- The Vietnam Maritime Administration has a Director as the head, responsible before the Minister and the law for all activities of the Vietnam Maritime Administration; assisting the Director are the Deputy Directors, who are responsible before the Director and the law for the tasks assigned by the Director.
- The Director of the Vietnam Maritime Administration shall be appointed and dismissed by the Minister in accordance with the law.
- The Deputy Directors are appointed and dismissed by the Minister at the proposal of the Director of the Vietnam Maritime Administration.

- Deputy Director of Vietnam Maritime Administration: Mr. Nguyen Hoang, Mr. Nguyen Dinh Viet, Mr. Hoang Hong Quang.
The tasks and powers of the Vietnam Maritime Administration are specified in Article 2 of Decision 319/QD-BGTVT, including:
(1) To assume the prime responsibility for elaborating and submitting to the Minister law projects, ordinance projects, and draft legal documents on maritime affairs; promulgate special administrative documents, professional guidance documents on maritime affairs under the management of the Vietnam Maritime Administration.
(2) To assume the prime responsibility for formulating and submitting to the Minister long-term, medium-term, and annual plans, national programs and projects, and development projects in the maritime sector within the scope of the country.
(3) To assume the prime responsibility for elaborating national standards, national technical regulations, and specialized maritime-economic-technical norms and submit them to the Minister for promulgation according to his/her competence or request competent agencies for appraisal and announcement; organize the elaboration and publication of standards for specialized maritime establishments.
(4) To organize the implementation of legal documents, strategies, master plans, plans, standards, technical regulations, and economic - technical norms specialized in maritime; to stipulate the application of standards, technical, and professional processes to organizations and units operating in the maritime domain in accordance with maritime law and the management competence of the Vietnam Maritime Administration.
(5) To organize the propagation, dissemination, and education of maritime law.
(6) Regarding maritime infrastructure
- To organize the management and supervision of the implementation of master plans and plans on the development of maritime infrastructure systems already approved by competent authorities;
- To exercise the rights and obligations of the agency assigned to manage, use, and exploit maritime infrastructure assets in accordance with law;
- To organize the management and supervision of marine infrastructure maintenance; planning and cost estimation for marine infrastructure maintenance annually, medium term (or according to the planning period) under its management, submit it to the Ministry of Transport for approval; and organize the implementation in accordance with law.
(7) Regarding the organization and management of maritime activities at seaports, investment in the construction and operation of inland ports, water zones, water areas, ship repair, demolition, and building facilities.
- To organize the management of maritime activities at seaports and investment in the construction and operation of inland ports according to the provisions of law;
- To submit to the Minister for announcement of the opening and closing of seaports, a list of port terminals; to announce the opening, suspension, and closure of inland ports, a list of inland ports; to announce the seaport waters, navigational channels, and areas under the management of the port authority;
- To submit to the Minister a decision to put the shipbreaking facility into operation or stop the operation of the shipbreaking facility;
- To assume the prime responsibility for, and coordinate with concerned agencies and organizations in, formulating and submitting to the Ministry of Transport for approval the contents and plans for the formulation, correction, and publication of charts of seaport waters and navigational channels;
- To appraise and report to the Ministry of Transport on the conversion of customs clearance points for exports and imports into inland ports in accordance with law;
- To announce the opening and closing of ports, wharves, floating docks, water zones, and water areas in accordance with law;
- To develop, publicize, and update the directory of seaports and navigational channels.
(8) Regarding ships
- To organize the registration and issuance of documents related to maritime operations of ships and other means as prescribed by law;
- To announce ship navigation routes in the compulsory maritime pilotage zone; decide to assign the ship's navigation route or pilot operation area to the maritime pilotage organization; and determine the minimum number of vehicles to take and pick up the pilot of each train route according to the provisions of law.
(9) Regarding maritime human resources
- To organize and train crew members, marine pilots, seaport security officers, and other maritime human resources in accordance with Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a signatory;
- To organize the registration of seafarers; issue and withdraw seafarers' books, professional certificates, and other papers related to seafarers and other maritime human resources in accordance with law;
- To announce the minimum number of pilots of all classes for each ship navigation route in the compulsory maritime pilotage zone;
- To issue, reissue, and revoke the Declaration of Maritime Labor Suitability Part I, Certificate of Conformity on recruitment and supply of seafarers according to the provisions of law.
(10) About shipping and marine services
- To organize the performance of state management tasks on sea transportation and maritime services in accordance with law;
- To manage waterway transport routes from shore to islands and between assigned islands;
- To organize the implementation of statistics, research, forecasting of maritime development, and assessment of maritime service quality;
- To approve the plan to ensure safety in the process of transporting super-long and super-heavy goods in case the watercraft leaves the seaport; appraise and submit to the Minister for grant of inland transport permits for ships of foreign nationality;
- To organize the load control, container safety inspection at the seaport in accordance with the law;
- To organize the supervision of maritime service prices in accordance with law;
- To participate in the settlement of maritime disputes and complaints; organize the certification of the submission of maritime protests according to the provisions of law;
(11) Regarding maritime safety and security
- To organize the implementation of assurance of maritime safety, maritime security, and maritime labor for ships operating at seaports, navigational channels, and sea areas of Vietnam according to the provisions of law;
- To organize the declaration, investigation, statistics, and report on maritime occupational accidents according to the provisions of law;
- To organize the reporting, investigation, and handling of maritime accidents and violations of maritime safety and security in accordance with Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a signatory;
- To organize the implementation of natural disaster prevention and control, coordinate search and rescue at sea and in seaport waters in accordance with law;
- State management of maritime information systems, navigational signals, and other maritime support systems; organize the provision of documents and information to ensure maritime safety and security in accordance with law;
- To organize security assessment, approve seaport security plans, issue certificates to seaport security officers according to the provisions of law;
- To organize the reception, processing, and transmission of maritime security information in accordance with the law;
- To organize the publication and transmission of maritime notices in accordance with the law;
- To organize the approval of the plan for oil transshipment between ships and ships on Vietnamese seas in accordance with the provisions of law.
