Article 1. Approve the national master planning for the period of 2021 - 2030, with a vision to 2050 to submit to the National Assembly for consideration and decision with the main contents of the attached Appendix.
Article 2. The Ministry of Planning and Investment shall obtain opinions from the Politburo and the Party Central Committee at the sixth plenum of the 13th Party Central Committee on the orientation to national master planning and the main contents resolved by the Government in Article 1 to complete the dossier on the national master planning for the period of 2021 - 2030, with a vision to 2050 in accordance with the law on planning to submit to the National Assembly for consideration and decision.
Article 3. The Ministry of Planning and Investment shall report to the Prime Minister on the completion of the dossier on national master planning for the period 2021-2030, with a vision to 2050 before the Minister of Planning and Investment is authorized by the Government to sign the Report, and submit it to the National Assembly for consideration and decision in accordance with law./.

I. VIEWPOINTS, OBJECTIVES FOR DEVELOPMENT
1. Development space organization and development viewpoints
a) Development viewpoints: Thoroughly grasp and concretize development viewpoints of the socio-economic development strategy for the period of 2021 - 2030.
- Comprehensive, fast and sustainable development primarily relies on science and technology, innovation, digital transformation, green transformation and development of circular economy.
- Develop the advantages of regions; develop economy, culture and society in a harmonious manner; protect environment, adapt to climate change and ensure national defense and security.
- The market plays a key role in the effective mobilization, allocation and use of resources. Rapidly and harmoniously develop economic sectors and types of enterprises. The private economic development is an important driving force of the economy.
- Arouse the aspiration for development of the country in a prosperous and happy manner, self-reliance and promote the strength of the great national unity bloc. Promote the human factor. The human plays the role as the center, subject, resource and goal of development. All policies must orientate to improvement of the material, spiritual and happy life of the people. The value of culture and Vietnamese people is important foundation and internal strength to ensure sustainable development.
- The development of independent and self-reliant economy shall be based on technology mastery, proactive and active international integration, market diversification and improvement of the adaptability and resilience of the economy. Develop national production capacity for effective participation and improvement of position in the global value chain. The utilization of internal resources is fundamental, strategic, long-term and a decisive factor. The external resources and the power of time are important and breakthrough factors.
b) Development space organization viewpoints

- Develop in focused and targeted manner some areas with favorable conditions in terms of geographical location, economic and social infrastructure and human resources to form locomotive zones, economic corridors and growth poles for promotion of the quick, sustainable and effective development of the national economy. At the same time, there are special preferential policies and mechanisms for some difficult areas in order to appropriately develop and gradually narrow the gap with advantaged areas.
- Effectively and economically use natural resources, especially land, water and mineral resources; ensure energy security, food security, water source security; develop green economy and circular economy; protect environment, conserve nature and improve the quality of biodiversity; proactively manage natural disasters and adapt to climate change.
- The organization of space of development of the country, regions, economic corridors and urban systems shall be associated with the development of the synchronous and modern infrastructure system and the harmonious development of urban and rural areas.
- The organization of space of development of the country shall connect the mainland with the sea space and airspace. Effectively participate in important economic corridors in the region and the process of international integration; active adapt to changes in the world. Organize space of defense and security activities to firmly protect sovereignty, sovereign rights and territorial integrity of the country.
2. Objectives by 2030
a) General objectives
By 2030, Vietnam aims to become a developing country that has modern industry, medium-high income, an effective, unified and sustainable model of organization of space of national development aiding in establishment of locomotive urban areas, regions and economic centers, and synchronous and modern basic infrastructure network; maintains major balances, improves the resilience of the economy; ensures energy security, food security and water source security; protects ecological environment, adapts to climate change; improves the material and spiritual life of the people; ensures national defense and security.
b) Specific objectives and targets
- Economy:

Develop the advantages of each socio-economic region. There will be northern and southern locomotive zones, with Hanoi and Ho Chi Minh City as the growth poles, along with the North-South, Lao Cai-Hanoi-Hai Phong-Quang Ninh, and Moc Bai-HCM City-Vung Tau economic corridors with modern and synchronous infrastructure, high growth rate and great contributions to the overall development of the country.
Basically formulate national urban network to ensure the high connectivity between national-level central urban areas and regional urban areas, rural areas. The urbanization rate is expected to exceed 50%.
Carry out national digital transformation and develop digital government, digital economy and digital society. The digital economy will make up 30% of GDP.
- Society:
By 2030, the population will reach about 105 million people. The human development index (HDI) will be maintained over 0,7. The average life expectancy will stand at 75 years, in which the health life expectancy will be at least 68 years. The average housing floor area per person in urban areas will reach at least 32 m2.
Develop Vietnamese education to achieve the advanced regional level. The country expects to be among the top 10 countries with the best higher education services in Asia The ratio of university students will reach 260 per ten thousand people. The rate of skilled workers with degrees and certificates is expected to be 35-40%.
Raise the quality of medical services to match that of other developed countries in the region. Develop national network of medical facilities to meet requirements for care, protection and improvement of the health of the people towards the equity, quality, efficiency and international integration. By 2030, Vietnam aims to have 35 hospital beds and 19 doctors per 10.000 people. The rate of private hospital beds will stand at 15%.
Develop national network of cultural facilities to well perform tasks in preservation and promotion of the value of the national cultural identity and to promote development of the culture industry of the country.
- Environment:

