Subjects participating in health insurance under the management of the Ministry of National Defense, cipher organizations and relatives of active-duty soldiers, relatives of cipher workers and other persons working in the Government Cipher Committee, relatives of defense workers and public employees specified in Clause 1, Article 1; Clause 13, Clause 15, Article 3; Clause 3, Article 4; and Clause 1, Clause 3, Article 6 of Circular 143/2020/TT-BQP, including:
(1) Group of employees and employers paying for health insurance
- Civil servants, workers, and defense officers.
- Employees working under indefinite-term labor contracts or labor contracts with a term of three months or more in agencies and units under the Ministry of National Defense.
- Other people working in the Government Cipher Committee.
- Young intellectuals volunteer as prescribed in Decision 174/QD-TTg 2010.
(2) Health insurance paid by the state budget
- Students of national defense and security according to Decision 607/QD-TTg in 2014; trainees who train military cadres of the Commune Military Command (centralized system) according to Decision 799/QD-TTg in 2011 are enjoying living expenses from the state budget but have not participated in health insurance.
- International military students who are studying at academies, schools, and training and training institutions in the Ministry of National Defense in accordance with international treaties and agreements to which Vietnam is a member.
or invited and sponsored by the State.
- Relatives of officers, professional soldiers, non-commissioned officers, and active-duty soldiers, including relatives of non-commissioned officers who are about to be discharged from the army, have decided to send them to train reserve officers (hereinafter collectively referred to as military relatives), including subjects complying with Points a, b and c, Clause 13, Article 3 of Decree 146/2018/ND-CP.
- Relatives of persons doing cipher work receive salaries similar to those of military personnel working in the Ministry of National Defense; Relatives of cipher cadets are entitled to regimes and policies according to the regimes and policies applied to students of military schools, including those who comply with Points a, b and c, Clause 13, Article 3 of Decree 146/2018/ND-CP.
(3) Groups supported by the state budget, including: Civilian students and students in military and cipher academies, schools.
(4) Groups where employers pay health insurance premiums, including:
- Relatives of defense workers and public employees currently serving in the Army include the subjects specified at Points a, b, and c, Clause 13, Article 3 of Circular 143/2020/TT-BQP.
- Relatives of the subjects specified at Point c, Clause 1, Article 1 of Circular 143/2020/TT-BQP, including the subjects specified at Point a, Clause 4, Article 1 of Circular 143/2020/TT-BQP.

Specifically, in Article 8 of Circular 143/2020/TT-BQP, stipulating the expiration date of the health insurance card of the Ministry of National Defense in Vietnam as follows:
- The expiration date of the health insurance cards of the subjects specified in Section 1 of this Article is as follows:
+ For the subjects specified at Points b and d, Clause 1, the health insurance card is valid from the 1st of the month following the month of Social Security until December 31 of that year. For the subjects specified at Points a and c, Clause 1, health insurance cards are valid for up to 24 months.
+ For the subjects specified at Points a and b, Clause 2: In the first school year, the expiry date is from the 1st of the month following the month Social insurance is received by the Ministry of National Defense with full dossiers and health insurance premium payment according to regulations until December 31 of the following year.
The expiration date of the following school years is up to 12 months from the date on which the Social Security Ministry of National Defense receives the complete application and health insurance premium payment as prescribed until December 31 of that year.
In the last year of the course, the expiration date is from the date on which the Ministry of National Defense Social Security receives the complete application and medical insurance premium payment as prescribed to the last day of the month ending the school year.
+ For the subjects specified at Points c and d, Clauses 2 and 4, within 24 months from the date of receipt of complete dossiers by the Ministry of Defense Social Security.
+ For the subjects specified in Clause 3:
In the first school year, the expiration date is from the date on which the Ministry of Defense's Social Insurance receives all the required documents and medical insurance premium payment until December 31 of the following year.
The expiration date of the following school years is up to 12 months, from the date on which the Social Insurance Ministry of National Defense receives the full payment of health insurance premiums and prescribed documents to December 31 of that year.
In the last year of the course, the expiration date is from the date on which the Ministry of National Defense Social Security receives the complete application and medical insurance premium payment as prescribed to the last day of the month ending the school year.

The subjects specified at Points c, d, Clause 2, Article 1 of Circular 143/2020/TT-BQP are relatives of non-commissioned officers, soldiers, and cipher students:
After medical examination, organization stabilization, payroll, and resume, the unit receives instructions on declaring, appraising, and making a list of relatives eligible to enjoy the health insurance regime, and reports to the Ministry of National Defense's Social Insurance.
The expiration date of a health insurance card is the corresponding period of active service for relatives of non-commissioned officers and soldiers in compliance with the Law on Military Service or 24 months for relatives of students of military schools and cipher students.
