What does the application for a train driving license test include in Vietnam?

Pursuant to Clause 1, Article 31 of Circular 15/2023/TT-BGTVT (taking effect on September 1, 2023), the application file for a train driving license test

(1) Original paper or electronic document: Enterprise's written request for a train driving license according to the form specified in Appendix VI issued with Circular 15/2023/TT-BGTVT and written confirmation from the enterprise or project investor (or the organization assigned by the Project Investor to manage the urban railway project) on qualified personnel and safe train control during the trial operation of the entire system of the project, according to the form specified in Appendix VII issued with Circular 15/2023/TT-BGTVT;

(2) A certified copy or a certified electronic copy of the acceptance record meeting the requirements for the training of human resources to operate the urban railway project specializing in train driving according to the project contract, Attached is a list of personnel who requested to be issued a train driving license;

(3) Personal profile:

- Original or electronic copy of application for a train driving license according to the form specified in Appendix VIII issued with Circular 15/2023/TT-BGTVT;

- Original or electronic copy, certified copy, or certified electronic copy of certificate of fitness for train driving according to regulations of the Minister of Health;

- Certified copy or certified electronic copy:

+ Diploma or certificate of elementary level or higher in driving railway vehicles appropriate to the type of vehicle being tested issued by a Vietnamese training facility, or a certificate or certificate of graduation from driving a railway vehicle suitable for the type of vehicle tested issued by a foreign organization through the training and technology transfer process of the project;

+ Certificate or certificate of training in urban railway law knowledge issued by a competent training facility;

- 03 3x4cm color photos or electronic photos taken within no more than 06 months from the date of application submission.

Application submission time and application forms in Vietnam

The enterprise submits 01 set of documents to the ship driving license issuing agency in one of the forms specified in Clause 2, Article 30 of Circular 15/2023/TT-BGTVT, at least 1 year before the urban railway is put into commercial operation.

After this time, the issuance of train driving licenses shall comply with the provisions of Article 30 of Circular 15/2023/TT-BGTVT.

Train driving license issuance document receiving and checking agency in Vietnam

- In case the dossier is not in accordance with regulations, within 01 working day from the date of receiving the dossier through the one-stop department or through the online public service portal;

02 working days from the date of receiving documents in other forms, the ship driving license issuing agency is responsible for notifying and guiding the enterprise to complete the documents according to regulations;

- If the dossier is complete and in accordance with regulations, the ship driving license-issuing agency will carry out the procedures as prescribed above.

Organizationg of the review of applications for ship driving licenses

- Within 02 working days from the date of receipt of complete documents according to regulations, the ship driving license-issuing agency shall issue a decision to establish a testing council;

- Within 03 working days from the date of establishment decision, the examination council will organize the review of the enterprise's application for a train driving license and report the results to the train driving license issuing agency;

- Within 03 working days from the date of the examination council's report on the results of the application review, the driver's license issuing agency will issue a train driver's license to cases that meet the requirements.

In cases where a train driving license is not issued, the train driving license issuing agency shall notify the business in writing and clearly state the reason.