The rate of wastewater treatment that meets national technical regulations on environment before discharge into river basins will stand at over 70%. The rate of municipal solid waste subject to collection and treatment according to regulations will stand at 95%. The CO2 emissions intensity of GDP will decrease by at least 15% compared to 2014.
- Infrastructure development:
Form the basic framework of national infrastructure, including North-South traffic axes (Eastern North-South Expressway, some sections of Western North-South Expressway, coastal roads, important East-West traffic axes. Vietnam aims to have about 5.000 km of expressways throughout the country. Build some high-speed railway sections on the North-South route, railway lines in connection with major seaports and urban railways; international gateway ports in combination with transshipment, major international airports. Develop energy infrastructure, information technology, large urban areas, infrastructure for environmental protection, response to climate change. Strongly develop digital infrastructure, data infrastructure to create a foundation for national digital transformation and development of digital government, digital economy and digital society.
- National defense and security:
Firmly protect the independence, sovereignty, unity and territorial integrity of the country; closely and harmoniously combine economic, cultural and social development with the consolidation of national defense and security; maintain peaceful environment, political stability and ensure social order and safety.
3. Vision towards 2050
Vietnam aims to become a developed country with high income and fair, democratic and civilized society. The infrastructure system will be modern and synchronous. Develop regions in a harmonious and sustainable manner and effectively extract potentials and strengths. The urban system will be smart, modern, culturally-rich and green. Preserve cultural identities and promote the good values of the nation. The quality of environment will be good. Establish a society in harmony with nature. Effectively develop country towards circular economy, green economy and low carbon. In the period of 2031-2050: The growth rate of GDP is expected to be about 6,5 – 7,5%/year. The country’s GDP per capita will reach about 27.000-32.000 USD by 2050. By 2050, the urbanization rate is expected to be 70-75%. The human development index is high. The people's life is happy. Firmly ensure national defense and security.
II. COUNTRY DEVELOPMENT BREAKTHROUGHS AND KEY TASKS
1. Build the basic framework of national infrastructure, focus on transport infrastructure, energy infrastructure, urban infrastructure, digital infrastructure, environmental protection, irrigation, prevention of natural disasters and adaptation to climate change and cultural and social infrastructure.

3. Develop important locomotive zones and growth poles to form locomotives to attract national development. Select some locations, urban areas, regions with special advantages to construct economic and financial centers, administrative-economic units with special institutions, mechanisms and policies that have breakthroughs and high international competitiveness. At the same time, develop appropriate mechanisms and policies for the development of remote and rural areas, border areas and islands to contribute to political stability and maintain national defense and security.
4. Form and develop economic corridors along the North-South and East-West axes in connection with seaports, airports, international border gates, major trading hubs, urban areas, economic centers and growth poles. Develop industrial - urban - service belts in large urban areas and locomotives zones.
III. SOCIO– ECONOMIC SPACE DEVELOPMENT ORIENTATION
1. Development of national locomotive zones
On the basis of key economic zones, select some areas with the most favorable conditions to construct national locomotive zones, including: economic triangle of Hanoi - Hai Phong - Quang Ninh, economic quadrilateral of Ho Chi Minh City - Binh Duong - Dong Nai - Ba Ria - Vung Tau, coastal areas of Thua Thien - Hue - Da Nang - Quang Nam - Quang Ngai and economic triangle of Can Tho - An Giang - Kien Giang (including Phu Quoc) with the respective growth poles of each zone (Hanoi, Ho Chi Minh City, Da Nang, Can Tho). To be specific:
a) Northern locomotive zone (economic triangle of Hanoi - Hai Phong - Quang Ninh):
Develop northern dynamic economic region and focus on economic triangle of Hanoi - Hai Phong - Quang Ninh along the corridors of National Highway 5 and National Highway 18. In which, the Hanoi capital is the growth pole. Northern locomotive zone plays an important role in linkage between the development of the Northern region and international connection.
Develop northern locomotive region into a national center of science, technology and innovation; become a pioneer in development of science, technology, innovation, digital economy, digital society, digital government; develop some modern and high-quality service industries; develop processing and manufacturing industries with high added value, participate in the global production chain; develop marine economic centers with shipping industries, sea and island tourism, maritime economy and new marine economic sectors.
b) Southern locomotive zone (economic quadrilateral of Ho Chi Minh City - Binh Duong - Dong Nai - Ba Ria - Vung Tau):

