Regarding this issue, LawNet would like to answer as follows:
On August 19, 2023, the Prime Minister issued Decision 974/QD-TTg on the establishment of the Coordinating Council of the Mekong Delta.
According to Clause 1, Article 3 of Decision 974/QD-TTg, the Coordinating Council of the Mekong Delta consists of:
- Chairman of the Council: Deputy Prime Minister Le Minh Khai;
- Standing Vice Chairman: Minister of Planning and Investment;
- Vice President: Minister of Natural Resources and Environment;
- Vice President: Minister of Agriculture and Rural Development;
- Vice President: Minister of Transport;
- Members:
+ Deputy ministers and equivalents of ministries and ministerial-level agencies: Planning and Investment, Finance, Industry and Trade, Construction, Science and Technology, Information and Communication, Health, Education and Training, Public Security, National Defense, Government Office;
+ Presidents of People's Committees of provinces and centrally run cities: Can Tho, Long An, Tien Giang, Ben Tre, Tra Vinh, Vinh Long, Soc Trang, Hau Giang, An Giang, Dong Thap, Kien Giang, Bac Lieu and Ca Mau.
Thus, Deputy Prime Minister Le Minh Khai is the Chairman of the Coordinating Council of the Mekong Delta.
Specifically, Article 4 of Decision 974/QD-TTg stipulates the tasks and powers of the Coordinating Council of the Mekong Delta region in Vietnam as follows:
(1) Studying and proposing to the Prime Minister directions, solutions, mechanisms, and policies to implement the objectives and tasks in Resolution 13-NQ/TW dated April 2, 2022, of the Politburo on the direction of socio-economic development and assurance of national defense and security in the Mekong Delta until 2030, with a vision to 2045;
Assisting the Prime Minister in directing, regulating, coordinating, urging, and guiding the implementation of objectives, tasks, programs, projects, and regional linkage activities to ensure synchronous, consistent, and effective implementation in accordance with the provisions of law and the planning approved by the competent authority.
(2) Coordinating activities in the formulation, adjustment, and implementation of the national plan in the relevant scope, the master plan for the Mekong Delta region, the planning of provinces and cities in the Mekong Delta in the period 2021–2030, and the vision to 2050.
(3) Researching and proposing institutions, mechanisms, and policies for the development of the Mekong Delta, promoting regional and sub-regional linkages, and ensuring that regulations, mechanisms, and policies on regional and sub-regional linkages are implemented synchronously, consistently, effectively, and with discipline.
(4) Organizing investment promotion activities, mobilizing resources, and attracting investment; coordinating the use of public investment capital to direct and lead non-state investment resources (FDI, corporate capital, and private capital); and promoting investment under the mode of public-private partnership (PPP), especially in the development of strategic and important infrastructure in the region.
(5) Coordinate activities to synchronously develop the socio-economic infrastructure system, with priority given to the transport infrastructure system. Research and propose the formation of a regional infrastructure development fund.
(6) Guiding and supporting localities in the region to deal with inter-provincial and city-wide issues outside the jurisdiction of each locality in the region.
(7) Coordinating with Ho Chi Minh City and other regions in socio-economic development cooperation between regions.
(8) Coordinating and linking activities of production, processing, and consumption of products along the value chain for agricultural products; focusing on building brands of key products with the strengths of the region, including: rice, fruit, and seafood.
(9) Coordination of irrigation system activities for irrigation, flood prevention, saline intrusion control, management, exploitation, use, and protection of water resources; improving the efficiency of water use for daily life, agricultural production, and aquaculture in the dry season; building and upgrading systems of sea dykes, dykes, sluices, dams, mangrove belts, and projects on environmental protection and adaptation to climate change.
(10) Organizing the construction of a shared database and establishing a regional information system.
(11) Promoting and supporting the formation and development of business associations, industry associations, alliances, and cooperative alliances in the whole region.
(12) Deciding on the use of financial and other resources assigned to perform the functions, tasks, and powers of the Regional Council.
(13) Other tasks and powers assigned by the Prime Minister in accordance with law.
