Regarding this issue, LawNet would like to answer as follows:

1. Who are veterans?

According to Article 2 of the Ordinance on Veterans and Vietnam Veterans Association 2005, veterans are citizens of the Socialist Republic of Vietnam who have joined the armed unit to fight against foreign invaders for national liberation, perform international duties, build and defend the Fatherland, have retired, changed branches, served, or been discharged from the army, including:

- Cadres and soldiers who joined armed units organized by the Communist Party of Vietnam before the August Revolution in 1945;

- Officers and soldiers of the Vietnam People's Army are the main force, local soldiers, border guards, and special forces have participated in the resistance war against foreign invaders to protect the Fatherland and perform international tasks;

- Cadres, soldiers, militia, self-defense forces, guerrillas, and members of the armed forces working group in the temporarily occupied areas have participated in the fight against foreign invaders to protect the Fatherland;

- Defense workers who have participated in fighting and serving in the fight against foreign invaders to protect the Fatherland;

- Officers and soldiers of the Vietnam People's Army, militia, and self-defense forces who have participated in combat, directly served in combat, and officers and professional soldiers who have completed their tasks during the period of national construction and defense.

The State and people honor, recognize, and appreciate the great sacrifices and contributions of veterans in the resistance wars against foreign invaders for national liberation, performing international tasks, building and defending the Fatherland.

2. Policies for Veterans in Vietnam

Policies for Veterans in Vietnam under Article 6 of the Ordinance on Veterans and Vietnam Veterans Association 2005 is as follows:

- The State has a policy to take care of the material and spiritual lives of Veterans; gather, motivate, and promote the potential of Veterans; create conditions for Veterans to continue to promote the nature and tradition of "Bộ đội Cụ Hồ", and actively participate in contributing to the cause of building and defending the socialist Vietnamese Fatherland.

- The State encourages domestic and foreign organizations and individuals to support investment in the construction of centers for treatment, health rehabilitation, and charity activities for Veterans.

- In each period, the State promulgates specific policies and benefits for Veterans in accordance with the socio-economic situation of the country.

3. Rights and obligations of Veterans in Vietnam

The rights and obligations of Veterans under Articles 7 and 8 of the  Ordinance on Veterans and Vietnam Veterans Association 2005 are as follows:

* Rights of Veterans

- Veterans who have rendered meritorious services to the revolution are entitled to preferential regimes in accordance with the law on incentives for people with meritorious services to the revolution and other relevant laws.

- Veterans are given priority to create jobs, allocate land, allocate forests, allocate water surface for production and business and participate in socio-economic development projects according to the Government's regulations.

- Poor veterans are given priority to borrow loans from policy banks and other preferential capital sources for production and business for the purpose of hunger eradication and poverty alleviation; health insurance cards; and other policies for the poor.

- Veterans who have reached the end of their working age, are lonely, have no support, and have no source of income, are received and cared for by the State and society at social nurturing centers.

- When a veteran dies, local authorities, military agencies, and mass organizations shall coordinate with the Vietnam Veterans Association and their families to organize funerals and receive burial money according to the Government's regulations.

- Veterans may join the Vietnam Veterans Association, Veterans Affairs Committee in accordance with the Association's Charter and the law.

* Obligations of Veterans:

- Veterans must promote the revolutionary tradition and be loyal to the Communist Party of Vietnam and the socialist Vietnamese Fatherland; participate in the protection of independence, sovereignty, unity, territorial integrity, national security, and the interests of the nation.

- Veterans must be exemplary in performing their civic duties by studying, propagating, and mobilizing people and their families to abide by the Party's guidelines and policies and the State's laws.

- Veterans have the responsibility to actively participate in the implementation of the law on grassroots democracy; participate in reconciliation, contribute to building the great unity bloc of the whole nation, and successfully carry out the task of national construction and defense.

- Veterans have the responsibility to actively participate in socio-economic development, contributing to maintaining security, social order, and safety, and preserving and promoting the national cultural identity.