Develop the Southern locomotive zone into a leading center for economy, finance, trade, service, education - training and development of high-quality human resources, science and technology, innovation and transformation in Vietnam and ASEAN region. Focus on strict development of science, technology and innovation ecosystem. Become a pioneer in transformation of growth models, construction of digital economy and digital society.. Strongly develop financial services, banking, science and technology and logistics. Attract investment in high-tech industries, software parks and artificial intelligence. Develop marine economy including logistics services, oil and gas extraction and processing, sea tourism.
c) Central locomotive zone (coastal areas of Thua Thien - Hue - Da Nang - Quang Nam - Quang Ngai):
Develop central key economic region, especially coastal areas of Thua Thien-Hue-Da Nang-Quang Nam-Quang Ngai into become a high-quality center for service, industry, training, healthcare, science and technology; a logistics and marine tourism center. In which, Da Nang city is the growth pole. Central locomotive zone plays an important role in linkage and promotion of the development of Central Coast and Western Highlands.
Continue to form and develop the system of coastal urban areas, marine and eco-tourism centers at regional and international level; national center for oil refinery and petrochemical industry, automative industry - mechanical engineering support industry and high-tech park. Develop seaports and seaport services, infrastructure and logistics service centers for fisheries.
d) Locomotive zone of the Mekong Delta (economic triangle of Can Tho - An Giang - Kien Giang):
Develop the key economic region of the Mekong Delta and focus on economic triangle of Can Tho - An Giang - Kien Giang. In which, Can Tho city is the growth pole and promotes socio-economic development of the Mekong Delta and surrounding areas.
Develop the locomotive zone of the Mekong Delta into a center for services, tourism, logistics, industry that serves agriculture. Develop food processing industries, mechanical and chemical industries that serve agriculture. Construct focal centers for agriculture in association with specialized farming areas; develop the zone into a national agricultural science and technology center and center for agricultural services. Develop marine economy and focus on development of Phu Quoc into a international marine eco-tourism and service center; connect with major economic centers in the region and the world.
dd) Gradually build and form locomotive zones in Northern midlands and mountainous region, North Central region and Western Highlands. After 2030, research and add Khanh Hoa and Soc Trang provinces to the national locomotive regions in case of suitable conditions.

a) Prioritized economic corridors by 2030
- North-South economic corridor
The priority is given to formation and development of the North-South economic corridor on the basis of the North-South traffic axis (Eastern North-South expressway, National Route 1A; North-South railway and high-speed railway...).
North-South economic corridor is an economic corridor with important position, connects locomotive zones, large urban areas and economic centers, makes great contributions to the socio-economic development of the country, creates spillover effect to promote the development of the coastal strip and the western region of the country.
Form linkage among regional centers to create inter-regional economic relations on the corridor axis. Expand and develop urban areas and the system of industrial zones and clusters, service and tourism centers in association with central urban areas of province and region. Develop plans, allocate space for development of urban areas, industrial zones, logistics centers... in association with the North-South economic corridor in regional and provincial planning to gradually form economy corridor..
- Develop Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor, which is the main connection axis of the Northern locomotive zone and connects the Northern Midlands and Mountainous region with large economic centers and seaports of the country; promote trade and investment cooperation between local areas of Vietnam and the southwestern region of China.
- Develop Moc Bai - Ho Chi Minh City - Vung Tau economic corridor in association with the Trans-Asian economic corridor, which is the gateway to the sea of the Southeast region, thereby promoting economic development in Southeast region, Mekong Delta and Western Highlands.
b) Gradually form and develop economic corridors in long-term period
- Economic corridor along the Ho Chi Minh road and the North-South Expressway West through Western Highlands and Southeast region.

- East–West Economic Corridors: Gradually form and develop:
+ Dien Bien - Son La - Hoa Binh - Hanoi economic corridor, which connects the Northwest sub-region with the Northern key economic region and plays a role in promotion of socio-economic development of the Northwest sub-region.
+ Cau Treo - Vung Ang economic corridor, which connects the local areas of the Lao People's Democratic Republic to the seaports in Ha Tinh and Quang Binh for promotion of socio-economic development in the North Central provinces.
+ Lao Bao - Dong Ha - Da Nang economic corridor in association with the East - West economic corridor of the Greater Mekong Subregion (GMS), which connects the southern local areas of Myanmar, the Central region of Thailand and Laos to ports of central Vietnam for promotion of trade, tourism and investment exchanges among countries and development of the North Central Coast and Central Coast.
+ Bo Y - Pleiku - Quy Nhon economic corridor, which is the gateway to the sea of economic triangle of Cambodia - Laos – Vietnam, which connects the North Western Highlands provinces with the South Central provinces and seaports for promotion of socio-economic development in Western Highlands and South Central Region.
+ Chau Doc - Can Tho - Soc Trang economic corridor, which is the central horizontal axis of the Mekong Delta and connects with the offshore seaports of Tran De estuary to serve direct import and export for the region in the future for development of this area into a focal center for agriculture, industry, services and logistics relevant to agriculture of the Mekong Delta.
+ Ha Tien - Rach Gia - Ca Mau economic corridor, which connects with the southern coastal corridor of the Greater Mekong Sub-region for promotion of socio-economic development in the West Coastal regions and Mekong Delta .
3. Areas that need conserving and development-restricted areas
a) Areas that need conserving

