Regarding this issue, LawNet would like to answer as follows:

1. What is training ground?

Training ground is land used for public purposes, managed by the commune-level People's Committees, and used for combat readiness tasks, training, drills, contests, and sports festivals of the army, militia, and self-defense forces, and national defense and security education for pupils and students.

2. To review the current status of the land use of the training ground assigned to management and use by the Commune People's Committee in Vietnam

According to Article 6 of the of Joint Circular 21/2010/TTLT-BTNMT-BQP) stipulating the review of the current use of the land of the training ground assigned by the Commune People's Committee to manage and use as follows:

- Commune-level People's Committees are responsible for reviewing the land use of the training ground and reporting to the Division of Natural Resources and Environment and the People's Committee of the district   to synthesize and report to the Department of Natural Resources and Environment, the Military Command, and the People's Committee of the province where the land is located.

The content of the review must clearly identify the location and area of the assigned training ground that is being used for the right purposes; location and area of land used for improper purposes, and the location and area of land being encroached upon.

- Based on the results of the review of the current land use of the training ground according to the above regulations, the current state of the local land fund, and the plan to serve the tasks of combat readiness, training, drills, contests, sports festivals of militia and self-defense forces, and national defense and security education for pupils and students of local military agencies approved by competent authorities, the commune-level People's Committee proposes the land use demand for the training ground and synthesizes it into the commune-level land use master plan and plan.

- The review of the current status and proposed land use demand for training grounds shall be carried out during the formulation and adjustment of commune-level land use master plans and plans.

3. Regulations on the allocation of land for training ground in Vietnam

Provincial-level People's Committees shall base themselves on the master plans, plans on land use, and the demand for land use of the training grounds already approved by competent state agencies to decide on the allocation of training grounds to the commune-level People's Committees for management and use.

4. Reporting regime on land use management of training ground in Vietnam

- The regime of reporting on the management and use of sports grounds shall comply with the provisions of the law on land and the regulations of the Ministry of National Defense.

- The regime of reporting on the management and use of the land of the training ground assigned to the commune-level People's Committees for management and use and the leased land of the current users shall be implemented as follows:

+ Annually, the provincial People's Committee is responsible for reporting to the Ministry of Natural Resources and Environment and the Ministry of National Defense; military agencies at all levels shall have to report to the People's Committees of the same level on the management and use of training ground land assigned to the commune-level People's Committees for the management, use, and leased land of current users;

+ Time to report to the People's Committee of the commune before January 1 of the following year; report to the People's Committee of the district before January 15 of the following year: report to the People's Committee of the province before January 31 of the following year; report to the Ministry of Natural Resources and Environment and the Ministry of National Defense before February 15 of the following year.
