According to Clause 5, Article 32, Circular 10/2024/TT-BTNMT:

In case a group of land users, or owners of assets attached to the land, and the Certificate of land use rights is issued to each member of the group, the details of the person issued the Certificate are recorded on each Certificate as prescribed in Clauses 1, 3, and 4, Article 32 of Circular 10/2024/TT-BTNMT; subsequently recording "Co-using land, co-owning assets attached to the land (or Co-using land or Co-owning assets attached to the land) with others". The QR code on the Certificate fully displays information about those who share the land use rights and ownership of assets attached to the land.

In case a group of land users, or owners of assets attached to the land, and a single Certificate is issued to a representative, the Certificate should record the information of the representative according to Clauses 1, 3, and 4, Article 32 of Circular 10/2024/TT-BTNMT; the subsequent line should read "representative for the land co-users" or "representative for the co-owners of assets attached to the land" or "representative for co-users of land and co-owners of assets attached to the land".

The QR code on the Certificate fully displays information about those who share the land use rights and ownership of assets attached to the land.

What is detailed guidance on reading information about land users on the land use right certificate under latest regulations in Vietnam?

According to Article 32 of Circular 10/2024/TT-BTNMT, the information about the land user, owner of assets attached to the land on the Certificate of land use rights, and ownership of assets attached to the land in Vietnam is guided as follows:

(1) For individuals not falling into the cases prescribed in (2) of this section, the information should be recorded as: "Mr." or "Mrs.", full name, name and number of personal identification documents.

For foreign individuals or overseas Vietnamese, the information should include: "Mr." or "Mrs.", full name, nationality, and name and number of personal identification documents.

(2) For spouses who co-own the land use rights and assets attached to the land, the information should be recorded as: "Mrs." or "Mr.", full name, name and number of personal identification documents of the wife or husband, and should state: "and husband (or wife):... (details of the husband (or wife))".

In case the spouses agree that either the wife's or husband's name represents both on the Certificate, the information should be recorded as: "Mrs." or "Mr.", full name, name and number of personal identification documents, followed by: "representative for the wife and husband".

(3) For organizations, the name of the organization should be recorded according to point c, Clause 2, Article 12 of Circular 10/2024/TT-BTNMT and the information about the legal documents of the organization as prescribed in points c, d, e, and g, Clause 3, Article 12 of Circular 10/2024/TT-BTNMT.

(4) For residential communities, the information should record the name of the residential community.

(5) In case a group of land users, or owners of assets attached to the land, and the Certificate is issued to each member of the group, the details of the person issued the Certificate should comply with (1), (3), and (4) of this section; subsequently recording "Co-using land, co-owning assets attached to the land (or Co-using land or Co-owning assets attached to the land) with others". The QR code on the Certificate fully displays information about those who share the land use rights and ownership of assets attached to the land.

In case a single Certificate is issued to a representative, the Certificate should record the information of the representative according to (1), (3), and (4) of this section, followed by "representative for the land co-users" or "representative for the co-owners of assets attached to the land" or "representative for co-users of land and co-owners of assets attached to the land". The QR code on the Certificate fully displays information about those who share the land use rights and ownership of assets attached to the land.

(6) If the Certificate is issued to members who share the land use rights of a land-using household, it should record the complete details of the members as prescribed in (1) of this section.

If it is not possible to record all the information of the members sharing land use rights on the Certificate, information about one or several members sharing land use rights should be recorded. Subsequently, it should state "and other members sharing land use rights of the household as shown in the QR code". The QR code on the Certificate fully displays information about those who share the land use rights.

If the members agree to record the name of a representative on the Certificate, the representative's information should be recorded according to (1) of this section, followed by "representative for the members who share land use rights of the household". The QR code on the Certificate fully displays information about those who share the land use rights.

(7) If the Certificate is issued to the owner of assets attached to the land without land use rights, the information about the person issued the Certificate should comply with (1), (2), (3), (4), and (5) of this section.

(8) In case there are multiple heirs of the land use rights and ownership of assets attached to the land, and the inheritance has not yet been divided among the heirs according to civil law, and the Certificate is issued to each heir, the information of the person issued the Certificate should comply with (1), (3), and (4) of this section; subsequently recording "Co-using land, co-owning assets attached to the land (or Co-using land or Co-owning assets attached to the land) with other heirs". The QR code on the Certificate fully displays information about the heirs.

In case a single Certificate is issued to a representative for the heirs, the Certificate should record the information of the representative according to (1), (3), and (4) of this section, followed by "representative for the heirs". The QR code on the Certificate fully displays information about the heirs.
