1. What is the Government Inspectorate?

The Government Inspectorate is the Government's ministerial-level agency, performing the state management functions of inspection, citizen reception, complaint and denunciation settlement, and anti-corruption nationwide; carries out inspection activities, settles complaints and denunciations, and prevents and combats corruption in accordance with law.

2. Organizational structure of the Government Inspectorate

Specifically, according to Article 3 of Decree 50/2018/ND-CP, the organizational structure of the Government Inspectorate is as follows:

(8) Department of Inspection, Complaints, and Denunciation of Internal Affairs and General Economy (Case II)

(9) Department of Inspection, Settlement of Complaints, and Denunciations of the Cultural and Social Sector (Case III)

(10) Department of Inspection and Settlement of Complaints and Denunciations Area 1 (Department I)

(11) Department of Inspection, Settlement of Complaints, and Denunciations Area 2 (Department II)

(12) Department of Inspection, Settlement of Complaints, and Denunciations Area 3 (Department III)

(13) Department of Anti-Corruption (Department IV)

(14) Central Citizen Reception Board

In there:

The units specified from (1) to (14) are the units that assist the Government Inspector General in performing the state management function; the units specified from (15) to (19) are non-business units.

The Legal Department and the Department of International Cooperation have 02 departments; Department of Planning - General and the Department of Supervision, Evaluation, and Handling after Inspection have 03 divisions; The Department of Organization and Personnel has 04 divisions; The office has 05 divisions; Department I, Department II, Department III have 04 divisions; and Department IV, Central Citizen Reception Board has 05 divisions.

The Central Committee for Citizen Reception has its own seal and has a permanent department at the Citizen Reception Headquarters of the Central Committee of the Party and State in Ho Chi Minh City.

The Government Inspector General stipulates the functions, tasks, powers, and organizational structure of the departments, agencies, and units directly under the Government Inspectorate.

3. Tasks and powers of the Government Inspectorate in anti-corruption in Vietnam

In the fight against corruption in Vietnam, the Government Inspectorate has the following tasks and powers:

- To organize, direct, and guide the inspection of the implementation of the provisions of the law on anti-corruption and anti-corruption in the inspection work;

- To inspect the implementation of the anti-corruption law at ministries, ministerial-level agencies, government-attached agencies, and provincial-level People's Committees under the competence or direction of the Prime Minister; to actively coordinate with agencies and organizations in detecting acts of corruption; to inspect cases showing signs of corruption; to urge the handling of people who commit corrupt acts according to the provisions of law and according to the decentralization of management of cadres of the Party and the Government;

- To assume the prime responsibility for, and coordinate with competent state agencies in, building a common data system on anti-corruption;

- To coordinate with the State Audit, the Ministry of Public Security, the Ministry of National Defense, the Supreme People's Procuracy, the Supreme People's Court, and the Central Committee for Internal Affairs in providing and exchanging information, documents, and experiences on anti-corruption work; synthesize, evaluate, and forecast the corruption situation; and recommend policies and solutions to prevent and combat corruption.
