Regarding this issue, LawNet would like to answer as follows:

On July 20, 2023, the Steering Committee for the Implementation of Resolution 98/2023/QH15 of the National Assembly issued Decision 48/QD-BCDNQ98 Promulgating the Operation Regulation of the Steering Committee for the Implementation of Resolution 98/2023/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City.

Working principles of the Steering Committee for the implementation of Resolution 98/2023/QH15 in Vietnam

Specifically, according to Article 3 of the Regulation promulgated together with Decision 48/QD-BCDNQ98, the working principles of the Steering Committee for the implementation of Resolution 98/2023/QH15 are as follows:

- The Head, Deputy Head, and members of the Steering Committee work on a part-time basis.

- The Steering Committee works on the principles of centralization, democracy, public discussion, ensuring unified direction, and upholding the responsibility of the Head of the Committee; The Head of the Committee is the final decision maker on matters of the Steering Committee; The Deputy Head of the Committee is entitled to decide on a number of specific issues as assigned and authorized by the Head of the Committee;

The members of the Steering Committee are responsible for implementing the assigned work and actively directing functional agencies to implement the tasks in the sectors and fields of state management assigned to implement the Resolution.

- The head of the Board shall preside over the scheduled regular meeting and convene an extraordinary meeting when necessary. The Chairman of the Committee may authorize the Deputy Head to chair meetings to discuss and decide on a number of specific issues under the tasks of the Steering Committee.

List of members of the Steering Committee for the implementation of Resolution 98/2023/QH15 in Vietnam

The list of members of the steering committee to implement Resolution 98/2023/QH15 is specified in the Appendix attached to Decision 850/QD-TTg in 2023 as follows:

1. Head of the Committee: Prime Minister Pham Minh Chinh;

2. Standing Deputy Head: Secretary of Ho Chi Minh City Party Committee Nguyen Van Nen;

3. Deputy Head: Minister of Planning and Investment Nguyen Chi Dung;

4. Members of the Steering Committee include:

- Comrade Tran Van Son, Minister, Chairman of the Government Office;

- Comrade Phan Van Mai, Chairman of the People's Committee of Ho Chi Minh City, Standing Member - Head of the Working Group;

- Mr. Tran Duy Dong, Deputy Minister of Planning and Investment;

- Comrade Vo Thanh Hung, Deputy Minister of Finance;

- Comrade Le Anh Tuan, Deputy Minister of Transport;

- Comrade Phan Thi Thang, Deputy Minister of Industry and Trade;

- Comrade Nguyen Tuong Van, Deputy Minister of Construction;

- Comrade Le Cong Thanh, Deputy Minister of Natural Resources and Environment;

- Comrade Nguyen Duy Thang, Deputy Minister of Home Affairs;

- Comrade Dang Hoang Oanh, Deputy Minister of Justice;

- Comrade Le Xuan Dinh, Deputy Minister of Science and Technology./.

Tasks and powers of the Steering Committee for the implementation of Resolution 98/2023/QH15 in Vietnam

The Steering Committee for the implementation of Resolution 98/2023/QH15 has the following duties and powers:

- Help the Prime Minister urge relevant ministries, branches, and agencies to organize the implementation of Resolution 98/2023/QH15 on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (hereinafter referred to as Resolution).

- Study and propose to the Prime Minister directions and solutions to solve important and interdisciplinary issues regarding the implementation of the Resolution.

- Assist the Prime Minister in directing, regulating, and coordinating with ministries, ministerial-level agencies, and government-attached agencies in solving important and interdisciplinary issues regarding the implementation of the Resolution.

- Direct relevant ministries, branches, and agencies to perform the following tasks:

+ Organize the implementation of the Regulation on Coordination and the implementation plan for the implementation of the Resolution according to the assigned functions and tasks; closely and effectively coordinate in advising and proposing solutions to implement the Resolution; promptly report difficulties and problems beyond their competence and propose solutions to be submitted to competent authorities for consideration and decision on inadequacies arising in practice (if any).

+ Direct and urge relevant ministries, branches, and agencies to perform the tasks assigned in the Implementation Plan and other related tasks in the Resolution.

+ Invite organizations, experts, and scientists to advise in the process of directing the implementation of the Resolution.

- Perform other specific tasks assigned by the Prime Minister related to implementation.