- Strictly protected areas, ecological restoration areas of nature reserves at the national level: Strictly conserve, protect and expand the system of nature reserves, special-use forest reserves, marine and coastal conservation areas.
- Core areas of natural heritages recognized by international organizations: Strictly preserve core zones of the world natural heritages in Vietnam including important wetlands (Ramsar); world natural heritage sites and world natural and cultural heritage sites; biosphere reserves; UNESCO Global Geoparks and ASEAN Heritage Sites. Expand areas with important ecological landscapes recognized by international organizations.
- Protection forests: Focus on protection of the area of protection forests to strengthen the resilience of the natural system, ensure national environmental security, and at the same time provide products and services for local socio-economic development and residential communities living near the forest.
b) Development-restricted areas
Restricted development areas include buffer zones of nature reserves; biodiversity corridors; water source protection corridors; areas that have risk of landslides, mountain landslides and flash floods. To be specific:
- Buffer zones of nature reserves: Continue to zone, protect and sustainably use buffer zones of existing protected areas and buffer zones of terrestrial and marine protected areas that have just established.
- Biodiversity corridors, important wetlands: Zone, protect and sustainably use biodiversity corridors, which connect important natural ecological regions and biodiversity corridors for migratory birds; zone, protect and sustainably use important wetlands located outside the protected area.
- Water source protection corridors: Identify protection corridors in the field, ensure water sources of the protected areas according to the level of priority; develop maps of water protection corridors across the country, especially inter-provincial river basins, large reservoirs...
- Areas that have risk of landslides, mountain landslides and flash floods: Develop disaster risk maps to orient, arrange and allocate development activities and minimize the risk of impacts of natural disasters.

a) Industry
Develop industry with high international competitiveness, which is capable of fully participating in global production networks and value chains. By 2030, Vietnam aims to become a developing country with modern industry and improve the autonomy of the economy. Focus on development of some fundamental industries in order to meet requirement for basic means of production of the economy including energy industry, mechanical engineering, mining, metallurgy, chemicals, fertilizers and materials... The priority is given to the development of high-tech industries (electronics, semiconductor chip production, biological industries...), digital technology, new technology; focus on development of information technology industry, manufacturing and processing industry for agriculture... Promote the development of supporting industries, strengthen linkages between Vietnamese enterprises and foreign-invested enterprises. Develop green industries in association with model of circular economy, cleaner production, economical and efficient use of resources.
Allocate industrial space in association with urban systems and service centers to form economic corridors and locomotive zones. Expand industrial development space to the west of the North-South Expressway East and midland in order to reduce pressure on use of land fund in the delta and mitigate the impact of climate change. Develop mining and processing industry in association with raw material and resource zones; expand industrial clusters (ago-forestry-fishery processing, supporting and processing industry,...) in association with development centers in countryside. Allocate industrial zones and clusters with reasonable scale, focus on specialized fields, and combine production with industrial services; develop specialized industrial complexes in these sectors. Construct modern industrial - service - urban zones; ensure synchronous connection between industrial parks and the system of technical and social infrastructure works.
b) Service
Develop service sector that accounts for a large proportion in the economy with quality, effectiveness, high competitiveness and international integration. Build regional and world-class service, trade, financial and banking centers in major cities in association with the development of locomotive zones and economic corridors.
Develop domestic trade towards the modernity, civilization and sustainability, build brands of Vietnamese goods; restructure towards innovation and digitization of business methods. Develop commercial infrastructure in a synchronous and modern manner in conformity with the characteristics and conditions of each region. Firmly develop international trade in sync with the development of industrialization, make the best use of benefits from globalization. Strongly develop e-commerce. Construct large logistics centers in association with large seaports, airports and international border gates.
Build tourism development locomotive zones, national and regional tourism centers with especially attractive tourism resources and regional and international competitiveness to promote and spread the development of tourism in the region and the whole country.
c) Agriculture, forestry and fisheries
Develop agricultural economy with high competitiveness of the leading group in the region and in the world and areas of effective production of commodities with appropriate scale according to regional and local advantages; firmly ensure national food security and adapt to climate change. Develop agriculture according to value chains, industry clusters in association with processing industry and development of agricultural and rural tourism; implement digital transformation to promote organizational innovation and improve the effectiveness of agricultural production. Flexibly change the structure of crops and livestock on rice land without changing nature and conditions for rice land use in order to re-convert to rice cultivation if necessary.

IV. MARINE SPACE DEVELOPMENT ORIENTATION
1. The marine space includes coastal land, islands, archipelagos, sea space and airspace under Vietnam's sovereignty, sovereign rights and national jurisdiction.
2. Develop Vietnam into a strong and rich country in term of sea, a country with sustainable development, prosperity, security and safety. Develop breakthroughs in marine economic sectors, especially tourism and marine services; maritime economy; extraction of petroleum and other marine mineral resources; aquaculture and fisheries; coastal industry; renewable energy and new marine economic sectors.
3. The marine area is divided into functional zones of protection, conservation, economic development, national defense, security and use management according to areas prohibited from extraction, areas with conditional extraction and areas where the development is encouraged with regard to marine economic sectors and areas that need protecting for national defense and security, environmental protection and ecosystem conservation.
- Areas prohibited from extraction: areas of defense and security activities, areas prohibited from civil activities and strictly protected sub-sectors of marine protected areas.
- Areas with conditional extraction: areas of defense and security in combination with economic activities, areas of economic activities in combination with defense and security activities; service - administrative sub-sector and buffer zones of marine protected areas.
- Areas that need protecting for national defense and security, environmental protection and ecosystem conservation: important areas for national defense and security that need protecting; ecosystem restoration sub-sectors, service-administrative sub-sectors and buffer zones of conservation areas; zones in areas with conditional extraction, areas where development is encouraged but are environmentally sensitive and vulnerable to human impacts, natural disasters and climate change; areas with biological species and habitats including coral reefs, seagrass beds, mangrove forests that have risk of destruction, degradation and other important, high-value ecosystems.
- Areas where the development is encouraged are the remaining marine areas that do not include areas prohibited from extraction, areas with conditional extraction, areas that need protecting for national defense and security, environmental protection and conservation of ecosystems.
4. Orientation to marine and coastal areas

