Commendation” means the recognition, praise, honor, and encouragement with physical benefits for individuals, collectives, and households with achievements in Fatherland Construction and Defense.

Which agency is part of the Ministerial Emulation-Commendation Council in Vietnam?

The Ministerial Emulation-Commendation Council, as stated in Article 1 of Decree 98/2023/ND-CP, is an agency established by the head of a ministry, agency, central organization, or government body, responsible for advising and consulting the Minister, the Chief of a parallel agency, a government body, or the head of a central organization on emulation and commendation work.

Who is part of the Ministerial Emulation-Commendation Council in Vietnam?

According to Article 2 of Decree 98/2023/ND-CP, the Ministerial Emulation-Commendation Council consists of:

- The Chairman of the Council, who is the Minister, the Chief of a parallel agency, a government body, or the head of a central organization.

- The Council has no more than 4 Vice Chairmen. The head of the agency responsible for emulation and commendation work at the ministry level serves as the permanent Vice Chairman. The Chairman of the Council decides on the structure and composition of the Council and issues the Council's operating regulations.

The composition of the Ministerial Emulation-Commendation Council of the Ministry of National Defense and the Ministry of Public Security is decided by the Minister of National Defense and the Minister of Public Security, respectively.

Responsibilities and powers of the Ministerial Emulation-Commendation Council in Vietnam

According to Article 3 of Decree 98/2023/ND-CP, the Council has the following responsibilities and powers:

- Advising the Minister, the Chief of a parallel agency, a government body, or the head of a central organization on initiating emulation movements within their authority.

- Periodically evaluating the results of emulation movements and commendation work; providing advice on reviewing and summarizing emulation and commendation work; making recommendations and proposing policies and measures to promote patriotic emulation movements on an annual and periodic basis; organizing emulation competitions as prescribed by the law on emulation and commendation.

- Advising the Minister, the Chief of a parallel agency, a government body, or the head of a central organization on inspecting emulation movements and implementing policies and laws on emulation and commendation.

- Providing advice and consultation to the Minister, the Chief of a parallel agency, a government body, or the head of a central organization on deciding on honorary titles and forms of commendation within their authority or submitting them to the competent authority for commendation.

Other regulations regarding the Ministerial Emulation-Commendation Council

- The agency or unit responsible for emulation and commendation work at the ministry, agency, or central organization level serves as a permanent member of the Ministerial Emulation-Commendation Council.

- The head of an agency, organization, or unit with legal personality under the ministry's jurisdiction is responsible for establishing and defining the functions, tasks, powers, composition, organization, and activities of the Ministerial Emulation-Commendation Council of their agency, organization, or unit for advice and consultation on emulation and commendation work within their management scope.
