Regarding this issue, LawNet would like to answer as follows:
Kind Heart Foundation is a charity fund, operating not for profit, on the principle of self-funding, operating with the purpose of supporting troubleshooting caused by natural disasters, fires, epidemics, accidents, other disadvantaged and disadvantaged groups need social support and participate in supporting and encouraging the development of a number of other fields according to the provisions of law, contributing to the implementation of our country's social security policy.

The following subjects will receive support and sponsorship from the Kind Heart Foundation:
- Poor households, policy families, families with contributions to the revolution, families in particularly difficult circumstances, experiencing problems due to natural disasters, fires, epidemics, and accidents nationwide ;
- Lonely elderly and orphans;
- Vietnam heroic mother;
- Boarding students in remote areas;
- Patients with serious diseases;
- Organizations, individuals, and households still facing difficulties need help and support in building infrastructure and materials in some areas.
(culture, education, health, fitness, sports, science, agriculture, rural areas and community development purposes) according to the provisions of law;
- Other subjects decided by the Fund Management Council in accordance with the Fund's principles, operating purposes and provisions of law.

The Charity Fund has the following rights:
- Organize and operate according to the Charter recognized by competent state agencies and according to the provisions of law;
- Mobilize donations and sponsorships for the Fund; Receive assets sponsored, donated, or donated by domestic and foreign individuals and organizations, or in other forms, in accordance with the Fund's principles and purposes and the provisions of law. Organize activities according to the provisions of the law to preserve and grow Fund assets;
- Establish and manage affiliated legal entities according to the provisions of law in accordance with the principles, purposes, and charter of the Fund;
- Have the right to complain according to the provisions of law;
- The Fund is allowed to coordinate with individuals and organizations to mobilize donations and sponsorships for the Fund or to implement specific schemes and projects of the fund according to the provisions of the law.
- Coordinate with localities, organizations, and individuals that need assistance to develop and implement funding projects according to the Fund's operating purposes.

The obligations of the Kind Heart Foundation include:
- The Fund operates in any field that is subject to state management of that industry or field and can only receive and mobilize funding within the scope of operations according to the Fund's Charter;
- Make grants according to the requests of authorized individuals and organizations in accordance with the Fund's purposes;
- Store and be responsible for providing complete records, vouchers, and documents on the Fund's assets and finances; resolutions and minutes on the Fund's activities to competent state agencies according to the provisions of law;
- Use assets and finances economically and effectively according to the Fund's purposes; pay taxes, fees, and charges and implement accounting, auditing, and statistical regimes according to the provisions of law; must register for a tax code and declare taxes according to the provisions of tax law;
- Subject to inspection, examination, and supervision by state agencies, sponsoring organizations, individuals, and the community according to the provisions of the law. Responsible for resolving complaints and denunciations within the Fund and reporting settlement results to competent state agencies;
- Every year, the Fund is responsible for publicizing contributions on the mass media before March 31;
- When changing the headquarters or the Fund Director, it must report to the Ministry of Home Affairs;
- Every year, the Fund must report its organizational, operational, and financial situation to the Ministry of Home Affairs, the Ministry of Finance, and agencies managing the sectors and fields of operation of the Fund and report to the Hanoi People's Committee before December 31;
- Implement decisions of competent state agencies related to the organization and operations of the Fund and other obligations according to the provisions of law and the Fund's Charter.