- Northern marine and coastal areas (Quang Ninh - Ninh Binh): Continue to develop Hai Phong - Quang Ninh into a marine economic center, which is the driving force for the development of the Northern key economic region in association with the Lach Huyen international port; develop Quang Ninh into a national tourism center in connection with major international tourist centers of the region and the world. Develop some marine industries with advantages in association with coastal economic zones and industrial zones.
- Marine and coastal areas of North Central Coast and Central Coast (Thanh Hoa - Binh Thuan): Focus on strong development of marine economy in combination with assurance about national defense and security at sea, especially offshore aquaculture and fishing. Restructure fishing and aquaculture in association with processing industry, logistics services and fisheries infrastructure to ensure the sustainability and high effectiveness. Improve the effectiveness of development of coastal economic zones. Continue to build and develop the system of coastal urban areas, marine and eco-tourism centers at regional and international level; Develop seaports and seaport services, especially specialized seaports in association with economic zones and industrial parks.
- Marine and coastal areas of Southeast region (Ba Ria - Vung Tau - Ho Chi Minh City): Focus on development of Cai Mep - Thi Vai port into an international transshipment port in association with the Trans-Asian economic corridor. Develop seaport logistics services, maritime safety assurance services, oil and gas extraction and processing industries, supporting industries and petroleum services. Build high-quality beach resorts.
- Marine and coastal areas of Southweat region (Tien Giang - Ca Mau - Kien Giang): Focus on construction and development of Phu Quoc city into an international marine eco-tourism and service center Develop gas industry, gas processing, gas power, renewable energy, aquaculture and extraction of fishery products, logistics services and fisheries infrastructure.
5. Orientation to islands and archipelagos
Promote economic development in the islands in combination with assurance about national defense and security at sea. Develop fishery logistics and search and rescue service centers on some islands. Develop transport networks in association with construction of North-South economic corridor through the region and East-West corridors to connect international border gates, major urban areas and seaports. Construct expressways to the Western Highlands. Strengthen infrastructure connectivity and effective operation of the seaport system, build logistics service centers.
d) Western Highlands:
The growth rate of GRDP is expected to be about 7 – 7,5%/year. Protect special-use forests and watershed protection forests in association with assurance about the security of water source. Develop agricultural economy in a highly effective manner with an appropriate scale and adapt to climate change; improve the effectiveness of the development of industrial crops, expand the area of fruit trees, medicinal herbs, vegetables and flowers. Develop forestry economy, improve the living standards of foresters. Promote the development of the processing industry of agro-forestry products and renewable energy industry; promote sustainable development of bauxite mining, alumina processing and aluminum production. Develop resort eco-tourism and cultural tourism in association with preservation and promotion of the cultural identities and value of the Western Highlands ethnic groups.
Develop economic corridors in connection with Western Highlands – Southeast region, East - West corridors that connect Western Highlands with South Central Coast. Build expressway network and upgrade intra-regional transport network and inter-regional routes in connection with local areas in the Southeast region, South Central Coast, Southern Laos and Northeast Cambodia. Build railway line through the Western Highlands.
dd) Southeast region:
The growth rate of GRDP is expected to be about 8 – 8,5%/year. Develop the Southeast region into a dynamic development region with high economic growth rate and the largest growth engine in the country; develop science, technology and innovation centers, high-tech parks, logistics and international financial center with high competitiveness in the region; take the lead in innovation in growth models and digital transformation. Develop modern industrial - service - urban parks and high-tech industrial parks. Construct some large-scale centralized information technology parks, build locomotive zone of information technology industry, attract investment in production of electrical and electronic products and Internet of Things (IoT) products, artificial intelligence. Focus on modern and large-scale production of agricultural commodities in association with processing industry and product branding; restructure key products towards reduction in rice, increase in fruit and aquatic products; flexibly use agricultural land. Build a national creative start-up center for agriculture in the region. Develop green industry and renewable energy industry; focus on development of agricultural and aquatic products processing industry, agricultural-related industry, supporting industry... Develop the Mekong Delta into an international brand of agro-rural tourism, eco-tourism (river and garden tourism and wetland tourism) and sea tourism. Actively adapt to climate change and sea level rise, construct works to prevent erosion, saltwater intrusion and protect mangrove ecosystems.
On the North - South economic corridor, focus on development of the Can Tho - Long An section into an economic - urban - industrial corridor which is the locomotive corridor of the region. Construct and develop some East-West economic corridors. Increase investment in infrastructure in order to connect the region with Ho Chi Minh City and the Southeast region; invest in the system of coastal roads through provinces; develop inland waterway infrastructure; upgrade main channels, including navigational channels for ships with large tonnage.
VIII. NATIONAL URBAN-RURAL SYSTEM DEVELOPMENT ORIENTATION
1. Overall urban system orientation
Accelerate urbanization, develop the urban system, create the important driving force for rapid and sustainable socio-economic development. Improve the quality of urban development in terms of economy, society, infrastructure, housing and the quality of people’s lives. Improve economic competitiveness and integration of the urban system.
Sustainably develop the urban system according to network, reasonably distribute, ensure synchronization, unity and balance among regions; develop urban areas with integrated functions towards green and smart urban areas that adapt to climate change. Ensure connectivity between urban and rural areas. Select an urban area with special advantages to develop into an economic, financial, trade, service center... with high regional and international competitiveness. Develop coastal and island urban systems towards sustainability and protection of natural ecosystems; focus on urban development on the basis of preservation and promotion of cultural and historical heritages.
Build and develop some urban areas and series of smart and locomotive urban areas in connection with the region and the world. Build and develop large urban centers into dynamic, creative and leading urban areas that create spillover effects and connect urban areas; have competitiveness, regional and international integration and play an important role in the urban network of Southeast Asia and Asia. a) Ha Noi

