- Vice Chairman of the Council includes:

+ Leaders of the Customs Departments of provinces and cities where the General Department of Customs chooses to organize the exam to grant the Customs Declaration Certificate;

- Vietnam Customs School is responsible for proposing the specific composition of the Exam Council on a practical basis.

Examination Council The Examination Council for the Certificate of Customs Clearance Profession has the following duties and powers:
- Instructions for registering for the exam, exam regulations, candidate profile, exam content, research, and reference documents (if any);
- Establish the Examination Board, Exam Proctoring Board, and Exam Marking Board based on the personnel proposals of the Departments and direct the activities of these boards in accordance with regulations.
- Inform the exam organization plan to candidates.
- Receive applications and make a list of candidates eligible to take the exam (Form No. 1).
- Organize the construction of exam question banks, evaluate exam questions, and select exam questions to ensure correct exam content according to regulations.
- Organize exams, mark exams (evaluate exam results), and mark re-examinations according to regulations.
- Prepare a list of exam results and notify candidates of exam results on the electronic information portal of the General Department of Customs, Vietnam Customs School, and Electronic Customs Newspaper and post it at the headquarters of provincial and city Customs Departments where contest applications are received.
- Submit to the leaders of the General Department of Customs for approval, and issue customs declaration certificates to candidates who meet the requirements.

Duties and powers of the members of the Examination Council for the Certificate of Customs Declaration are specified as follows:
(1) Chairman of the Examination Council
- Organize and perform the tasks of the Examination Council according to the provisions of Clause 3, Article 2 of this Regulation and direct the examination process.
- Decide to establish the Examination Committee, Exam Proctoring Committee, Examination Marking Committee, and other committees and groups under the Examination Council.
- Assign tasks to members of the Examination Council.
- Organize exam questions and select exam questions according to regulations and ensure confidentiality.
- Sign and approve notification of exam results.
- Sign the Customs Declaration Certificate for candidates who meet the requirements.
(2) Vice Chairman of the Examination Council
- Help the Chairman of the Examination Council prepare, organize, and perform the tasks of the Examination Council and manage work as assigned by the Chairman of the Examination Council;
- Help the Chairman of the Examination Council approve the list of candidates and send it to the Standing Examination Council;
- Help the Chairman of the Examination Council confirm the exam registration form and other documents as assigned and authorized by the Chairman of the Examination Council;
- Help the Chairman of the Examination Council guide, monitor, urge, and check the process of setting exam questions, invigilating exams, organizing exams, and marking exams.
(3) Examination Council Secretariat
- Announce exam plans and receive exam applications from exam registrants;
- Organize the receipt of test papers and related documents; type the code; check the test scores; and carry out procedures for transferring them to the Examination Board;
- Organize delivery and receipt of exam papers, match beats, prepare score tables, and summarize exam results to report to the Exam Council;
- Prepare records, documents, and logistics for the Examination Council; record minutes of meetings of the Examination Council;
- Perform other tasks assigned by the Chairman of the Examination Council.
(4) Exam Council members: carry out tasks assigned by the Exam Council Chairman.
