According to the Law on Organization of the National Assembly 2014, the National Assembly shall hold its sessions in public.
The National Assembly may, when necessary and at the proposal of the President, Standing Committee of the National Assembly, Prime Minister or by at least one-third of the total number of National Assembly deputies, decide to conduct a closed session.
The National Assembly shall hold two regular sessions a year.
The National Assembly shall hold an extraordinary session when so requested by the President, Standing Committee of the National Assembly, Prime Minister or at least one-third of the total number of National Assembly deputies.
The National Assembly shall discuss and decide on matters falling within its tasks and powers at its sessions according to the procedures provided in the Rules on National Assembly sessions and other related laws.
According to Resolution 102/2015/QH13 promulgating the Regulations of the National Assembly session,
the National Assembly session is the main form of activity of the National Assembly.
At the session, the National Assembly discusses and decides on issues within its duties and powers in accordance with the law.
The National Assembly holds regular meetings twice a year. The mid-year session opens on May 20; the year-end meeting opens on October 20.
In the event that May 20 and October 20 coincide on a Friday of a week or a holiday as prescribed by law, the opening date of the meeting is the next working day.
In case of force majeure, the meeting cannot be held at the above times. The opening date of the meeting shall be decided by the Standing Committee of the National Assembly.
The opening date of the first session of each National Assembly term shall be decided by the Standing Committee of the previous National Assembly within 60 days from the date of the election of National Assembly deputies.
The Opening Date of the Last Session of the Term and the Extraordinary Session of the National Assembly shall be decided by the Standing Committee of the National Assembly.
The President of the National Assembly opens and closes the session. At the first session of each National Assembly, the President of the previous National Assembly opens the session.
According to Resolution 102/2015/QH13, based on laws and resolutions of the National Assembly, ordinances and resolutions of the National Assembly Standing Committee, proposals of the President, Prime Minister, Central Committee of the Front Vietnam Fatherland, Chief Justice of the Supreme People's Court, Chief Procurator of the Supreme People's Procuracy, State Auditor General, Ethnic Council, Committee of the National Assembly and National Assembly deputies, Standing Committee The National Assembly plans the agenda of the National Assembly session.
The proposed agenda of the session of the National Assembly shall be sent to the National Assembly deputies, concerned agencies and organizations for comments no later than 30 days before the opening of the session for the regular session and no later than 07 days before the opening of the meeting for an extraordinary meeting.
The agenda of the session of the National Assembly shall be considered and approved by the National Assembly at the preparatory meeting in the following order:
- The National Assembly Standing Committee shall report on the explanation, acceptance, and revision of the proposed program of the National Assembly session.
At the first session of each National Assembly, the Standing Committee of the previous National Assembly shall report on the explanation, acceptance, and revision of the proposed program of the National Assembly session;
- The National Assembly considers and approves the agenda of the National Assembly session.
In case of necessity, at the request of the President, the Prime Minister, the Central Committee of the Vietnam Fatherland Front, the Chief Justice of the Supreme People's Court, the Chief Procurator of the Supreme People's Procuracy, the State Auditor General, the Ethnic Council, the Committee of the National Assembly, and National Assembly deputies, the Standing Committee of the National Assembly shall submit them to the National Assembly for consideration and decision on amendments and supplements to the agenda of the National Assembly session in the following order:
- The National Assembly Standing Committee shall submit to the National Assembly amendments and supplements to the agenda of the National Assembly sessions;
- The National Assembly considers and approves amendments and supplements to the agenda of the National Assembly sessions.
The agenda of the National Assembly session, the amendment and the supplement to the program of the National Assembly session must be approved by more than half of the total number of National Assembly deputies.
In the event that it is necessary to adjust the implementation time of the contents of the agenda of the session already approved by the National Assembly, the Standing Committee of the National Assembly shall decide and report to the National Assembly.