Develop Can Tho city into a core urban area, a growth pole, thereby promoting the development of the entire Mekong Delta region.
3. Rural development orientation
a) Develop comprehensive, modern, green, clean and beautiful rural areas in association with the process of urbanization with synchronous infrastructure and social services resembling urban areas; preserve and promote national cultural identity; ensure security and order; rationally build economic structure and forms of organization of production, thereby creating sustainable livelihoods for people; develop stable rural society; raise people’s awareness; develop bright, green, clean, beautiful and safe rural landscape.
b) Build population distribution models in conformity with each natural ecological region, ethnic groups, cultural characteristics and socio-economic conditions. Reallocate residential areas for areas where the natural disasters and landslides occur frequently.
With regard to peri-rural areas, accelerate urbanization, develop urban agriculture, gradually improve infrastructure, develop social services with the high quality resembling urban areas, build green and eco-friendly residential areas. Focus on construction of social infrastructure in disadvantaged areas, ensure the harmony and balance between economic development and cultural and social development. Build a synchronous, modern, sustainable and integrated social safety network.
1. Develop higher education to meet requirements for provision of high-quality human resources in association with investment in scientific research and innovation in key sectors, thereby serving the demand for sustainable development of the country; meet the diverse learning needs and requirement for socio-economic development of each region and local area. Organize and develop higher education institutions; upgrade some universities, major universities and pedagogical universities into prestigious and high-quality training centers in the region and the world. Develop some university urban areas.
Develop the network of vocational education institutions towards an open and flexible network to create opportunities for all people to access and enjoy vocational education services, ensure the quality, scale and structure of training to meet requirements for labor market and international integration. Develop vocational training centers, especially training in vocational skills in conformity with the development of skilled occupations in major economic centers.
Improve the quality, rationally expand and distribute the network of preschool and general education institutions to meet the social demand for access to educational services. Build the network of specialized educational institutions for the disabled and the system of centers for support for the development of inclusive education to meet the demands of people for access and enjoyment of high-quality educational services for the disabled. Develop and strengthen continuing education institutions, especially community learning centers, continuing education centers in disadvantaged areas, implement illiteracy eradication, provide refresher training and update knowledge and skills for economic development in ethnic minority areas to ensure the equity in education.

Develop a synchronous and modern postal network into one of the essential infrastructures of the country and of the digital economy. The priority is given to the development of hydrometeorological stations with monitoring elements, climate change monitoring stations and integrated monitoring stations for environmental resources. Develop a national network of environmental monitoring in association with affected areas including inter-provincial river basins, key economic development areas, large lakes with strictly protected water sources, inter-regional and inter-provincial areas, watershed areas, areas with large waste sources, marine areas, areas with complex hydrological conditions. The priority is given to the allocation of modern and automated environmental hydrological monitoring stations at the headwaters of large trans boundary rivers.
6. Develop the system of fishing ports and anchorage areas to avoid storms for fishing vessels to meet the demands for fishery logistics services, ensure food hygiene and safety, reduce post-harvest losses and ensure the safety of fishing vessels and fishermen; improve the effectiveness of management of fishery, strengthen international integration; adapt to climate change, protect environment and marine ecosystems and contribute to national defense and security. Develop large fisheries centers in association with key fishing grounds in Hai Phuong, Da Nang, Khanh Hoa, Ba Ria - Vung Tau, Kien Giang.
7. Develop the system of national land border gates in conformity with requirements for socio-economic development of the country in combination with national defense and security in association with the development orientation of each region, along the rings and economic corridors. By 2030, there are 25 land border provinces with border gates, especially international border gates or main/bilateral border gates. The important border gates will have modern facilities to meet requirements for travel, trade and cooperation.
8. Develop a synchronous and modern fire prevention and fighting infrastructure system in conformity with the conditions of each region and in synchronous connection with the technical infrastructure system of the country to meet requirements for socio-economic development and people's lives.
1. Resource use orientation
a) Water resource: Be active, prioritize and ensure water sources in terms of the quantity and the quality of water for daily life. Ensure water supply for urban and rural areas to contribute to increase in the rate of clean and hygienic water use of urban population (95 - 100%), rural population (93 - 95%) by 2030. Allocate and share water resources in a harmonious and reasonable manner among sectors and local areas, give priority to the use of water for daily life, effectively use water to bring high economic value, ensure minimum flow, achieve overall effects in terms of economy, society and environment in both the flood season and the dry season in river basins. Resolve conflicts of extraction and use of water between sectors and fields, upstream and downstream areas, among local areas in river basins and transnational conflicts in extraction and use of water resource. Focus on effective extraction and use of water resources in the river basins of Red - Thai Binh, Vu Gia - Thu Bon, Ca, Dong Nai, Cuu Long, Ba.
b) Fishery resource: Gradually reduce catches to ensure the conformity with reserves of fishery resource. Carry out extraction of species with high economic value and export value in selective manner, increase income and stabilize livelihoods for fishermen. Change the structure of fishing in a reasonable manner among sea areas and inland ecological zones; Change fishing that infringes on resources and destroys the environment and ecology to eco-friendly fishing, thereby achieving high and sustainable economic efficiency. Reorganize fishing activities in sea areas and inland areas towards rational development and connection between sustainable fishing and the protection and development of aquatic resources; combat illegal fishing. Effectively manage and establish marine protected areas; zones for protection of aquatic resources, areas where fishing is prohibited for a limit time in sea areas and major rivers and lakes.
c) Forest resource: Sustainably use, establish, manage, protect, develop land and forests under the planning for forestry. Allocate space and scale of the forest area to ensure requirements for protection of the system of large rivers, important lakes and dams, lowlands, wetlands and coastal areas subject to natural disasters and climate change; maintain and expand the system of special-use forests; stabilize and supplement the area of production forest to supply raw materials for processing and export. Continue to maintain important material areas in extraction and processing of forest products. Establish hi-tech applied forestry zones in the regions.

