The information that must be disclosed when enrolling in the People's Police under Article 4 of Circular 44/2021/TT-BCA includes:
- Regulations on criteria, subjects, conditions, and criteria for recruitment, enrollment methods, training majors and disciplines, entrance exams, entrance quality assurance thresholds, application procedures, enrollment service fees for training levels, and types of People's Public Security schools.
- Time and place of receiving dossiers, time of entrance examination, admission examination, location of entrance examination and examination, time of enrollment, admission, information of admissions officers.
- Results of pre-qualification, pre-qualification review, test scores, re-examination scores, entrance examination scores for candidates; examination results, and successful candidates (according to the registration number).
- Other contents (if any) as prescribed by law and the Ministry of Public Security.
Forms of information disclosure when enrolling in the People's Police under Article 5 of Circular 44/2021/TT-BCA are as follows:
- Based on the characteristics, nature, confidentiality, and contents that must be publicized, the police of units, localities, and the People's Public Security Schools shall use one, some, or all of the following forms of publicity:
+ Posting on the website of the Police of units, localities, and People's Public Security schools (if any);
+ Posting on mass media such as oral, written, visual, and electronic newspapers;
+ Notice in administrative documents;
+ Announcement at key staff meetings; conferences, unit briefings;
+ Posting up at police headquarters of units, localities (from district level upwards), and People's Public Security schools;
+ Directly inform cadres, soldiers, citizens participating in enrollment, and citizens residing in the area;
+ Other forms as prescribed by law.
- Information on enrollment in the People's Police shall be notified in the forms specified in Clause 1, Article 5 of Circular 44/2021/TT-BCA at least 30 days before the date of receipt of application dossiers.
Regulations on implementing democracy in pre-qualification according to Article 6 of Circular 44/2021/TT-BCA are as follows:
- Pre-qualification for admission to the People's Police includes: receiving registration applications; testing academic ability, conduct, and moral quality; a health check;
Aptitude test, other abilities and verification, verification, conclusion of political standards or preliminary verification of background, and completion of application documents to be submitted to People's Public Security Schools in accordance with regulations on enrollment of the Ministry of Public Security.
- Police units and localities shall establish pre-qualification councils and specialized committees (if necessary) according to their competence.
Those who have children, spouses, fathers, mothers, brothers, sisters, siblings, or foster caretakers of their own or of their spouses are not eligible to participate in the Pre-qualification Council and professional committees.
- The pre-qualification council must ensure that its members are correct, have enough members according to the regulations of the Ministry of Public Security, work openly and democratically, and make decisions by majority.
- Publicly let the candidates know the results of the pre-qualification, receive the request for re-examination of the pre-qualification results of the candidates, organize the re-examination of the pre-qualification, and notify the candidates of the results.
- Police units and localities shall issue certificates of pre-qualification according to the form prescribed by the Ministry of Public Security to candidates who pass the pre-qualification.
