Regarding this issue, LawNet would like to answer as follows:

1. What is VNPT Group?

Specifically, at Point a, Clause 1, Article 1 of the Charter issued together with Decree 25/2016/ND-CP regulating Vietnam National Posts and Telecommunications Group (referred to as VNPT Group) is a group of companies operating in the form of a parent company - subsidiary, without legal status, closely and long-term linked together in terms of economic, technological, and market benefits and other business services, including:

- Parent company - Vietnam Posts and Telecommunications Group (hereinafter referred to as VNPT) is a one-member limited liability company owned by the State according to Decision 955/QD-TTg dated June 24, 2010 (level I enterprise);

- Subsidiaries of VNPT (level II enterprises);

- Subsidiaries of level II enterprises;

- Affiliated companies and voluntarily affiliated companies of VNPT.

VNPT and businesses in the VNPT Group have legal status; have their own capital and assets; and have the right to possess and dispose of their assets according to the provisions of the law and the general agreement between enterprises in the VNPT Group.

2. Operational objectives and business lines of VNPT

Pursuant to Article 4 of the Charter issued together with Decree 25/2016/ND-CP stipulating the operational objectives and business lines of VNPT as follows:

- Operational goals

+ Organize production and business according to the planning, plans, and policies of the State; profit; preserve and develop State capital invested in VNPT and VNPT's capital invested in other enterprises; Complete other tasks assigned by the owner.

+ Build and develop VNPT Group into a strong, dynamic, efficient, modern state-owned economic group with domestic and international competitiveness; perform public duties well; contribute to promoting socio-economic development, national defense, and security; and serve as the core for Vietnam's telecommunications and information technology industries to develop rapidly and sustainably, compete, and integrate effectively into the international economy.

+ Participate in providing infrastructure and services to ensure communication to serve the direction and administration of Party and State agencies.

+ Maximize operational efficiency of VNPT Group.

- Main business lines of VNPT

+ Trade in telecommunications, information technology, and multimedia products and services.

+ Consult, survey, design, install, exploit, maintain, repair, lease works, telecommunications, and information technology equipment.

+ Research, develop, manufacture, produce, trade, export, and import telecommunications equipment and products, information technology, and multimedia communications.

- Related business lines of VNPT

+ Financial investment in the fields of telecommunications, information technology, and multimedia communications.

+ Advertising, market research, organizing conferences, seminars, and exhibitions related to main business lines; training and providing human resources in the fields of telecommunications, information technology, and multimedia communications.

+ Providing VNPT's existing office and real estate rental services.

- Business lines that VNPT is investing in that do not fall under Clause 2 and Clause 3, Article 4 of Decree 25/2016/ND-CP will be divested according to the roadmap approved by the Prime Minister.

- VNPT can add other business lines after being approved by the state owner.
