According to Article 21 of the Charter of the Communist Party of Vietnam 2011, the grassroots party organization is as follows:
- Grassroots party organization (base cell, grassroots party committee) is the foundation of the Party, the political nucleus at the grassroots.
- In communes, wards, and townships with three or more official party members, set up a grassroots party organization (under the district party committee).
In agencies, enterprises, cooperatives, non-business units, military units, police, and other units with three or more official party members, set up a party organization (base party organization or branch under the grassroots party committee); the immediate superior party committees consider and decide which party organization belongs to which superior level committees are appropriate; if there are not enough official party members (3), the superior party committees shall directly introduce party members to live at the appropriate grassroots party organizations.
- Organizing grassroots parties with fewer than thirty party members, to set up grassroots branches, and to have attached party groups.
- A grassroots party organization with thirty or more members, establishes a grassroots party committee, and has branches directly under the party committee.
- Before implementation, the lower level party committee must report to and receive approval from the immediate superior level committee in the following cases:
+ Establishing grassroots party committees in grassroots units with fewer than thirty party members.
+ Establishing a branch directly under the grassroots Party Committee with more than thirty party members.
+ Establishing a party division under the grassroots party committee.
Tasks of grassroots party organizations in Vietnam according to Article 23 of the Charter of the Communist Party of Vietnam 2011 include:
- To abide by the Party's lines and policies and the State's laws; set out the political guidelines and tasks of the party cell and leaders to implement effectively.
- To build a clean and strong political, ideological, and organizational Party cell and branch; strictly implement the principle of democratic centralism; improve the quality of party activities, exercise self-criticism and criticism, maintain discipline, and strengthen unity and unity within the Party; regularly educate, train, and manage cadres and party members, improve revolutionary moral qualities, combatability, knowledge level, and working capacity; do party development work.
- To lead the construction of the government, economic, administrative, non-business, national defense, and security organizations, as well as political and social organizations that are clean and strong; strictly abide by the law, and promote the people's right to mastery.
- To have close contact with the people, take care of their material and spiritual lives, and protect their legitimate interests; lead the people to participate in formulating and implementing the Party's lines and policies and the State's laws.
- To inspect and supervise the implementation, ensuring that the Party's resolutions and directives and the State's laws are strictly observed; inspect and supervise party organizations and party members' observance of the Party's Charter.
The grassroots party committees, if authorized by their immediate superior level committees, may decide to admit and expel party members.
According to Article 22 of the Charter of the Communist Party of Vietnam 2011, the convening of congresses of grassroots party organizations is as follows:
- A congress of delegates or a congress of party members of a grassroots party organization convened by the grassroots committee every five years; it may convene earlier or later but not more than once a year.
- The congress discusses documents of superiors; evaluates the results of the implementation of the resolutions of the last term; decides on tasks for the next term; elects committees; and elects delegates to attend the superior party congress.
- When the Party Committee considers it necessary or when more than half of the Party organizations' affiliated organizations request it and are approved by the immediate superior, it shall convene an extraordinary congress of delegates or an extraordinary congress of party members.
Delegates to the Extraordinary Congress of Deputies are incumbent members at all levels, delegates who have attended the Party Committee congress at the beginning of the term, are living in the Party Committee, and are fully qualified. Attending the extraordinary party congress are members of that party committee.
- Party committees, grassroots branch committees meet regularly once a month; extraordinary meetings are held when needed.
- Grassroots Party Committees with nine or more members elect the standing committee; elect secretaries and deputy secretaries among the standing members; less than nine members elect only secretaries and deputy secretaries.
- The grassroots Party committee meets regularly twice a year; and holds extraordinary meetings when needed. The grassroots cell meets regularly once a month; and for extraordinary meetings when needed.