Minimize and stop extraction of scattered and small mines, mines that generate great impacts on environment and regional landscape. Focus on allocation of mine clusters with large scale to attract synchronous investment from exploration and extraction to deep processing and application of advanced and modern technology and equipment.
Balance between immediate needs and long-term mineral reserves; give priority to the use of minerals for large-scale and modern industrial development in the country; export minerals on the basis of balance of the efficiency of investment in mineral mining and processing.
2. Environmental protection orientation
Prevent pollution and environmental degradation; solve urgent environmental problems; gradually improve and restore the quality of environment; protect, conserve and restore important natural ecosystems. Protect environment towards integration of activities including management and control of environmental pollution, establish an environmental quality monitoring system.
The priority is given to the construction of inter-provincial and inter-regional, modern, synchronous centralized waste treatment zones, especially hazardous waste treatment facilities. Renovate and upgrade unsanitary waste landfills, areas that have been polluted or degraded by solid waste to ensure requirements for environmental protection. Gradually restrict the direct burial of domestic solid waste; convert direct landfills of domestic solid waste to domestic solid waste treatment facilities that use modern technology. By 2030, the rate of hazardous waste subject to collection, transport and treatment according to regulations will reach 98%, of which the rate of medical waste subject to treatment will reach 100%; the rate of municipal solid waste subject to collection and treatment according to regulations will reach 95%; the rate of urban domestic solid waste subject to treatment under the method of direct burial will reduce to 10% compared to the collected waste.
Invest in construction and completion of infrastructure of collection and treatment of wastewater of industrial parks, industrial clusters, urban areas, concentrated residential areas, craft villages on large river basins. Carry out wastewater treatment that meet requirements in all industrial zones, clusters, industrial facilities and hospitals. Strengthen management of waste sources, improve the quality of surface water, especially surface water in polluted rivers and inter-provincial river sections. Build the centralized domestic wastewater collection and treatment system in combination with renovation and restoration of lakes, ponds and canals in big cities. Implement projects on treatment of wastewater and restoration of the quality of water in severely polluted rivers, canals and canals.
Continue to strictly protect and preserve the existing system of nature reserves; establish new terrestrial nature reserves and marine conservation areas. Construct biodiversity corridors. Strictly protect and conserve existing important wetlands of international importance (the Ramsar site); continue to increase the total number of Ramsar sites in the country. 3. Natural disaster management and response to climate change
Actively manage natural disasters and adapt to climate change; gradually develop Vietnam into a country that is capable of managing risks of natural disasters, ensuring the safety of communities and society from natural disasters, thereby creating conditions for sustainable socio-economic development and maintenance of national defense and security. Develop climate change adaptation models according to nature, ecosystem and community. Develop and implement the plan to reduce greenhouse gas emissions of sectors and achieve the national goal for net zero emissions by 2050.

Build and strengthen anti-erosion works in riverbanks and coastal areas where landslides are frequent and seriously threatening dyke works, populated areas and important infrastructure. Build and upgrade the anchorage areas for ships and boats to avoid storms, in connection with logistics services, fishery information, including island areas; promote planting of trees to break waves to protect dykes, plant watershed protection forests and coastal protection forests.
Construct and upgrade meteorological, hydrological, hydrographic, seismic monitoring stations and natural disaster warning stations. Upgrade the communication system to ensure smooth communication to all local areas, people across the country and ships at sea, in which give priority to investment in expansion of terrestrial satellite communication stations, mobile communication equipment and fishing vessel management system via satellite, ensure telecommunications and radio-television coverage to Vietnam's seas, islands and exclusive economic zones.
XII. NATIONAL DEFENSE AND SECURITY
Effectively implement the policies of the Communist Party on combination of national defense and security and economy, economy and national defense and security and assurance about economic security in the context of development of the socialist-oriented market economy and international economic integration. The list of important national programs and projects that have been identified in the master planning is only for orientation purposes and the list may be considered, adjusted and amended throughout the process of decision on the investment policy in accordance with law. The implementation stages of programs and projects shall be appropriately considered and adjusted by competent authorities according to the capacity of resources. The objectives, scale, location, total investment, capital sources and demands for land use of each specific project will be identified throughout the process of preparation for investment and decision on the investment policy of the project.