(12) Regarding environmental protection in maritime activities
- To organize the prevention of environmental pollution in the maritime domain for ships operating at seaports, navigational channels, and sea areas of Vietnam according to the provisions of law;
- To organize and submit to competent agencies for approval the strategic environmental assessment report for the strategy, master plan, and plan and report on environmental impact assessment, sea dumping project for investment projects on construction of maritime infrastructure assigned according to decentralization or authorization of the Minister;
- To organize the implementation of programs, projects, schemes, master plans, and plans on environmental protection in the construction, management, and maintenance of maritime infrastructure under the management of the Vietnam Maritime Administration. Male;
- To guide, inspect, and supervise the compliance with regulations on environmental protection in maritime activities in accordance with the law;
- To develop and manage a network of specialized hydro-meteorological observation stations in the maritime domain as decentralized and authorized by the Minister;
- To preside over the development and organization of the implementation of programs, plans, and tasks on climate change, green port development, green ships, greenhouse gas emission reduction, green energy conversion, and economical and efficient use of energy in the maritime sector.
(13) About construction investment
- To perform the tasks and powers of the investment decision-making agency and the investor for projects assigned to manage according to decentralization;
- To perform the duties and powers of competent state agencies with respect to investment projects in the maritime sector in the form of public-private partnerships as decentralized or authorized by the Minister;
- To perform the tasks and powers of the specialized construction agency for the projects invested by the Vietnam Maritime Administration and other projects as decentralized and authorized by the Minister;
- To organize the management of investment in the construction of maritime infrastructure and inland ports in accordance with law.
(14) About international cooperation
- To formulate and submit to the Minister for approval an international maritime cooperation program or plan or for the Minister to submit to a competent authority for approval a proposal for the conclusion or accession to international maritime treaties; to assume the prime responsibility for elaborating and submitting to the Minister a draft international agreement on maritime affairs;
- To participate in negotiations to submit to competent agencies for signing and adhering to international treaties and international organizations on maritime affairs;
- To assume the prime responsibility for, and coordinate with agencies in, implementing resolutions and decisions of the General Assembly, specialized committees of the International Maritime Organization (IMO), and other relevant international organizations according to their competence. ;
- To act as the national focal point of Vietnam in international maritime organizations to which Vietnam participates according to its competence; standing body of the Secretariat of the Vietnam International Maritime Organization;
- As the national focal point of Vietnam, to be responsible for coordinating and participating in search and rescue cooperation activities at sea;
- To organize the implementation of the approved international cooperation program, the implementation of international treaties, and international cooperation on maritime according to management decentralization.
(15) To organize the implementation of scientific research, development, transfer, and application of technology in the maritime domain. Organize the formulation and implementation of information technology application programs, plans, schemes, and projects; build and manage databases, and ensure information services in service of state management.

(16) To organize the assignment of tasks, ordering, bidding, maintenance, and provision of public non-business products and services in the maritime domain according to the provisions of law.
(17) To guide and create conditions for associations and non-governmental organizations to participate in activities in the maritime domain.
(18) Regarding inspection and examination
- To perform the specialized maritime inspection function for organizations and individuals in the observance of the provisions of Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a signatory; handle violations in maritime activities in accordance with law;
- To examine, receive, and settle complaints, denunciations, reflections, and recommendations of organizations and citizens; implement anti-corruption and anti-corruption practices, practice thrift, fight waste; and handle violations of law against organizations and individuals under the management of Vietnam Maritime Administration.
(19) To develop and organize the implementation of the overall administrative reform program of the Vietnam Maritime Administration according to the objectives and contents of the state administrative reform program of the Ministry of Transport.
(20) To manage organizational apparatus, payroll, civil servants, public employees, and employees; implement the salary regime and the regimes, policies of remuneration, reward, and discipline for civil servants, public employees, and employees under the management of the Vietnam Maritime Administration; train and foster civil servants, public employees, and employees under the State management scope of the Department; formulate and submit to the Minister the organizational structure, employment positions, and rank structure of civil servants and public employees of the Vietnam Maritime Administration.
(21) Regarding finance, public property
- To manage finance, assets, and assigned budget sources in accordance with law; may use funds from the State budget, from maritime fees, from fees and charges, and other revenue sources as prescribed by law; to apply a specific financial mechanism according to regulations to perform assigned tasks;
- To preside over the formulation of fees and charges for maritime specialties; public service prices in the maritime domain; Service prices at seaports shall be regulated by the State for submission to competent agencies for decision and promulgation in accordance with law.
(22) To perform other duties and powers assigned by the Minister and in accordance with law.
