Regarding this issue, LawNet would like to answer as follows:

1. Principles of the National Civil Aviation Security Committee in Vietnam

- The Chairman, Vice Chairman and members of the Committee work on a part-time basis, ensuring the principle of democratic centralism, promoting collective wisdom, upholding the personal responsibility of the head, and complying with the provisions of the law and the provisions of this Regulation.

- Handling work within the scope of assigned authority and responsibility, in accordance with the order and procedures in accordance with the provisions of law; strengthening coordination in performing tasks, ensuring timely completion and efficiency.

2. Working regime, meetings and conferences of the National Civil Aviation Security Committee in Vietnam

- Committee members perform their duties under the part-time regime. Some members of the Standing Office perform their duties under the part-time regime, and some members under the full-time regime.

- The Chairman of the Committee shall preside over the annual meeting of the Committee with the participation of the head of the aviation emergency command of the province, city, or island district where the airport or aerodrome is located to evaluate the performance of the mission, assess the threat level to aviation security, and determine the work program for the next time. In the absence of the Chairman, the Standing Vice President shall preside over the meeting.

- Every 6 months, the Standing Vice Chairman of the Committee convenes meetings to evaluate the performance of the task, assess the level of threat to aviation security, and determine the work program for the next 6 months. When necessary, the Chairman of the Committee or the Standing Vice-Chairman of the Committee shall convene ad hoc meetings to resolve urgent issues.

- Every 3 months or irregularly, the Vice President, who is the Deputy Minister of Transport, shall chair a briefing with the Standing Office to evaluate and implement quarterly work or solve urgent problems.

- When the Chairman of the Committee summons the Aviation Emergency Command Center to handle emergency situations, the Vice-Chairmen and members must be present urgently at the same time and keep in touch with the Chairman and the Standing Office to capture information, receive orders, and command and direct according to assigned functions and tasks.

- When deeming it necessary, the Standing Office of the Committee advises and proposes to the Chairman of the Committee the organization of meetings, conferences, and seminars on important issues in inter-sectoral coordination to ensure civil aviation security.

- The permanent office is responsible for the program and work plan, contents, minutes, conclusions, implementation of decisions, and conclusions of the Committee's meetings and conferences.

- The Chief of Office of the Standing Committee is a leader of the Civil Aviation Authority of Vietnam in charge of aviation security on a part-time basis, responsible for:

+ Manage the activities of the Standing Office; act as the focal point for information collection, processing, and exchange; periodically or irregularly report to the Committee Members;

+ Guide, monitor, and urge agencies and units to strictly implement the regime of information, reporting, and implementation of the decisions and conclusions of the Committee;

+ Perform the task of the Committee's spokesman and receive and propose solutions to the proposals of relevant agencies, organizations, and individuals;

+ Be the account holder of the Commission.

- The Vice-Chairmen may sign on behalf of the Chairman the documents of the Committee within the scope and work assigned and authorized by the Chairman. The Chief of the Standing Office is authorized to sign, under the Chairman's orders documents implementing the Committee's work and operating expenses in accordance with the law.

- The payroll of the Standing Office is made up of full-time and part-time civil servants, including cadres seconded from the Ministry of Public Security and the Ministry of National Defense.
