1. What is the charter capital of MobiFone Telecommunications Corporation?

- Charter capital of MobiFone at the time of charter approval is: VND 15,000 billion (fifteen thousand billion VND).

- When increasing charter capital, MobiFone registers with the business registration agency, announces the adjusted charter capital, and carries out the procedures for adjusting charter capital in accordance with the law.

(Article 5 of the Charter of Organization and Operation of MobiFone Telecommunications Corporation issued together with Decision 1524/QD-BTTTT)

2. Rights of MobiFone Telecommunications Corporation in Vietnam

Rights of MobiFone Telecommunications Corporation in Vietnam include:

(1) Right to capital and property

- Possessing, using, and disposing of capital and assets of MobiFone for business, investment, and exercise of lawful rights and interests in MobiFone's assets.

- Managing and using the properties and resources allocated or leased by the State as land and natural resources in accordance with the law on land and natural resources.

- The State does not transfer capital invested by the State in MobiFone or the capital and assets of MobiFone by non-payment method, except in the case of a decision to reorganize MobiFone or implement the goal of providing public products and services.

(2) Business rights and business organizations

- Actively organizing production, business, and business cooperation activities; deciding the internal mechanisms of MobiFone.

- Doing business in the lines and trades stated in the Certificate of Business Registration and other industries and trades that are not prohibited by law; deciding to expand the scale and business lines according to the capabilities and demands of the domestic and foreign markets in accordance with the provisions of this Charter and the provisions of law.

- Participating in the provision of public services of the State; other programs, schemes, and projects of the State as prescribed.

- Deciding on the purchase and sale prices of products and services, except for public products and services and products and services regulated by the State.

- Deciding on investment projects in accordance with the provisions of the law on investment and this Charter.

- Deciding to use the capital and assets of MobiFone for joint ventures, associations, and capital contributions to other enterprises; hiring or purchasing part or the whole of other domestic and foreign enterprises; financial investment in other enterprises; and deciding to hold, increase, or decrease capital in other enterprises in accordance with law.

- Deciding on the establishment, reorganization, and dissolution of representative offices and affiliated units; decided to establish, reorganize, dissolve, and request bankruptcy of a one-member limited liability company with 100% charter capital held by MobiFone after being approved by the Ministry of Information and Communications of Vietnam.

- Selection and signing of labor contracts; hiring, arranging, employing, training, rewarding, disciplining, and terminating labor contracts.

- Promulgating internal management regulations for MobiFone to ensure that business operations and the performance of public duties do not contravene the provisions of law and the content of this Charter.

- Actively applying modern science and technology to improve management efficiency, business performance, and competitiveness.

- Developing, promulgating, and applying standards, processes, and economic and technical norms; deciding on the salary scale, table, wage unit price, grade increase, and change salary grade; selecting forms of salary and bonus for employees on the basis of ensuring the business efficiency of MobiFone, in accordance with the provisions of law.

- Participating in activities in international organizations on telecommunications and information technology in accordance with law; business negotiation, transaction, cooperation, and joint venture with domestic and foreign partners and customers; and deciding to send representatives of MobiFone, officers, and employees of MobiFone abroad to work, study, visit, and survey.
