The grassroots trade union is a collection of lawful self-employed workers in the same industry or profession, according to the geographical area or by the employer, and is established when there are five trade union members or five or more employees who have made a voluntary application to join the Vietnam Trade Union.
Grassroots unions gather legal self-employed workers, including:
- Labor for transportation, transportation services.
- Laborers practicing trade, commercial services, culture, sports, tourism, healthcare, and medicine.
- Laborers practicing fishing, processing, aquaculture, and seafood.
- Laborers practicing mechanics, construction, electronics, and informatics.
- Craftsmen, handicrafts, cosmetics, consumer goods...

Duties and powers of grassroots trade unions in Vietnam include:
- Representing union members in relations with local authorities and functional agencies, taking care of and protecting the legitimate rights and interests of union members; gathering opinions and aspirations of union members in order to find solutions to support, help, reflect, or propose competent persons to settle.
- Propagating and mobilizing union members and employees to implement the Party's guidelines and guidelines, the State's policies and laws, and the tasks of the trade union; guiding the implementation of regimes, policies, and laws related to the life and working conditions of employees.
- Organizing and launching patriotic emulation movements; mobilizing union members and employees to participate in cultural and social activities; helping each other in their careers and lives; and fighting and preventing social evils.
- Developing and managing members; building a strong grassroots trade union; participating in building a clean and strong Party and people's government.
- Manage and use the trade union's finances and assets in accordance with State law.

- Employees establish grassroots trade unions:
+ In places where there is no grassroots trade union, workers voluntarily form a committee to mobilize the establishment of a grassroots trade union (referred to as a mobilization committee).
+ When the conditions for the establishment of grassroots trade unions are satisfied, the campaigning board shall hold a congress to establish a grassroots trade union and register it with the superior trade union according to the decentralization of the gathering objects specified in Article 17 of this Charter; The superior trade union considers and recognizes the grassroots trade union.
+ Activities of the grassroots trade union executive committee have been conducted since the recognition decision of the superior trade union.
- Responsibilities of the superior trade union in the establishment of the grassroots trade union
+ Support employees to set up advocacy boards.
+ Support the advocacy committee on the content and methods of propagating employees to join the trade union, organizing the congress to establish the grassroots trade union, and electing the executive committee of the grassroots trade union.
+ Consider recognizing or not recognizing union members, grassroots trade unions, and grassroots trade union executive committees according to regulations.
+ In places where employees are not able to organize a campaign committee to establish a grassroots trade union, the superior trade union is directly responsible for carrying out the procedures for setting up a grassroots trade union and appointing the executive committee, interim inspection committee, and positions in the executive committee, interim inspection committee.
- If the grassroots trade union does not meet the conditions for existence and operation, the immediate superior trade union will consider the decision to dissolve or terminate its operation.
