According to Article 3 of the Ordinance on incentives for people with meritorious services to the Revolution 2020, subjects eligible for incentives for people with meritorious services to the Revolution include:
- People who contributed to the revolution include:
+ People who participated in revolutionary activities before January 1, 1945;
+ Revolutionary activists from January 1, 1945, to the August uprising in 1945;
+ Martyrs;
+ Vietnamese heroic mothers;
+ Hero of the People's Armed Forces;
+ Labor Hero during the resistance period;
+ War invalids, including class B war invalids recognized before December 31, 1993; policy beneficiaries such as war invalids;
+ Sick soldiers;
+ Resistance activists are infected with toxic chemicals;
+ People who participate in revolutionary activities, resistance wars, protect the Fatherland, or perform international duties are imprisoned or exiled by the enemy;
+ People who are active in the resistance war to liberate the nation, protect the Fatherland, and perform international duty;
+ People who contributed to helping the revolution.
- Relatives of people who have contributed to the revolution include biological fathers, biological mothers, spouses, children (biological children, adopted children), and people who have contributed to raising martyrs.
According to Article 5 of the Ordinance on incentives for people with meritorious services to the Revolution 2020, depending on each subject, people with meritorious services to the revolution and relatives of people with meritorious services to the revolution are entitled to the following main incentives:
- Monthly allowance, monthly allowance, one-time allowance;
- Other Incentivess include:
+ Health insurance;
+ Health recovery nursing;
+ Provide assistive devices, orthopedic devices, and necessary rehabilitation equipment and devices as directed by an orthopedic or rehabilitation facility belonging to the labor, war invalids and social affairs sector or a provincial hospital or higher;

+ Priority is given to allocating or leasing land, water surface, and sea surface; Prioritize forest protection and development contracts;
+ Preferential loans for production and business;
+ Tax exemption or reduction according to the provisions of law.
Principles for implementing policies and incentives for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution according to Article 6 of the Ordinance on incentives for people with meritorious services to the Revolution 2020 are as follows:
- Taking care of the health, material, and spiritual lives of people who have contributed to the revolution and relatives of people who have contributed to the revolution is the responsibility of the State and society. The State encourages organizations and individuals to pay attention, help, and implement policies and incentives for people with meritorious services to the revolution.
- The Incentives for people with meritorious services to the revolution and relatives of people with meritorious services to the revolution must be determined and adjusted in accordance with the socio-economic conditions of the country in each period; ensure that the living standards of people with meritorious services to the revolution are equal to or higher than the average level of the residential community.
- People who have contributed to the revolution and belong to many subjects are entitled to benefits and allowances from many subjects; For service allowances and Incentivess specified in Clause 2, Article 5 of the Ordinance on incentives for people with meritorious services to the Revolution 2020, only the highest level of a Incentives will be enjoyed.

+ Relatives of two or more people who have contributed to the revolution are entitled to a maximum of two monthly death benefits, except for the case specified in Point a, Clause 3, Article 16 of the Ordinance on incentives for people with meritorious services to the Revolution 2020;
+ Relatives of a martyr who are also relatives of two or more people who have contributed to the revolution are entitled to the monthly death benefit of a martyr and the monthly death benefit of a person who has contributed to the revolution;
+ Relatives of two or more martyrs who are also relatives of people who contributed to the revolution will receive monthly death benefits for relatives of martyrs according to the provisions of Point a, Clause 3, Article 16 of the Ordinance on incentives for people with meritorious services to the Revolution 2020
+ Relatives of a person who has contributed to the revolution and that person belongs to two or more categories of people who have contributed to the revolution are entitled to a monthly death benefit of one category;
+ Children of people who contributed to the revolution are 18 years old or older if they have received monthly death benefits while studying at a vocational education institution or university education institution or are receiving monthly survivor benefits while studying at a vocational education institution or higher education institution but drop out or are forced to drop out of school, they will not be entitled to monthly survivor benefits.
- Relatives of people with meritorious services to the revolution who are entitled to an additional monthly survivor allowance will receive a monthly survivor allowance.
