When traveling home by train, who is eligible for a discount on the ticket price in Vietnam? (Internet image)
According to Article 24 of Decree 65/2018/ND-CP, Point b of Clause 2 of Article 12 of Decree 28/2012/ND-CP, and Clause 1 of Decree 06/2011/ND-CP, the following subjects are entitled to train ticket exemption and discount as follows:

The ticket discount is applied based on the actual ticket price of the seat or type of train that the passenger uses. At the same time, depending on specific conditions and timeframes, passenger transportation businesses by rail may expand the scope of ticket exemptions and discounts and adjust the discount rates. |
In addition, according to Article 25 of Decree 65/2018/ND-CP, there are also other regulations related to ticket price exemption and reduction, as follows:
- Based on specific conditions and time, railway transport businesses can expand the subjects eligible for exemption and reduction of ticket prices for children depending on age and for other types of passengers; ticket discount according to business regulations.
- In case social policy beneficiaries traveling by train enjoy 02 or more ticket discount regimes, they will only enjoy the highest fare discount regime.
- People eligible for train ticket exemption and discount must present a certificate of eligibility along with identification documents when buying tickets and when traveling by train.
Pursuant to Article 2 of Circular 71/2011/TT-BGTVT, the elderly, when traveling by train, passenger seagoing ships or inland waterway vessels, may buy tickets at counters reserved for priority subjects.
At the same time, Article 5 of Circular 39/2012/TT-BGTVT also stipulates that people with disabilities when using public transport are given priority when buying tickets and arranging seats.
According to Article 15 of Decree 130/2021/ND-CP, a fine ranging from VND 1.000.000 to VND 3.000.000 shall be imposed when:
- Failing to prioritize selling tickets for persons with disabilities and the elderly;
- Failing of persons in charge as per the law to assist and arrange suitable seats for persons with disabilities and the elderly;
- Refusing to carry persons with disabilities or vehicles, equipment aiding persons with disabilities on public transport.
According to the regulation mentioned above, failing to prioritize selling tickets for persons with disabilities and the elderly may result in a fine ranging from 1,000,000 to 3,000,000 Vietnam Dong.
