- Land for training grounds is land used for public purposes managed by the commune-level People's Committee and used for combat readiness tasks, training, drills, contests, sports festivals of the army, militia, and self-defense forces, and defense and security education for pupils and students.

The coordination in the management and use of training grounds must comply with the principles specified in Article 4 of Joint Circular 21/2010/TTLT-BTNMT-BQP, specifically as follows:
- Defense land for training grounds shall be used for general use by military units, militia, and self-defense forces, and for defense and security education for pupils and students, except for special cases prescribed by the Ministry of National Defense.
The management and use of defense land for training grounds shall comply with the provisions of the law on land.
- In case the defense land does not meet enough demand to serve the tasks of combat readiness, training, exercises, contests, and sports festivals of the militia and self-defense force, and national defense and security education for students, provincial-level People's Committees are responsible for allocating land for training grounds and assigning it to commune-level People's Committees of localities where the land is located for management and use according to plans of local military agencies already approved by competent agencies. approval.
- The management and use of training ground land assigned by the commune-level People's Committees to manage and use is as follows:
+ It must be consistent with the commune-level land use master plan and plans already approved by a competent state agency;
+ In addition to the period of use for the purpose of training ground, the People's Committee of the commune may combine organizing the exploitation and use of this land fund for other local public purposes;
+ The exploitation and use of training ground land for other local public purposes does not affect the duty of combat readiness, training, maneuvers, competitions, sports festivals, and national defense and security education for pupils and students; it does not change the structure, deform the terrain, or hinder the activities of combat readiness, training, maneuvers, contests, and sports festivals.
- In case the locality does not have enough land to build a training ground, when there is a need, local military agencies at all levels may agree to lease land from people currently using it for training grounds and are responsible for paying land rent and compensation for land users caused by the land lease (if any), are also responsible for returning the leased land on time according to the signed contract in accordance with the provisions of the law on land and the law on civil.
Specifically, Article 8 of Joint Circular 21/2010/TTLT-BTNMT-BQP, stipulates the reporting regime on the management and use of training grounds as follows:
- The regime of reporting on the management and use of sports grounds shall comply with the provisions of the law on land and the regulations of the Ministry of National Defense.
- The regime of reporting on the management and use of the land of the training ground assigned to the commune-level People's Committees for management and use and the leased land of the current users shall be implemented as follows:
+ Annually, the provincial People's Committee is responsible for reporting to the Ministry of Natural Resources and Environment and the Ministry of National Defense; military agencies at all levels shall have to report to the People's Committees of the same level on the management and use of training ground land assigned to the commune-level People's Committees for the management, use, and leased land of current users;
+ Time to report to the People's Committee of the commune before January 1 of the following year; report to the district-level People's Committee before January 15 of the following year: report to the provincial-level People's Committee before January 31 of the following year; report to the Ministry of Natural Resources and Environment and the Ministry of National Defense before February 15 of the following year.
