1. What is industrial mobilization?

Industrial mobilization means mobilizing part or all of the production and repair capacity of industrial enterprises outside the armed forces to manufacture and repair equipment for the Army.

Industrial mobilization was prepared during peacetime and mobilized practice in the cases of local mobilization, general mobilization, and during war.

(Article 1 of the Ordinance on Industrial Mobilization 2003)

2. Regimes with enterprises and workers in industrial encouragement in Vietnam

2.1. Regimes with enterprises in preparing industrial encouragement

In preparing for industrial mobilization, industrial enterprises are:

- Ensuring adequate and timely technology documents and equipment to complete the line;

- Ensuring timely receipt, correct type, quality, and quantity of materials during trial production and when manufacturing and repairing equipment to maintain line capacity;

- Payment and guarantee of funding on time;

- Enjoying other regimes and policies as prescribed by law.

2.2. Regimes with enterprises in industrial mobilization in Vietnam

* In industrial mobilization practice, industrial enterprises are:

- Securing means of transport when moving to a new location;

- Ensuring timely supplies, equipment, and funding;

- Tax and land incentives like defense industrial enterprises;

- Reduction or exemption of property liability as prescribed by law in cases where, due to the implementation of the decision on industrial mobilization, the economic, commercial, and civil contracts currently in force cannot be performed due to the implementation of the decision on industrial mobilization at the time of receiving the decision on industrial mobilization;

- Enjoying other regimes and policies as prescribed by law.

* At the end of industrial encouragement, industrial enterprises are:

- Ensuring the means of transport to the location before moving;

- Financial support to restore production.

2.2. The regime with workers in industrial encouragement in Vietnam

Employees who directly perform industrial mobilization tasks are exempt from public labor obligations during the period of industrial mobilization practice;

Employees who, during the rehearsal and practice of industrial mobilization, have an accident, illness, injury, death, or sacrifice are entitled to regimes and policies as prescribed by law.

(Articles 27, 28, 29 of the Ordinance on Industrial Mobilization 2003)

3. Guaranteed budget for industrial mobilization in Vietnam

- The State guarantees the budget for the task of industrial mobilization.

- State budget expenditures for the task of industrial mobilization must be managed and used for the right purposes, in accordance with the provisions of law, thriftily and efficiently.

- The budget for industrial mobilization shall be spent on the following works:

+ Surveying the production and repair capacity of industrial enterprises;

+ Completing production lines and repairing equipment to encourage industry;

+ Scientific research and application of scientific and technological advances in service of industrial encouragement;

+ Professional training for officials, workers, public employees, and other employees;

+ Activities to maintain production and repair capacity of industrial mobilization chains;

+ Stockpiling materials;

+ Training and drills of industrial mobilization;

+ Moving industrial mobilization chains;

+ Producing and repairing equipment when there is a decision on industrial mobilization;

+ Restoring production at industrial enterprises after completing the task of industrial mobilization;

+ Professional industrial mobilization;

+ Other jobs of industrial mobilization as prescribed by law.
