- Functions of the Council of Emulation - Commendation of Vietnam General Confederation of Labor:
Council for Emulation - Commendation of Vietnam General Confederation of Labor
is the advisory body for the Presidium of the Vietnam General Confederation of Labor (hereinafter referred to as the Presidium) on emulation and commendation work.
- Tasks of the Council of Emulation - Commendation of Vietnam General Confederation of Labor:
The Council is responsible for advising the Presidium to perform its duties according to the provisions of the Law on Emulation, Commendation, Regulation on Reward and Reward of Trade Union Organizations, other relevant provisions of law, and the following specific tasks:
+ Advise and propose to the Presidium to launch emulation movements among employees and trade unions.
+ Periodically evaluate the results of emulation movements and commendation activities; advise on the preliminary and final review of emulation and commendation work; and propose guidelines and measures to boost the patriotic emulation movement in each year and each period.
+ Advise the Presidium to inspect and supervise emulation movements and implement guidelines, policies, and laws on emulation and commendation in employees and trade union organizations.
+ Advise the Presidium to decide whether to reward emulation titles and commendation forms according to their competence or submit them to competent superiors for high-level commendation.
(Articles 3 and 4 of the Regulation on the operation of the Council of Emulation - Commendation of Vietnam General Confederation of Labor issued together with Decision 1786/QD-TLD)
- The Council meets every 3 months and may hold an extraordinary meeting at the request of the Chairman of the Council.
The Chairman of the Board may authorize a Vice-Chairman to convene and preside over the meeting of the Council.
- Meetings of the Council must be attended by at least 2/3 of the members to be considered valid. The members who are absent for legitimate reasons and have given their opinions on the contents of the meeting are counted in the total number of members attending the meeting.
- At the meetings of the Council, if a member (who is the head of the committee) is absent for a legitimate reason and with the consent of the Chairman of the Council, he must appoint a deputy to attend instead to participate with the Council on issues related to the area in charge, but not have the right to vote.
- Members of the Council are entitled to use the facilities and personnel of the specialized committees under their charge to perform the tasks specified in this Regulation.
- The Council may use the seal of the Vietnam General Confederation of Labor to issue documents.

The evaluation of emulation and commendation must ensure democracy, objectivity, publicity, and transparency and shall be carried out in the following forms:
- The Council meets to vote by secret ballot to award Medals, Orders, and the title of National Emulation Fighter and General Confederation Emulation Fighter.
- The Council meets or at the direction of the Chairman of the Council, assigns the Standing Agency of the Council to collect the opinions of the Council members by secret ballot for the consideration and award of the Government's Emulation Flag title and the Prime Minister's Certificate of Merit.
- Other forms of commendation shall be considered and proposed by the Council, to be decided by the Chairman.
