According to Article 3 of Resolution 130/2020/QH14, the peacekeeping forces of the United Nations are the forces of UN member states that are deployed to participate in UN peacekeeping activities with the aim of maintaining and preserving peace and security in countries and regions experiencing conflicts worldwide, as determined by the UN Security Council and under the management of the United Nations.

2. Principles of participation in the United Nations peacekeeping forces under the law in Vietnam

The principles of participation in the United Nations peacekeeping forces, according to Article 4 of Resolution 130/2020/QH14, are as follows:

- Subject to the absolute leadership, in all aspects, of the Communist Party of Vietnam; decisions of the National Defense and Security Council; the leadership of the President and the state management of the Government.

- Comply with the Constitution and laws of Vietnam; comply with the United Nations Charter, international law, and international conventions of which the Socialist Republic of Vietnam is a member.

- Ensure independence, autonomy, peace, friendship, cooperation, and development; be in line with the national interests, people, conditions, and capabilities of Vietnam; and respect the sovereignty and territorial integrity of other countries.

- Only participate in activities to support post-war recovery, maintain peace after conflicts, and serve humanitarian purposes based on the UN's recommendations.

- Only deploy in countries or regions where the United Nations has established missions and at UN agencies.

3. Forms and areas of participation in the United Nations peacekeeping forces

The forms and areas of participation in the United Nations peacekeeping forces, according to Article 5 of Resolution 130/2020/QH14, are as follows:

- Forms of participation include:

+ Individuals;

+ Units.

- Areas of participation include:

+ Advisory;

+ Logistics;

+ Engineering;

+ Information, communication;

+ Medical;

+ Police;

+ Military checkpoints;

+ Military observers;

+ Election observers and monitors;

+ Other areas as decided by the National Defense and Security Council.

4. Duties and powers of individuals and units participating in UN peacekeeping activities under the law in Vietnam

The duties and powers of individuals and units participating in UN peacekeeping activities, according to Article 7 of Resolution 130/2020/QH14, are as follows:

- Individuals and units participating in UN peacekeeping activities have the following duties:

+ Carry out tasks within the participating areas assigned by the UN, according to agreements between Vietnam and the UN;

+ Provide advice to the competent authorities of Vietnam on enhancing the capacity to participate in UN peacekeeping forces and other related areas;

+ Protect the position and reputation of Vietnam; promote the historical, cultural, and image values of the country and its people; respect the laws, authorities, people, and cultures, customs, and practices of the countries and regions where Vietnam's forces participate;

+ Carry out other tasks assigned by the competent authorities of Vietnam.

- Individuals and units participating in UN peacekeeping activities have the following powers:

+ Use weapons, explosives, support tools, equipment, and vehicles provided by Vietnam and the UN in accordance with regulations to perform their tasks;

+ Other powers as stipulated by Vietnamese law, UN regulations, and agreements between Vietnam and the UN.
