2. What are the organizations and individuals entitled to request for issuance of copies from master registers in Vietnam?

According to Article 16 of Decree 23/2015/ND-CP, organizations and individuals entitled to request for issuance of copies from master registers includes:

- Organizations and individuals that are issued with originals

- Legal representatives, persons authorized by organizations, individuals

- Parents, children; spouses, sisters, brothers; successors to deceased holders of originals.

3. Procedures for issuance of copies from master registers in Vietnam

Procedures for the issuance of copies from master registers in Vietnam are specified in Decision 1024/QD-BTP in 2018, specifically as follows:

3.1. Application for issuance of copies from master registers

- If submitting directly, present the original or a certified true copy of a valid ID card or passport.

- If the requester sends a certified true copy of a valid ID card or passport by postal mail, he or she must include a stamped envelope clearly stating the recipient's name and address, as well as a copy of the valid ID card or passport.

- In case the requester is the legal representative, the authorized representative of the individual or organization is granted the original; father, mother, child; couple; siblings; Other heirs of the original grantee, in case such person has died, must present papers proving their relationship with the original grantee.

3.2. Procedures for issuance of copies from master registers in Vietnam

Step 1: Submit the application

The person requesting the issue of a copy from the master register must present documents in support of the request for a copy from the master register.

The requester can submit the application directly to the agency or organization that keeps the original book or send a request by postal mail.

In case the requester for a copy of the original book sends it by mail, it must be enclosed with a certified copy of the papers as prescribed.

Step 2: Issuance of copies from master registers

On the day the agency or organization receives the request, or on the next working day, if the request is received after 15 hours. If the request for a copy of the original book is sent by mail, the time limit begins when the agency or organization receives a complete and valid dossier with a postmark.

- Agencies and organizations must base their copies on the original books, and the contents of the copies must correspond to the contents of the original books.

- If the original book is not found or there is no information on the content of the request for a copy, the agency or organization that is keeping the original book must respond to the requester in writing.

Step 3: Get the result

The person requesting a copy from the original book receives the results at the place of application or by post (if submitted by post).

3.3. Fee for issuance of copies from master registers

According to Decision 1024/QD-BTP, the issue of copies from the original book will not cost any.
