The database on higher education is one of the categories in the education and training database built and managed uniformly by the Ministry of Education and Training throughout the education sector.
Currently, the list of educational and training institutions includes:
- Database on preschool education.
- Database on general education.
- Database on continuing education.
- Database on higher education (applicable to higher education institutions and pedagogical colleges).
(Article 4 of Circular 42/2021/TT-BGDDT)
Education and training database is a digital collection of educational and training management information (including school data, classroom data, educational institution administrator data, teaching staff, faculty, and staff data; data on learners, data on educational programs, data on school facilities, and other related data) developed and managed by the Ministry of Education and Training. (Clause 1, Article 2 of Circular 42/2021/TT-BGDDT) |
Specifically, in Article 8 of Circular 42/2021/TT-BGDDT, the database on higher education has the following contents:
(1) Information on the network of higher education institutions includes: information about the educational institution, type of education, information about the head office, other headquarters (if any), branches (if any), organizational structure, school council, management board, scientific council, and other information as prescribed.
(2) Information on the list of training disciplines, including: fields, groups of industries, training disciplines each training institution is allowed to train, and other information as prescribed.
(3) Training program information includes: basic information about the training program; type of program; training course; type of training; output standards; and other information as prescribed.
(4) Staff information includes: basic information about educational institution managers, lecturers, staff, and researchers about general information, professional qualifications, training and retraining processes, programs and disciplines participating in teaching, commendation, discipline, computer skills, foreign languages, scientific background, and other information as prescribed.
(5) Learner's information includes: information about a resume, enrollment, learning process, learning results, training, diplomas, graduation, employment, and other information as prescribed.
(6) Scientific and technological information includes: a network of science and technology organizations, scientists, scientific and technological activities, scientific and technological products.
(7) Information on facilities and equipment in the higher education institution, including: basic information about conditions for ensuring facilities, teaching equipment, and other information as prescribed.
(8) Financial information includes: basic information about financial resources provided (revenue), expenditures, budget payment, fund appropriation, and other information as prescribed.
(9) Information on international cooperation and cooperation with enterprises, including: international cooperation programs and projects; staff and students who are foreigners; programs and projects to cooperate with enterprises in mobilizing resources for training and scientific research.
(10) Other information as prescribed by the Ministry of Education and Training and competent management agencies.
Types of higher education institutions in Vietnam:
- Public higher education institutions invested, maintained and represented by the State as the owner;
- Private higher education institutions invested and maintained domestic or foreign investors.
A non-profit higher education institution is one in which the investor declare that the institution does not run for profit as written in the decision to permit its establishment or conversion;
The investor will not withdraw capital or receive dividends; the annual accumulated profit shall be considered non-distributable property and will be used as reinvestment in such institution.
Only conversion from a private higher education institution to a non-profit private higher education institution is permitted.