XIV. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF PLANNING
1. Resource mobilization
- Continue to restructure the state budget, ensure a reasonable ratio between recurrent expenditure and development investment expenditure. Restructure public investment expenditure, improve efficiency and effectiveness of allocation and disbursement of public investment capital. The priority is given to public investment for a large-scale infrastructure network (seaports, airports, roads, high-speed railways...) that is inter-regional, inter-provincial, connects the region with major economic centers and connects regional and international traffic networks; invest in projects with high spillover effects, solve essential needs and bottlenecks of the region to bring high economic and social efficiency to the whole region. Accelerate divestment of state capital, equitization of state-owned enterprises outside the list that the State needs to hold, assign, contract and lease out state-owned enterprises, create fiscal space for mobilization of non-state resources for investment in socio-economic development. Focus on investment in national and local key and important infrastructure projects from proceeds from equitization and divestment of state capital Completely solve the situation of scattered investment, investment outside main sectors and fields of business through divestment to ensure that state-owned enterprises focus on their main business sectors.
Complete the policies on budget revenues from lands, assets and natural resources; provide appropriate mechanisms for extraction of resources from lands for the development of the socio-economic infrastructure. Increase revenue for the budget from auction or bidding of urban land in large cities for investment in construction of urban infrastructure.
Continue to promote administrative reform, improve the quality of business investment environment, create the most favorable conditions for economic sectors to invest and conduct business, ensure fair, equal and transparent competitiveness. Complete the legal framework and policies for the development of all types of capital markets, especially the stock market and the venture capital market, in order to mobilize medium and long-term capital for investment, promotion of entrepreneurship, innovation.
Strongly renovate policies to attract foreign investment and synchronously prepare conditions including infrastructure, institutions, human resources… to increase the effectiveness of foreign investment for development. Orientate to attraction for large enterprises with advanced technology, high technology, modern management system, leading multinational corporations in the world to invest in locomotive zones, create industry linkage clusters, create great spillover effects and promote the development of the domestic economic sectors.

2. Mechanism and policies
Build and complete legal institutions in association with strict and effective enforcement of law, thereby creating the legal basis for the implementation of the master planning.
The priority is given to investment in the development of large-scale infrastructure networks (seaports, airports, roads, high-speed railways...) of national locomotive zones and promotion of the formation of prioritized economic corridors. Formulate mechanisms and policies for local authorities in national locomotive zones with resources to invest in construction of regional infrastructure and infrastructure works that connect between local centers for development and national infrastructure.

Improve the potential and level of science and technology in the country for deployment of new orientations to scientific research and technology development, focus on development of prioritized technology with high applicability, especially digital technology, biology, artificial intelligence, mechatronics, automation, biomedical electronics, energy and environment.
Continue to have incentive mechanisms and policies, effectively invest and operate hi-tech parks, hi-tech agricultural zones, information technology parks and national innovation centers at national level according to the world advanced model.
4. Human resources

Develop general preferential policies to attract high-quality human resources to work in local areas in locomotive zones; develop incentives mechanism and attract talents and high-quality human resources for prior industries. Renovate policies to attract human resources, especially scientific and technical staff for long-term work and develop on-site human resource in disadvantaged areas, especially in remote and rural areas and ethnic minority areas.
5. International cooperation
Strengthen cooperation with other countries, international organizations, financial institutions, and donor agencies in mobilization of financial resources for infrastructure construction investment projects and projects on technical assistance and improvement of the capacity to strengthen economic connectivity within and outside the ASEAN region.
Effectively implement bilateral and multilateral agreements on infrastructure, especially transport infrastructure (including aviation, maritime, road, railway and waterway) to facilitate transport of people and goods across borders, inter-country transport, multimodal transport within the framework of ASEAN, the Greater Mekong Sub-region (GMS) and with surrounding countries.
Actively cooperate with countries and territories around the world in promotion of economic, trade and investment relations, especially creation of favorable conditions for access to major and important markets for export of goods of Vietnam
Actively participate in international agreements, regional cooperation agreements on water resources, bilateral treaties and multilateral cooperation mechanisms, promote international cooperation on water resources on the principle of respect for international law and the interests of each country involved in extraction, use and management of transboundary water resources.
Actively participate in international agreements on climate change, utilize international support resources for response to climate change.
XV. IMPLEMENTATION OF PLANNING

After the decision on national master planning for the period of 2021 - 2030, with a vision to 2050 of the National Assembly, the ministries, central authorities and the People's Committees of provinces and central-affiliated cities shall carry out the tasks in accordance with regulations and their functions:

b) Review the contents of the master planning in the national planning system to ensure the conformity, connectivity and uniformity with the national master planning before submission to competent authorities for decision or approval; review and adjust planning in the national planning system that have been decided or approved if there are contents that are inconsistent with the national master planning, submit them to competent authorities for decision or approval according to regulations in Resolution No. 61/2022/QH15 of the National Assembly.
