulgates the Decision on the establishment of the audit delegation;

- Assign the Director of the Department of Education and Training/Head of the education and training institution whose officials and public employees are assigned as the Head of the audit delegation of the Ministry of Education and Training to sign and approve the plan for marking.

5. Composition:

- Head of delegation: Leader of the Inspectorate of the Department of Education and Training or Leader of the Professional Department of the Department of Education and Training or Leader of the Department/ Internal Inspection Commission of the education and training institution

- Members: officials and public employees under and affiliated to the Department (from 01 to 02 people) and 01 to 02 contractual officials and lecturers of the education and training institution.

6. Time: Follow the marking schedule of the Exam.

- Establish an inspection delegation for marking

- Duties: Directly inspect at the Exam Council and the Header Removal Board, the Marking Boards of written papers and multiple choice papers: Ensure that there are officials directly inspecting header removal (ensuring that each round of header removal has 01 inspector isolated with the Header Removal Board during the process of header removal; officials directly inspecting header removal in round 2 does not coincide with officials directly inspecting header removal in round 1); ensure a sufficient number of inspectors at areas for marking written papers and multiple choice papers according to the job requirements and the terrain of the areas for marking.

- Select and appoint officials of the Department of Education and Training, inspectors of the Inspectorate of the Department of Education and Training to participate in the audit delegation of the Ministry of Education and Training.

- The organization and inspection activities shall comply with the provisions of the Law on Inspection No. 11/2022/QH15.

Appoint 02 contractual officials and lecturers of the education and training institution to join the audit delegation of the Ministry of Education and Training to inspect the direction, organization of marking and inspection of marking by the Department/Exam Council.

Review

1. Establish an audit delegation

2. Duties: audit the direction and organization of review, the inspection of the review by the Department of Education and Training

3. Quantity: Establish 05 audit delegations at 10 Departments of Education and Training, 03 people/delegation, each audit delegation has 02 Departments of Education and Training.

4. Form/method: The Ministry of Education and Training promulgates the Decision on establishing probability audit delegation in some provinces that organize the review.

5. Composition: Inspectors of the Ministry of Education and Training, Departments and Departments under the Ministry of Education and Training.

6. Time: Estimated 02 days/Department of Education and Training.

Establish an inspection delegation for review

Duties: Inspect the organization of the review of written papers and multiple-choice papers

Graduation assessment

- Establish an inspection or audit delegation.

- Duties: Inspect or audit the graduation assessment in the locality.

- Composition of the delegation, time, content, and inspected subjects: be advised by the Departmental Inspectorate.
