- Air Defense Department of the Army/Air Defense - Air Force is a specialized agency assisting the Steering Committee, the Standing Body of the Central People's Air Defense Steering Committee.

- Air defense agencies of military zones, provinces, and district-level military commands is a specialized agency assisting the People's Air Defense Steering Committee at the same level; has the responsibility to advise the People's Air Defense Steering Committee at their level to organize and implement the contents of people's air defense specified in this Decree.

5. The contents of people's air defense in Vietnam

According to Article 6 of Decree 74/2015/ND-CP, people's air defense activities include the following contents:

(1) Contents of organization and activities of people's air defense in peacetime:

+ Propaganda and education on people's air defense;

+ Develop plans for people's air defense;

+ Build forces, organize training and drills to improve combat readiness and handling situations of forces participating in people's air defense work;

+ Organize the construction of anti-aircraft defense works and battlefields in the defense area and deploy the people's air defense reconnaissance, notification, and alarm systems;

+ Formulate planning projects and projects to ensure safety standards for people's air defense and civil defense;

+ Perform other contents as prescribed by law.

(2) Contents of organization and activities of people's air defense during wartime:

Fully implement the contents of people's air defense specified in (1) and focus on the following contents:

+ Organize reconnaissance, observation, detection, announcement, and alarm of the people's air defense; observe the progress of the enemy's air attacks;

+ Organize camouflage, diversion, evacuation, dispersion, prevention, and avoidance of enemy air attacks;

+ Organize the fight against enemy infiltration and air attacks and ensure the people's air defense;

+ Organize to overcome the consequences and damage caused by enemy air attacks.
