2. Principles of organization and operation of Vietnam Veterans Association

Articles 9 and 10 of the Ordinance on Veterans and Vietnam Veterans Association 2005 stipulate the principles of organization and operation of the Vietnam Veterans Association as follows:

- Vietnam Veterans Association is organized on a voluntary basis.

- The Vietnam Veterans Association operates according to the lines and policies of the Party, the laws of the State and the Association's Charter.

- Vietnam Veterans Association is organized from the central to the grassroots level, including:

+ The Central Vietnam Veterans Association

+ Provincial Veterans Associations and Centrally Managed Cities;

+ Veterans Associations of districts, towns and provincial cities;

+ Veterans Association of Communes, Wards, and Towns

- In agencies, organizations, units, and enterprises, there is an appropriate organization of Veterans operating under the provisions of this Ordinance and the Association's Charter.

3. What are the duties of the Vietnam Veterans Association?

Pursuant to Article 11 of the Ordinance on Veterans and Vietnam Veterans Association 2005, the Vietnam Veterans Association has the following tasks:

- Participate in building and protecting the Party, government and socialist regime;

- Fight against all plots and destructive activities of hostile forces;

- Fight against views that contradict the party's lines and policies, as well as state laws;

- Implement the provisions of the law on democracy at the grassroots, fight against bureaucracy, corruption, waste and social evils;

- Monitor the activities of state agencies, cadres, and civil servants in accordance with the law.

- Participate in socio-economic development, consolidating national defense and security;

- Make recommendations to state agencies and local authorities on formulating and organizing the implementation of policies and laws related to Veterans and Veterans' Associations.

- Gather, unite, and encourage veterans to practice and preserve their revolutionary morals and qualities; improve their political bravery; understanding of the party's lines and policies, as well as state laws; knowledge of the economy, culture, science, and technology; and performance of civic duties.

- Gather servicemen who have completed their military service to continue promoting the tradition of "Uncle Ho's Army" through club organization, the Veterans Affairs Liaison Committee, and grassroots revolutionary movements.

- Organize care and assistance for war veterans in order to improve their material and spiritual lives, develop family economies, eliminate hunger, reduce poverty, and become legally wealthy; organize gratitude activities for veterans in order for them to assist one another in life.

- Defend veterans' legitimate rights and interests through propaganda, distribution, legal education, advice, and legal aid for veterans.

- Conduct people-to-people diplomacy activities, contributing to the implementation of the Party and State's foreign policy and guidelines.

- Coordinate with the Ho Chi Minh Communist Youth Union, other member organizations of the Vietnam Fatherland Front, military agencies to educate traditional patriotism, revolutionary heroism, self-reliance, self-reliance for the young generation.
