What conditions must livestock farms in Vietnam meet? - Duy Anh (Gia Lai)
Pursuant to the provisions of Article 55 of the Law on Animal Husbandry 2018, livestock farms in Vietnam must meet the following conditions:
- Every livestock farm must:
+ Be located in the area conformable to the local and regional socio-economic development strategy and breeding development strategy, and meet breeding density requirements specified in Clause 4 and 5 Article 53 of the Law on Animal Husbandry 2018;
+ Be supplied with adequate water to ensure quality of breeding activities and livestock waste treatment;
+ Take measures to protect environment under law provisions on environmental protection;
+ Have breeding housing and breeding equipment suitable for each kind of livestock;
+ Have its breeding process, use of animal feeds, veterinary medicines and vaccines and other information recorded for the purpose of tracing origin of domesticated animals and retain such record for at least 1 years from the end of breeding period;
+ Sets up a safe distance from the farm to objects affected by breeding activities and from the contamination source to the breeding farm.
Any organization or individual running large-scale livestock farms must be granted a certificate of eligibility for animal husbandry.

- Principles of determination of distances from or between livestock farms
+ Distance from a livestock farm to an affected subject is determined as the shortest gap between an animal cage or an animal waste dumping site to fence or boundary line of the affected subject;
+ Distance between livestock farms is the shortest distance from an animal cage or animal waste dumping site of this livestock farm to that of the other.
- The minimum distance from a small-scale livestock farm to a concentrated domestic or industrial waste disposal zone or a residential area is 100 meters; to a school, hospital, market is 150 meters.
- The minimum distance from a medium-scale livestock farm to a concentrated domestic or industrial waste disposal zone or a residential area is 200 meters; to a school, hospital, market or source of tap water for residential community is 300 meters.
- The minimum distance from a large-scale livestock farm to a concentrated domestic or industrial waste disposal zone or a residential area is 400 meters; to a school, hospital, market or source of tap water for residential community is 500 meters.
- The minimum distance between two separate farms under the control of two different operators must be 50 meters.
Pursuant to: Article 5 of Circular 23/2019/TT-BNNPTNT and Article 1 of Decision 06/QD-BNN-CN 2020.
(1) Every organization or individual running livestock farming is entitled to:
- Receive assistance in case of losses or assistance in production restoration after natural disasters or epidemics as per law provisions if such entity already declares his/her breeding activities as prescribed in Article 54 of the Law on Animal Husbandry 2018;
- State policies related to animal husbandry;
- Be trained in animal breeding;
- Advertise livestock products as per law provisions;
- Make complaints or denunciations or file a lawsuit regarding livestock breeding as per law provisions;
(2) Every organization or individual running livestock farming is obliged to:
- Declare livestock breeding as prescribed in Article 54 of the Law on Animal Husbandry 2018;
- Take biosecurity measures and environmental cleaning measures in livestock breeding;
- Treat livestock waste under law provisions on environmental protection;
- Treat domesticated animal humanely as per law provisions.
