Regarding this issue, LawNet would like to answer as follows:

1. What is the Voice of Vietnam?

According to Clause 1, Article 1 of Decree 92/2022/ND-CP, the Voice of Vietnam is an agency directly controlled by the Government of Vietnam, the Vietnamese national radio broadcaster, a key multimedia agency tasked with propagating the policies of the Party and the laws of the state;

Contributes to educate and raise people's intellectual standards, serve the people's spiritual life by radio programs and other forms of press and multimedia communications.

2. Tasks and entitlements of the Voice of Vietnam

According to Article 2 of Decree 92/2022/ND-CP, the Voice of Vietnam shall fulfill tasks and entitlements prescribed in Decree 10/2016/ND-CP and Decree 47/2019/ND-CPP and the following specific tasks and entitlements:

- Develop long-term, medium-term and annual strategies, programs and plans and significant projects of the Voice of Vietnam, submit them to the Government and Prime Minister and organize the implementation thereof after being approved.

- Do researches and propose developing national standards and appealing to competent authorities to publish them; promulgate grassroots standards in accordance with regulations of law.

- Decide and be responsible for contents, programs and time limit for daily broadcasting on program channels of the Voice of Vietnam, coverage and target audience of internal and external information; direct and guide press agencies affiliated to the Voice of Vietnam to strictly comply with principles, purposes, tasks, directions of operation in accordance with regulations of law.

- Participate in formulating strategies, programming and plans for developing Vietnam's press system.

- Organize manufacture, transmission, broadcasting, publication and storage of radio and TV programs, electronic newspapers and printing newspapers in accordance with regulations of law.

- Manage and decide investment and construction projects within its competence in accordance with law; participate in verifying important projects and plans within its professions at the request of the Government of Vietnam or Prime Minister.

- Directly manage technical systems of the Voice of Vietnam specialized in manufacturing contents of domestic programs and international program channels; transmitting signals thereof on telecommunications infrastructures and broadband internet; broadcasting them via terrestrial and satellite radio modes; providing them on digital platforms of the Voice of Vietnam and others in accordance with regulations of law.

- Organize the conduct of research and application of scientific and technological progress and digital transformation in the operation of the Voice of Vietnam.

- Require international cooperation in terms of fields under the Voice of Vietnam's functions, tasks and powers in accordance with regulations of law.

- Implement the financial autonomy mechanism in accordance with law; in the special case, the Voice of Vietnam shall propose and cooperate with relevant ministries and agencies in developing regulations on the specific financial autonomy mechanism of the Voice of Vietnam and submitting them to competent authorities for promulgation thereof.

- Exercise rights and responsibilities of representing the state owners for enterprises established by the Voice of Vietnam and for capital contributions in enterprises in accordance with law.

- Decide and direct the execution of programs for administrative reform of the Voice of Vietnam according to targets and contents of the programs for state administrative reform approved by the Government and Prime Minister of Vietnam.

- Organize professional training in journalism in accordance with regulations of law.

- Manage its organizational apparatus, officials and workers; organize appointment, re-appointment, transfer, rotation, dismissal, training, refresher training, commendation and disciplinary actions; implement the salary regime and other regimes and policies for public employees and workers under their management as prescribed by law.

- Manage and use public property and budgets in accordance with law on state budget, law on management and use of public property and related laws.

- Organize activities of providing services as prescribed by law.

- Report to the Government, the Prime Minister, the Ministry of Information and Communications and competent agencies in accordance with law.

- Perform other tasks and entitlements assigned by the Government or Prime Minister in accordance with law.
