Who is included the Civil Servant Recruitment Council of Vietnam? - Ha Xuan (Khanh Hoa)
Pursuant to Article 7 of Decree 138/2020/ND-CP, the head of the agency competent to recruit civil servants shall decide to establish a recruitment council to organize the recruitment. The recruitment council has 05 or 07 members, including:
- The Chairman of the Council is the head or deputy of the head of the agency competent to recruit;
- The Vice Chairman of the Council is the leading representative of the staffing department of the agency competent to recruit;
- Member cum Secretary of the Council is a civil servant in the staffing department of the agency competent to recruit;
- Other members are the leading representatives of a number of professional and professional divisions related to the recruitment organization decided by the head of the agency competent to recruit civil servants.
The recruitment council works on the principle of collectivity and makes decisions by majority; in case of equal votes, the opinion voted by the Chairman of the Recruitment Council shall be followed. The Recruitment Council has the following duties and powers:
- Setting up the helping departments: The Examination Board of Admission Application Form, the Examination Paper Board, the Exam Monitoring Board, the Censorship Part Management Board, the Examination Board, the Judging Committee (if any), and the Examination Inspection Board when conducting the interview in the 2nd round.
In case of necessity, the Chairman of the Recruitment Council shall establish a secretariat to assist;
- Organizing recruitment fee collection and use according to regulations;
- Checking the application form, organizing the exam, marking the exam, and marking the review according to the regulations;
- Reporting to the head of the agency competent to recruit civil servants to decide on the recognition of the results of the recruitment examination and examination;
- Settlement of complaints and denunciations during the recruitment and selection examinations;
- The recruitment council dissolves itself after completing its tasks.
Not arranging for persons whose relationship is the father, mother, brother, sister, or brother of the candidate or the spouse of the candidate; The applicant's spouse, natural or adopted child; or those who are within the time limit for disciplinary action or are executing disciplinary decisions as members of the Recruitment Council, members of the assisting sections of the Recruitment Council.

Bases for civil servant recruitment in Vietnam
Pursuant to Article 3 of Decree 138/2020/ND-CP, the recruitment of civil servants must be based on task requirements, employment positions, and payroll quotas.
The agency competent to recruit civil servants shall develop a recruitment plan and report it to the civil servant management agency for approval as a basis for recruitment before each recruitment period. The contents of the recruitment plan include:
- Number of civil servant payrolls assigned by competent authorities and unused payrolls of agencies employing civil servants;
- Number of staff to be recruited in each job position;
- Number of job vacancies to be recruited for ethnic minorities (if any), in which clearly defined criteria and ethnic structure are to be recruited;
- Number of job positions to be recruited (if any) for each target group: People who commit to volunteering to work for 5 years or more in areas with extremely difficult socio-economic conditions; learners according to the recruitment regime according to the provisions of the Law on Education, after graduating to work in the locality where they are sent to study; excellent graduates, talented young scientists;
- Standards and conditions for registration for each job position;
- Form and content of entrance examination or examination;
- Other contents (if any).
The recruitment plan when recruiting for the group of excellent graduates and talented young scientists shall comply with the Government's regulations on policy on attracting and creating cadres from excellent graduates and young scientists.
