- The Examination Council is established by the decision of the Minister of Education and Training.
- Structure and composition of the Exam Drafting Council:
+ Chairman of the Council: leader of Quality Management Department;
+ Vice Chairman of the Council: leader of the Department of Quality Management or leader of the Department of Secondary Education or Head of the Examination Management Department, Department of Quality Management;
+ Secretary: Quality Management Department specialist;
+ Each exam subject has a test preparation team consisting of the team leader, exam drafting members, and exam review members. Members of the exam preparation teams are scientific experts, researchers, specialists, university lecturers, and excellent high school teachers who fully meet the requirements specified in Clauses 2 and 3, Article 11 of this Regulation; In addition, good high school teachers participating in the Exam Drafting Council must be on the payroll of the specialized high school and have no students taking the exam in the year of participating in the Exam Drafting Council. ;
+ Police, security, and service staff: Cultural and ideological security guards, agency guards, and service workers are mobilized by the Minister of Education and Training in coordination with the Heads of relevant units.

- The council works centrally according to the principle of complete isolation from the opening of the proposed exam until the end of the final exam session of the exam; The list of the Exam Drafting Council must be kept absolutely secret;
- Exam preparation teams and other members work independently and directly with Council leaders;
- Each member of the Council must be responsible for the entire content and ensuring the confidentiality and safety of the exam according to their responsibilities.

- Organize and draft official exam questions and preparatory exam questions, marking instructions (including answers and score tables) of official exam questions and preparatory exam questions;

- Ensure absolute confidentiality and security of exam questions and marking instructions, from the time of starting to prepare exam questions until the completion of the exam.

* Chairman:
- Manage all work of the Council;
- Together with assigned members, read and review exam questions and request corrections when necessary;
- Sign and approve official exam questions and preparatory exam questions, along with marking instructions for official exam questions and preparatory exam questions;
- Organize printing, copying, packaging, sealing exam questions, and handing over exam questions to transfer to exam boards;
- Consider and decide on a plan to handle problems related to exam questions as prescribed in Clause 1, Article 13 of these Regulations;
- Consider, decide, or recommend rewards and discipline for members of the Council.
* The Vice Chairman of the Council assists the Chairman of the Council in administrative work as assigned by the Chairman of the Council.
* Head of the exam preparation team and exam drafting committee member:
- Perform the tasks specified in Clause 2, Article 22 of these Regulations;
- The leader of the exam preparation team presents the exam questions and marking instructions that have been drafted to the Chairman of the Council for criticism, editing, and approval;
- Reread the exam question; check the CD containing the listening comprehension test for foreign language subjects;
- Perform other tasks assigned by the Chairman of the Council.
* Commissioner reviews the exam question:
- Perform the tasks specified in Point a, Clause 3, Article 22 of this Regulation;
- Reread the exam question; check the CD containing the listening comprehension test for foreign language subjects;
- Perform other tasks assigned by the Chairman of the Council.
* Secretary:
- Help Council leaders carry out the following tasks:
+ Develop the Council's work plan, draft documents, make tables, and record minutes of Council meetings;
+ Prepare data, documents, conditions, and means for the Council to work;
+ Copy (including copies of CDs containing the listening comprehension test for foreign language subjects), package, seal, and deliver the test questions to the department that sends the test questions to the Exam Councils.
- Perform other tasks assigned by the Chairman of the Council.
* Police, security, and service staff:
The work of the police, security guards, and service staff is directly managed by the Chairman of the Council.

Responsibilities of members of the Exam Drafting Council:
- The Chairman of the Council is personally responsible before the Minister of Education and Training and before the law for the performance of the assigned tasks;
- Other members of the Council are personally responsible to the Chairman of the Council and before the law for their assigned tasks.
